* Speeding up the progress of propaganda programs to help raise public awareness

Colonel Duong Hoa Hiep said after Ministry of Defence’s Directive no. 773 and guidance on promoting militia’s roles in a new situation to be implemented, Dong Nai Military Headquarters seriously and thoroughly learned and asked levels of Party committees and commanders of units to design resolution and make up implementation plan.

Through implementation of the Directive concerning the awareness of roles and responsibilities of levels of Party committees, calling for people is a provincial military forces’ key task.

Since then, it is necessary to fulfill its role as an advisor for levels of Party committee and unit commanders to effectively perform national defence and polical tasks and promote militia’s people mobilization affairs in each locality.

In particular, there must be a focus on such key areas such as far-flung and former war resistance areas, and those where ethnic and religious communities are settling.

Many models of people mobilization affairs have brought out practical results.

For instance, Secretary of Party Committee of Tan Binh commune Doan Van Chien said that local militia’s effective people mobilization affairs have limited complaints concerning land disputes as well as collective complaints among local residents.

Tan Binh commune is always appreciated by Vinh Cuu leadership through its reconciliation and resolution of complaints and disputes.

Besides Tan Binh, other regions such as Bien Hoa, Long Thanh, Trang Bom, and Nhon Trach have carried out people mobilization affairs  quite effectively.

*Promoting the efficiency of people mobilization affairs

The highlights over the past ten years of implementation of Ministry of Defence’s Directive no. 773 in the province are that officers and militiamen have actively contributed to promoting their role as a bridge between the people and the Party and authorities, held 18,105 propaganda sessions that attracted 42,358 participants, and conducted its tasks at 100 percent of communes, wards and towns.

Local units mobilized 874,432 militiamen to join in and cooperate with patrol police  in arresting 387 out of 403 traffic law violators, who were then sent to functional agencies, in giving advice to levels of Party committees and authorities on how to deal with 7,324 disputes, and in enhancing propaganda programs and calling for people to implement the “People unite to build cultural life” movement associated with “People protect national security” movement, thereby finding out 10,000 cases of theft and social evils.

In addition, local units cooperated with local army forces in effective people mobilization affairs: repairing 165.44 kilometers of roads, building 153 houses of compassion, offering 543 saving books, providing medical check-ups and medicine for nearly 20,000 poor people, paying visits to and giving gifts to 945 government policy families.

Practical activities in people mobilization times contributed to building a closer relationship between militia and local residents and to calling for people to follow the Party and the government’s policies and laws, to eliminating hunger and reducing poverty, to preventing and fighting back social evils, making hostile forces’ plots unsuccessful, building a strong political base to serve the process of socio-economic development.
