Focusing on Land Auction Efforts in 2025

​(News Portal – Dong Nai) - On February 19, Provincial Party Secretary Vu Hong Van worked with the Party Committee of the Provincial People's Committee on the plan to implement land use rights auctions in 2025 and mobilize resources for socio-economic development.

The meeting was attended by Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee, including Mr. Thai Bao, Chairman of the Provincial People's Council; Cao Tien Dung, Head of the Propaganda and Mass Mobilization Committee; Mr. Tran Trung Nhan, Head of the Internal Affairs Committee; Mr. Huynh Thanh Binh, Chairman of the Provincial Inspection Committee; Mr. Ho Van Nam, Secretary of Bien Hoa City Party Committee; and Mrs. Dang Thi Minh Nguyet, Secretary of Long Khanh City Party Committee. Also present were Deputy Chairpersons of the Provincial People's Committee, leaders of departments, and local authorities.

During the meeting, Director of the Provincial Land Development Center, Mr. Mai Phong Phu, reported that Dong Nai plans to auction a total of 31 land parcels in 2025, with a total estimated value of VND 11.5 trillion based on the current land price framework. Of these, 17 parcels are essentially ready for auction, three parcels have been prioritized for immediate completion of procedures for auctioning within the year, and the remaining 11 parcels are in the process of paperwork completion by local authorities.

The Land Development Center highlighted some challenges that need to be addressed, including the preparation of detailed 1:500 planning for the parcels, land clearance for reclaimed rubber plantations, drafting investment policies, and the lack of consulting units for land valuation.

During the meeting, the Party Committee of the Provincial People's Committee and relevant departments addressed the difficulties, their causes, and proposed solutions. Key proposed measures included establishing a steering committee or task force for land auctions to oversee tasks, expedite implementation, and promptly resolve arising issues. They also suggested assigning public service units the task of land valuation.

Chairman Vo Tan Duc emphasized that the Provincial People's Committee would focus on directing land auction activities in the coming period. Regarding the selection of consulting units for land valuation, the province has tasked the Department of Natural Resources and Environment with organizing a conference to invite valuation units to participate in the province's land valuation efforts. The Technical Center for Natural Resources and Environment was also instructed to participate in land valuation tasks. The Department of Construction was tasked with guiding and supporting local authorities in preparing detailed 1:500 construction plans for auction parcels. The department will also lead adjustments to planning for three large parcels: nearly 37 hectares and over 77 hectares in Long Duc Commune (Long Thanh District) and over 100 hectares in Xuan Loc District.

Provincial Party Secretary Vu Hong Van emphasized that land auctions are an urgent task and one of the solutions to achieve double-digit growth in 2025 and beyond. This meeting aimed to find solutions to overcome obstacles and implement the 2025 land auction plan.

The Party Secretary urged the immediate focus on 17 land parcels that the Provincial People's Committee reported as having nearly complete procedures. Each parcel should be reviewed to identify any missing procedures, determine the responsible agency, and set completion timelines to ensure prompt auctions. The focus should be on key obstacles, including detailed planning, land valuation, and investment policy approvals.​

Furthermore, the remaining parcels should continue to be reviewed to complete their legal procedures for auctioning. Additional parcels should also be identified and included in the land auction plans for subsequent years.
