Implement resettlement for residents to ensure a smooth handover of land

​(News Portal – Dong Nai) - Resettlement is a crucial step in the process of land clearance to implement projects. In recent times, the functional departments of the province have made significant efforts in resettlement, aiming to create new living conditions that are equal to or better than the previous ones for residents whose land have been acquired. 

However, there are still some limitations in terms of compensation, support, and resettlement for residents. In some projects, the construction of resettlement areas for residents lags behind the land clearance process, causing difficulties for the affected people.

People only accept compensation when there are lands for resettlement ​

Recently, during the 18th session of the Provincial People's Council, when delegates contacted voters, some voters in Bien Hoa expressed their hesitation in accepting compensation due to the lack of resettlement land.
Resolution No. 14-NQ/TU dated April 22, 2024, by the Provincial Party Committee on promoting compensation, land clearance, and resettlement support in the province, states that the province has made many efforts in compensation and land acquisition to implement various large-scale projects, especially the Long Thanh International Airport project. The policies regarding compensation, support, and resettlement have been implemented in accordance with the regulations of the central government and have gained the majority agreement of the affected residents.

However, the investment in constructing resettlement areas is still slow. Mobilizing investment capital for the construction of resettlement areas is encountering difficulties. Some resettlement areas have not been invested in complete infrastructure in a timely manner to proactively arrange and relocate the affected cases according to the provisions of the Land Law. Some projects have carried out land acquisition without arranging for resettlement...

Mr. Nguyen Hong Linh, Member of the Central Party Committee and Secretary of the Provincial Party Committee, emphasized that there are three requirements for resettlement in Dong Nai. First, to repay debts to households whose land has been acquired but have not been provided with resettlement, which amounts to over 2,000 households. Second, to provide resettlement for projects such as the Bien Hoa - Vung Tau expressway, the Belt Road 3, Belt Road 4, and other key projects of the province; the number of households requiring resettlement in this case is around 5,000 households. Third, to approve resettlement for future projects from now until 2025. With these three requirements, the resettlement situation in Dong Nai is to repay the old debts, arrange for the present, and plan for the future.

Only Implement After Resettlement Has Been Arranged

The Provincial Party Secretary emphasized that, as per the requirement, resettlement must precede other actions. The demand for resettlement in Dong Nai is currently enormous, necessitating great efforts from the entire province.

Resolution No. 14-NQ/TU clearly states that from 2025, all land recovery decisions will only be implemented after resettlement arrangements have been made. Each locality must review and develop its own resettlement plans, ensuring that by 2026, 100% of resettlement arrangements for pending resettlement plots must be completed.

Resolution No. 14 of the Provincial Party Committee requires party committees and local authorities to accurately determine the resettlement needs in line with local realities. The calculation and projection of resettlement needs are divided into three specific stages: accurate calculations for the years 2024 and 2025, and projections for the period from 2026-2027 to 2030.

The arrangement of resettlement in contiguous resettlement areas between two localities must be approved by the Provincial People's Committee and consented to by the affected residents. There should be research and plans for constructing high-rise buildings to serve resettlement needs, ensuring suitability and creating architectural highlights in the area.

The Resolution also sets the objective that the determination of compensation rates must be calculated carefully, scientifically, and in accordance with reality. Compensation rates should ensure similarity with those of neighboring localities and comply with the Land Law regulations.

It is essential to effectively implement job transition and job placement for workers whose land has been recovered. Review and allocate human resources to ensure effective execution of compensation, land clearance, and resettlement support.

Mr. Le Kim Bang, Secretary of the Xuan Loc District Party Committee, stated that compensation and resettlement are extremely important. For any project to proceed, the first factor to consider is the land. To obtain land, it must be cleared, which inevitably affects the lives of some residents. To adhere to the Party's principle that resettlement must precede other actions, relocated residents, especially those who have contributed, must be provided with the best conditions. Resolution No. 14-NQ/TU is expected to address bottlenecks, ensuring the rights of residents and accelerating land clearance processes in project implementation, thereby avoiding delays that have occurred due to obstacles in land clearance.
