Review of Land Acquisition and Land Use Conversion Projects for 2025 to be Submitted to the Provincial People's Council

(News Portal – Dong Nai) - On the afternoon of November 11th, Vice Chairman of the Provincial People's Committee, Mr. Vo Van Phi, chaired a meeting where the Department of Natural Resources and Environment, along with various departments, sectors, and localities, reported on the list of projects requiring land acquisition and land use conversion, including rice land and forest land, for 2025 to be submitted for approval by the Provincial People's Council (PPC) at the year-end session of 2024.

Mr. Nguyen Ngoc Thuong, Deputy Director of the Department of Natural Resources and Environment, shared that as of now, the department has received feedback from 8 out of 19 departments and agencies, and from 8 out of 11 districts and cities.
In total, 132 projects have been proposed for land acquisition in 2025. Of these, 60 projects do not require PPC approval, 24 projects meet the conditions for submission to the PPC for approval, 30 projects are not yet eligible, and the remaining projects require guidance from the Provincial People's Committee.
Regarding the list of projects requiring land use conversion for rice land and forest land in 2025, a total of 90 projects have been proposed by departments, sectors, and localities. Of these, 53 projects are eligible for submission to the PPC for approval at the year-end session, while 37 projects are not yet eligible.
Mr. Nguyen Ngoc Thuong, Deputy Director of the Department of Natural Resources and Environment, reports on the project proposals.
During the meeting, departments, sectors, and localities largely agreed on the list of 222 projects. They also provided feedback on projects that are not yet eligible for submission to the PPC for approval at the year-end session of 2024. Additionally, they proposed the inclusion of several urgent projects, such as housing for low-income residents and projects aimed at attracting investment for socio-economic development.
Mr. Nguyen Kim Phuoc, Head of the Economic and Budget Committee of the PPC, recommended that the Provincial People's Committee carefully review the projects to be submitted for land recovery and land use conversion approvals. The projects must comply with regulations, meet the necessary conditions, align with the land use plans, have investment policies, and still be within their implementation period. The Provincial People's Committee should finalize the report for submission to the PPC for review by November 15th. For projects that are not yet eligible, the necessary conditions should be completed for submission at a later session.

In his concluding remarks, Vice Chairman Vo Van Phi noted that at the year-end session of 2024, the Provincial People's Committee will submit two proposals: one for land recovery projects and the other for land use conversion projects. These proposals will form the basis for incorporating the projects into the land use plan and implementing them in 2025; hence, consensus is crucial.
The Vice Chairman requested that localities carefully review the proposed projects according to the provincial and district land use plans, as well as projects that are currently underway but facing delays, in order to make necessary recommendations. The Department of Natural Resources and Environment, based on feedback from the localities and the conclusions of this meeting, should draft the documentation for submission to the PPC for review.
