Party Secretary Discusses Visionary Orientation for Sustainable Development in Dong Nai

​(News Portal – Dong Nai) – On the afternoon of August 29, at the Dong Nai Provincial School of Politics, Mr. Nguyen Hong Linh, Member of the Central Party Committee and Party Secretary of Dong Nai Province, delivered a presentation on the topic of "Visionary Orientation for Sustainable Development in Dong Nai" to key grassroots-level officials of the province.

Selective Investment Attraction

During the class, Party Secretary Nguyen Hong Linh emphasized that our vision is to focus on developing a model of a green economy, circular economy, and digital economy. This includes shifting the growth model from extensive to intensive development and selectively attracting investment.

He stressed that not every project will be allowed to set foot in Dong Nai. Only projects that are environmentally friendly, technologically advanced, non-labor-intensive, and capable of generating high added value—ultimately bringing prosperity to Dong Nai—will be approved. Leaders at all levels in Dong Nai must clearly understand this significant policy.

The Party Secretary also pointed out the need to promote the development of the province's economic pillars, including industry; organic and high-tech agriculture; logistics, services, tourism, trade, maritime port operations, and international aviation; and construction. He advocated for the robust development of the private economy and the effective control of foreign direct investment (FDI), ensuring a balance between attracting FDI and domestic investment, reducing dependency on foreign-invested enterprises, and guaranteeing economic security and sustainable local economic development. It is imperative to internalize the mindset of choosing the best investors, contractors, and ideas for the province's development. Effective environmental control is crucial to achieving sustainable development goals in the future.

The Party Secretary also underscored the importance of focusing on human development goals, building a strong Party, and establishing a robust government that meets the demands of sustainable development. According to him, to achieve this, leaders and officials must strive to make their localities the most livable places, where residents are happiest, and where the quality of life is continuously improved.

Building a Team of Dedicated and Competent Officials

The Party Secretary analyzed the opportunities and challenges the province is facing in pursuing sustainable development. He noted that Dong Nai has a strategic location in the Southeast region, with multiple advantages such as being part of the economic development quadrangle, a central hub connecting various economic zones, proximity to raw materials and human resources, and convenient transportation with all five modes of transport. Moreover, Dong Nai serves as an international gateway through Long Thanh International Airport and boasts rich historical and cultural heritage, as well as revolutionary traditions. These opportunities provide significant momentum for development.

However, Dong Nai also faces several challenges, including economic lag compared to neighboring provinces, as evidenced by its economic growth indicators and annual budget revenue outcomes. There is also slow progress in social infrastructure development and in addressing the needs of the population. The security situation remains potentially complicated, and the capacity for action among the official workforce is a concern.

The Party Secretary stated that a sustainably developed locality embodies four key elements: maximizing the locality's advantages and potential to foster development; refusing to trade off the environment for economic development, ensuring that economic growth goes hand in hand with cultural and social progress and social equity; not leaving behind adverse consequences for the future; and securing societal consensus.

He stressed that to help shape the vision for sustainable development in Dong Nai in the coming period, each key leader at all levels must cultivate a development vision right within their own agencies, units, and localities.​

He pointed out that the leader is the captain, the one who steers the agency, unit, or locality. If the leader has a vision, it will bring substantial benefits to the agency, unit, or locality. Moreover, in addition to having a vision, the leader must also take decisive and effective actions with practical and feasible solutions. It is essential to build a team of dedicated, competent, and committed officials who are devoted to their work and to serving the people. The people of a locality will be happy if they have a good leader—one with strong character and qualities, who cares for the people and is willing to sacrifice for the interests of the people and society.
