Removing Obstacles to Accelerate Progress on Key Projects

​(News Portal – Dong Nai) - The Provincial Party Committee and the Provincial People's Committee have instructed relevant units to focus on resolving issues and decisively removing obstacles to accelerate the progress of key projects in the province. ​

Addressing the “Bottlenecks" in Land Clearance
Among the key projects in the province, nine projects are currently under construction. For these projects, construction is being carried out in parallel with land clearance efforts.

Mr. Nguyen Huu Nguyen, Director of the Department of Planning and Investment, stated that for the group of key projects currently under construction, most of the work is progressing according to the land handover schedule, and no difficulties have arisen beyond the authority of the investors to resolve. However, the process of compensation and land clearance is currently very slow and faces many unresolved issues.

In this group of projects, three projects have completed land clearance: the Vam Cai Sut Bridge construction, the upgrade of Provincial Road 763, and four packages of the social infrastructure project at the Loc An - Binh Son resettlement area.

Meanwhile, six projects are still facing difficulties in land clearance. Among these, four projects—Huong Lo 2 Road, the Cai Riverside Road (section from Ha Huy Giap Road to Tran Quoc Toan Road), the central axis road in Bien Hoa City (section from Vo Thi Sau Road to Dang Van Tron Road), and the construction of roads, embankments, and parks along the Dong Nai River (section from Hoa An Bridge to the boundary with Vinh Cuu District)—are facing significant delays in land handover.

Assessing the construction progress of these four projects, the Department of Planning and Investment indicated that none of them are meeting the critical path schedules set by the investors due to delays in land handover.

Mr. Ngo The An, Director of the Provincial Traffic Construction Investment Project Management Unit, which is the investor for three of the four mentioned projects, said that the incomplete, fragmented, and non-continuous land handover has caused significant challenges for contractors during construction. For example, in the central axis road project in Bien Hoa City, the fragmented land handover has prevented the contractor from simultaneously implementing the various construction items. “For Thong Nhat Bridge on the Thong Nhat Ward side, the contractor has not yet received enough land to create access and carry out drilling for piles M1, T1, and T2," Mr. Ngo The An noted.

Decisively Implementing Solutions

In 2024, the total capital allocated for key projects is more than 7.6 trillion VND, accounting for more than 37% of the total public investment capital in the province. Of this, nearly 5.6 trillion VND is allocated for compensation and land clearance. However, by mid-August 2024, only 2.3 trillion VND, or just over 42% of the allocated land clearance funds, had been disbursed.

Mr. Ho Thanh Son, Standing Deputy Secretary of the Provincial Party Committee, pointed out that the funds allocated for compensation and land clearance are substantial, accounting for more than 70% of the total capital allocated for key projects. Therefore, to increase the disbursement rate, land clearance efforts must be accelerated. “Relevant units must focus and coordinate more effectively to advance the land clearance for these projects," Standing Deputy Secretary Ho Thanh Son urged.

Identifying six major obstacles affecting the progress of key projects, Mr. Nguyen Hong Linh, member of the Central Party Committee and Provincial Party Secretary, acknowledged that land clearance is a primary cause. “Of the nine projects under construction, six are facing land clearance issues," Secretary Nguyen Hong Linh emphasized.

According to Secretary Nguyen Hong Linh, to address the issues in land clearance, policies need to be implemented more forcefully, compensation payments must be made, and efforts to encourage people to hand over land should be intensified. “Relevant units and localities must support each other in resolving the issues that are delaying land clearance," Secretary Nguyen Hong Linh stressed.
