Ready for the Land Clearance work at the Dau Giay – Tan Phu Expressway

​(News Portal – Dong Nai) – The Ministry of Transport has officially approved the construction project of the Dau Giay - Tan Phu Expressway (Phase 1), a component of the Dau Giay - Lien Khuong expressway, under the public-private partnership (PPP) model. 

The Dau Giay - Tan Phu Expressway will connect with the Ho Cha Minh City - Long Thanh - Dau Giay Expressway, reducing traffic congestion and ensuring road safety on National Highway 20. 

Targeting Groundbreaking in 2024

According to the approval decision by the Ministry of Transport, the Dau Giay - Tan Phu Expressway will span over 60 km, starting at Km0+000, at the junction with National Highway 1 connecting with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, in Dau Giay town, Thong Nhat district. The endpoint is at Km60+243.83 (the end of the intersection with National Highway 20), connecting with the Tan Phu - Bao Loc Expressway, in Phu Trung commune, Tan Phu district.​

In Phase 1, the expressway will have a limited scale of four lanes, without continuous emergency lanes, and a roadbed width of 17 meters. In the completed phase, the expressway will feature four lanes with continuous emergency lanes, a cross-sectional width of 24 meters, and a designed speed of 100 km/h. Additionally, the route will include 26 overpasses, 4 ramps at intersections, 24 underpasses, and 31 km of frontage roads combined with underpasses and overpasses, ensuring connectivity and minimizing impact on the local communities along the route.

The project has a total investment of nearly VND 9 trillion, with around VND 7.7 trillion mobilized by private investors and VND 1.3 trillion from the state. In the approved plan, the Dau Giay - Tan Phu Expressway project also includes the construction of a rest stop at Km40, with a scale of 3 hectares on each side. The cost of land clearance for the rest stop is included in the project's total investment. According to the Ministry of Transport, the Dau Giay - Tan Phu Expressway, along with the Cho Moi - Bac Kan and Lo Te - Rach Soi expressways, are projects overseen by the Ministry and slated to begin construction in 2024.

Proactive in Implementation of Tasks

The Dau Giay - Tan Phu Expressway is being developed to meet transportation demands, reduce congestion, and ensure road safety on National Highway 20. Once completed and operational, it will join the network of high-capacity, safe, high-speed roadways along the Ho Chi Minh City - Dau Giay - Lien Khuong transport corridor, fostering economic and social development in Dong Nai province and the Southeastern region. Furthermore, this expressway will act as a catalyst for regional cooperation and development, linking the Southeast region with the Mekong Delta, the Central Highlands, and South Central Vietnam.

For Dong Nai, the project is expected to create both opportunities and momentum for development in remote districts such as Dinh Quan and Tan Phu. Since the Dau Giay - Tan Phu Expressway lies entirely within Dong Nai province, the local government will be responsible for land clearance to facilitate the construction. For this project, land clearance will be carried out according to the full-scale plan, with a total land area of approximately 378 hectares.

At a meeting with the Thang Long Project Management Unit (under the Ministry of Transport), departments, and local authorities in mid-August to discuss the implementation of Phase 1 of the Dau Giay - Tan Phu Expressway project, Vice Chairwoman of the Dong Nai People's Committee, Nguyen Thi Hoang, requested that the four relevant localities finalize land clearance data and submit it to the Department of Planning and Investment by September 12. Based on this, the Department of Planning and Investment will compile the data and submit it to the provincial People's Committee for approval of the sub-project on compensation and land clearance by October 12.

Mr. Nguyen Dinh Cuong, Vice Chairman of the Thong Nhat District People's Committee, stated that three resettlement areas are currently under construction in the district. However, preliminary data shows that the project only affects agricultural land and rubber plantations, so resettlement for the local population will not be necessary.

Similarly, the People's Committee of Dinh Quan District reported that very few households will require resettlement for the Dau Giay - Tan Phu Expressway project. Nonetheless, the district has proactively planned resettlement areas in Phu Ngoc commune and Gia Canh town to accommodate the affected residents.

Meanwhile, according to Mr. Pham Duy Thi, Vice Chairman of the Tan Phu District People's Committee, the district will need to acquire about 125 hectares of land, affecting approximately 86 households, to accommodate the Dau Giay - Tan Phu Expressway project. Of these, around 60 households will be allocated resettlement land. Additionally, the district must also prepare resettlement arrangements for about 120 households affected by the Tan Phu - Bao Loc Expressway project.

Currently, the Dong Nai provincial People's Committee has approved, and the Tan Phu District People's Committee has assigned, the Project Management Board to develop a 12-hectare resettlement area, planned for the industrial cluster in Phu Binh commune, to relocate affected residents.
