Implementation of the Plan for Dong Nai Province's Master Plan for 2021-2030, Vision to 2050

​(News Portal – Dong Nai) – The People's Committee of Dong Nai Province has issued a directive regarding the implementation of the plan for the province's master plan for the period 2021-2030, with a vision to 2050. 

Urgent Development of Implementation Programs/Plans
To effectively implement Decision No. 1015/QĐ-TTg dated September 20, 2024, by the Prime Minister on the approval of the Plan for Dong Nai Province's Master Plan for 2021-2030, vision to 2050, the Dong Nai People's Committee has instructed directors of departments, heads of provincial-level agencies, and chairpersons of district and city People's Committees to urgently develop programs/plans for implementing the provincial master plan. These plans should align with the implementation of the 5-year and annual socio-economic development plans, the 5-year medium-term public investment plans, and the annual public investment plans of their respective sectors and localities. These must be submitted to the Department of Planning and Investment by February 20, 2025.

Relevant entities are required to actively coordinate with the consulting unit and the planning authorities to finalize the provincial master plan dossier after its approval, in accordance with the Planning Law 2017, Decree 37/2019/NĐ-CP, Decree 58/2023/NĐ-CP, and Circular 04/2023/TT-BKHĐT. This includes preparing diagrams of the provincial planning options for resubmission to the Ministry of Planning and Investment as regulated.

The planning contents must be regularly published on the electronic portals/websites of agencies, units, and localities to promptly provide information on the plan. This will help promote the province's potentials, advantages, and priority projects to investors, businesses, and the public, enabling them to understand the vision, mindset, and development space of the province. Reviews and studies should be conducted to propose new or amended mechanisms and policies to concretize the master plan. This aims to maximize potentials and advantages, address bottlenecks, unlock resources, and create new opportunities, drivers, and development spaces for the next phase. Entities are also tasked with implementing the planning content related to their respective sectors and fields and linking the planning implementation with socio-economic development tasks.

Facilitating the Mobilization of Development Investment

The People's Committee has also emphasized the need to accelerate the mobilization of investment capital for development. Public investment funds must be used effectively, with priority given to key projects that create widespread impact and drive socio-economic development. Efforts to improve the province's investment and business environment must continue. Strengthened cooperation with international organizations and effective implementation of investment promotion strategies, proposals, programs, and plans at both domestic and international levels will help attract investment capital for infrastructure development and production and business projects in the province. Programs and projects supporting businesses should also be implemented effectively.

The provincial People's Committee has assigned the Department of Planning and Investment to take the lead in monitoring and coordinating the implementation of the 2021-2030 master plan, vision to 2050, across departments, agencies, localities, and relevant units. The department is tasked with reporting the evaluation of the results of the plan's objectives to propose appropriate tasks and solutions to achieve the targets of the provincial master plan, especially those focused on mobilizing development investment capital, balancing, and allocating resources within the economy. The department must also compile and develop the Dong Nai People's Committee's action program for implementing the province's master plan for 2021-2030, vision to 2050, and report the results to the provincial People's Committee by February 20, 2025.

Provincial People's Committee Chairpersons have directed heads of departments, agencies, units, and leaders of district and city People's Committees, as well as related units, to strictly adhere to the above-mentioned directives. Any difficulties or obstacles encountered during implementation must be promptly reported to competent authorities for review and resolution in accordance with regulations. ​
