Promoting the implementation of the province's 4 breakthrough tasks

​(News Portal – Dong Nai) - The Standing Committee of the Provincial Party Committee recently chaired a conference to deploy tasks for the secretaries of district and city party committees in 2024.

Focus on agricultural breakthroughs
The report on the implementation of the conclusions of the Provincial Party Secretary's working sessions with the district and city party secretaries in 2023 showed that after one year of implementation, the socio-economic situation of the localities has developed steadily, with the economic structure shifting in the right direction. Resources for economic and social development investment have been well mobilized, and most of the set targets have been achieved. Localities have paid attention to social policies and welfare, implementing them in a timely manner. Military-defense tasks and Party building have been successfully implemented. Public reception, complaint resolution, inspection, and supervision have been given due attention.

Alongside the achievements, there are still some limitations in the localities, such as slow progress in the implementation of public investment projects and land clearance, low effectiveness in state management of land, construction, minerals, and the environment in some communes, as well as illegal mineral exploitation. Although the local economy is stable, it has not developed as expected. ​
The income of the people remains low, and budget revenues are also low.

Speaking at the conference, Comrade Ho Thanh Son, Vice Secretary of the Provincial Party Committee, proposed that the district and city party secretaries focus on promoting the implementation of the province's 4 breakthrough tasks. Specifically, they should pay attention to the agricultural breakthrough plan, organize evaluations to assess the achieved results, and propose effective solutions for implementation. Agricultural districts should calculate and study models for applying advanced technology in farming, irrigation, and solutions to limit groundwater use. They should also enhance the management of projects in their localities and focus on the breakthrough task of Party building, especially strengthening the leadership of Party committees in project management at the local level.

Creating a development environment
In the conclusions of the conference, Party Secretary Nguyen Hong Linh acknowledged the proposals put forward by the district and city party secretaries and incorporated them into the working program to take further actions in achieving more positive results in 2024. He requested the secretaries to continue effectively implementing the tasks according to Announcement No. 193-TB/VPTU dated March 17, 2023. Meanwhile, they should also pay attention to good planning and creating a solid foundation for economic development, sustainable development of the economy and social infrastructure, attracting the best investors, best projects, and best ideas for development, and encouraging technological innovation. The focus should also be on developing tourism infrastructure, industrial zones, agriculture, and urban infrastructure, improving the quality of the workforce, and promoting certified vocational training institutions. Efforts should be made to enhance the Provincial Competitiveness Index (PCI) and the service attitude and responsibility of the administrative apparatus. Improving the quality of life for the people is also crucial, with a focus on various aspects such as food, housing, education, entertainment, culture, sports, and employment. The implementation of the clean water strategy and improving the quality of healthcare facilities should also be emphasized.

Regarding the environment, the plan to relocate pollution-causing facilities from prohibited livestock areas should continue. Waste classification should be prioritized, with an aim to increase the rate of waste sorting at the source. Urban environmental control should be enforced to create a civilized and clean living environment for the people, and the implementation of the Carbon Reduction Initiative towards Net Zero in Dong Nai province should be carried out.

Regarding national defense and security, no hotspots should be allowed to arise. The district secretaries must be informed promptly and take appropriate action. The spirit of upholding the law should be upheld, ensuring no miscarriages of justice, no escape for criminals, and no new violations. All pending cases and incidents should be resolved, and the formation of organized crime syndicates within the province should be prevented.
Regarding Party building, attention should be given to personnel staffing at all levels, preparing personnel for the next term. The plan for cadres should continue to be implemented, reviewing the rotation of officials to arrange and deploy them, as well as considering the rotation of human resources and young officials for training and work at the district level. Successful direction should be given to grassroots and self-level congresses, with close control over the implementation of party committee directives.
