Nearly 10,000 Social Housing Units Planned for 2025

​(News Portal – Dong Nai) – On February 13, Vice Chairman of the Provincial People's Committee Ho Van Ha chaired a meeting to address bottlenecks in social housing projects and the Provincial Housing Development Fund. ​

According to a report from the Department of Construction, the province set a target of building 10,000 social housing units during the 2021-2025 period. By the end of 2024, nearly 1,700 units had been completed, over 1,000 units were under construction, and the remaining 7,200 units must be completed in 2025.

The Department of Construction further reported that plans for 2025 include nearly 10,000 social housing units (comprising over 1,000 units already under construction and nearly 8,800 units to begin construction). Additionally, if bottlenecks in the bidding and developer selection processes are resolved, seven projects with a total scale of approximately 8,000 units could be initiated.

The Department of Construction recommended that departments and local authorities focus on accelerating the submission and approval of social housing projects as per provincial directives. It also proposed solutions for implementing these projects in 2025.

Vice Chairman Ho Van Ha acknowledged that while the province has shown significant attention to social housing, implementation has been slow and below expectations. He emphasized that efforts must be intensified this year to complete ongoing projects and initiate new ones as planned, in order to meet the 10,000-unit target.

Provincial leaders instructed departments, agencies, and localities to register their 2025 plans for tasks related to social housing. Based on these plans, the Provincial People's Committee will assign specific tasks to each unit. The Department of Planning and Investment was tasked with creating a detailed timeline for selecting investors for the seven projects that have already received investment policies from the Provincial People's Committee. The department was also asked to propose innovations to streamline the process of reviewing and approving social housing investment policies. District-level People's Committees were instructed to finalize project documentation, propose investment policies, and proactively review detailed 1:500 planning and land procedures for social housing sites.

Regarding the Provincial Housing Development Fund, the Department of Finance reported that the fund currently holds nearly VND 2.5 trillion. Additionally, there are central and provincial policies supporting rental and purchase of housing.

The Department of Construction proposed prioritizing resources for Bien Hoa City, where demand for social housing is particularly high. In the immediate term, the Bien Hoa City People's Committee was tasked with reviewing 1-2 conveniently located, state-managed plots of land and proposing investment policies to use these resources in 2025. This would partially address the housing needs of government employees, healthcare workers, educators, and other laborers employed in public institutions.

For this matter, Vice Chairman Ho Van Ha urged localities to review and register their needs with the Department of Construction for consolidation and recommendations to the Provincial People's Committee. This would ensure appropriate allocation of resources for projects, providing housing for residents while avoiding resource wastage.​
