Promote the development of digital government

Invest in and improve the information technology infrastructure

Chairman of Bien Hoa City People's Committee Do Khoi Nguyen said that the city's digital government has been invested in and completed its information technology infrastructure. The infrastructure for handling administrative procedures of Dong Nai province connected to the National Public Service Portal has been deployed synchronously from provincial to commune level to serve people and businesses submitting administrative procedure documents via internet. Databases of a number of industries and fields have been built and put into use, gradually forming shared databases and open databases to serve the process of building digital government in Dong Nai province and Bien Hoa City.

Following closely to the direction of the Provincial Party Committee and People's Committee, the city will continue to promote information technology associated with administrative reform and provide convenient services to people and businesses in order to gradually shift towards digital transformation in all aspects of economic and social life. At the same time, fundamentally and comprehensively revamp the management and administration activities of state agencies in the city; changing production and business activities of enterprises; changing people's way of living and working habits, developing a safe, humane, and universal digital environment...

The city will also implement the contents of the Smart Urban Development project in Dong Nai province for the period 2022-2025, with a vision to 2030. Continuing to implement the program to promote the development and use of national digital platform serving digital transformation, digital government development, digital economy, and digital society in Dong Nai province. In addition, promote digital transformation for small and medium enterprises in Bien Hoa City; issue policies and mechanisms to promote the development of digital technology enterprises, and attract investment from them into industrial parks.

Raising awareness about digital government

Also according to Mr. Do Khoi Nguyen, the city will increase the number of training courses, seminars, conferences, refresher courses, ...  according to each topic for leaders, civil servants, public employees and workers in the fields in state agencies and community digital technology groups to raise awareness about digital transformation, digital government and information security. Organize learning and sharing of specialized digital transformation experiences, within and outside the province. Organize and launch competitions and rewards related to the implementation of initiatives and creativity in the field of digital transformation. ​

Along with that, utilizing OA Zalo channel to disseminate information and creating more interactive channels for people; fully implementing solutions to ensure network information security, specifically internal software developed by professional units, complying with the safe software development framework process; fully implement measures to ensure information security at each level.

The information system is periodically inspected and evaluated for network information security before being put into use, after upgrades, changes according to regulations. The information system is managed and operated according to a 4-layer model according to Directive No. 14/CT-TTg dated June 7, 2019 of the Prime Minister. Focus on surveying and evaluating the level of information security and safety of city agencies and units and the People's Committees of 30 wards and communes; conduct periodic and unexpected inspections to assess the information security level of units.
