Prime Minister Pham Minh Chinh Resolves Challenges for Renewable Energy Projects

​(News Portal – Dong Nai) - Ensuring no negative incidents occur while addressing challenges in renewable energy projects is a directive from Prime Minister Pham Minh Chinh during an online conference to announce and implement the government's resolution on the direction and measures to resolve difficulties faced by these projects. ​

Chairman of the Provincial People's Committee Vo Tan Duc chairs the conference at the Dong Nai location. 

The conference was also attended by Deputy Prime Ministers Nguyen Hoa Binh and Tran Hong Ha. At the Dong Nai location, Chairman Vo Tan Duc presided over the conference.

Specifically, according to the Prime Minister, the resources invested in REP projects are substantial, and failing to integrate them into the economy would result in significant waste; therefore, it is essential to focus on resolving these challenges. The resolution of these difficulties must be transparent and public, ensuring that no negative incidents occur.

The general principle for addressing difficulties and obstacles is that the agency, level, or locality responsible for a project must resolve it. For projects that have been prosecuted, remedial actions for violations can only be taken after there is a legally binding judgment as per the law.

Minister of Industry and Trade Nguyen Hong Dien reported that by the end of 2023, the total capacity of renewable energy sources reached nearly 21,700 MW, accounting for approximately 27% of the electricity system. This result contributes to the orientation outlined in the eighth power plan and Viet Nam's commitment at COP26 to achieve net-zero emissions by 2050, while ensuring energy security. However, due to the novelty of this policy, a lack of precedents, and insufficient experience, the legal system remains incomplete, leading to issues in the implementation of projects, as pointed out by the Government Inspectorate.

The Ministry of Industry and Trade has proposed six solutions to resolve challenges for renewable energy projects. These include allowing the inclusion of projects in the planning that do not violate national security and the planning of key national projects; allowing projects with violations related to land and construction procedures to be completed in accordance with the law; projects currently benefiting from the Feed-in Tariff (FIT) that have violations will no longer receive the preferential FIT; and rooftop solar projects constructed on agricultural and forestry land that do not comply with procedures and financial obligations will be addressed accordingly.
