Thus, choosing and electing those who are the examples of virtue and talents and who deserve to represent the people’s ideas, aspirations and rights in the National Assembly and in levels of People’s Council in 2011-2016 period are a key task for the Party, the people and the Army in 2011.

Levels of authorities, sectors, social and political unions and organizations, and local authorities make plans and give specific directions concerning necessary preparation steps to successfully organize the election, and to make sure that there exist democracy, justice, obedience to the law, safety and thrift.

Personnel polices need to be implemented properly; democracy is promoted; leadership needs to be centralized; personnel work needs to be uniform; the personnel results of the Party Congress at all levels need to be associated with the staff planning and the staff preparation.

The candidates that are exemplary and qualified will be nominated according to the law on the election of delegates to the National Assembly and People’s Council.
