Finding solutions to overcome the difficulties and challenges

​(News Portal – Dong Nai)- At the 17th Conference of the Provincial Party Executive Committee held on October 10, in addition to the positive results achieved over the past nine months, particularly in economic indicators, which saw high growth compared to the same period last year, Dong Nai is currently facing numerous difficulties and challenges. ​

These difficulties and challenges stem from both objective and subjective causes. In order to resolve these issues, Nguyen Hong Linh, Central Party Member and Provincial Party Secretary, has requested that subordinate Party committees in the province focus on several key areas.

Addressing the "debts" of the advanced new rural criteria

In comparison to the criteria set by the 11th Provincial Party Congress Resolution (2020-2025 term), there are currently four unmet criteria: GRDP growth, per capita income, the number of districts recognized as new rural areas (NRA), and the number of communes recognized as advanced NRA.

Some districts and communes have achieved advanced NRA status but still owe many criteria. Therefore, districts need to actively direct efforts to meet these NRA criteria to ensure that NRA status is substantial and that people's incomes are improved.

Another issue is that Dong Nai is lacking resources for the development of social infrastructure, transportation infrastructure, and economic infrastructure. Additionally, there is a shortage of civil servants and public employees. This puts a lot of pressure on Dong Nai, which must constantly push itself to meet its development goals.

To tackle these issues, the Provincial Party Secretary emphasized that while we should seek assistance from the central government to alleviate Dong Nai's challenges, we must also find ways to resolve them ourselves. With a limited workforce, we still need to complete our tasks, and with limited resources, we must find additional resources for development. If we do not address this, and merely accept the status quo, Dong Nai will lag behind other provinces in the Southeast region and risk falling behind.

The Provincial Party Secretary also urged the Provincial People's Committee Party Committee to study ways to auction land to generate resources for development. District and city leaders should review their local land funds to auction off land and generate resources to meet NRA criteria debts.

Additionally, the district-level and sub-district planning must be carried out. In implementing these plans, the Provincial People's Committee Party Committee needs to accelerate the planning of the province's political-administrative center and the Long Thành airport urban area.

The province must continue to create space to attract new investors to Dong Nai after the province has made its public announcement. We must ensure readiness in attracting investment by addressing legal, land, and procedural issues to satisfy investors when they come to Dong Nai and encourage them to make a “nest" here, to land in Dong Nai to develop.
Finding resources for the province's development

The Provincial Party Secretary also called on localities to push forward with resettlement efforts. Some districts, such as Bien Hoa, have made progress in resettlement, but overall, the province still owes a significant amount of resettlement. The goal is to ensure that there are no outstanding resettlement debts and that resettlement land is prepared in advance to clear sites. This issue cannot be allowed to drag on, as excessive resettlement debt is unacceptable.

Additionally, districts and cities must meet the criteria for NRA and civilized urban areas, prioritizing resources to settle these criteria debts. The Provincial People's Committee Party Committee has been instructed to increase resources for districts to meet the NTM and civilized urban area criteria, aiming to eliminate or reduce these debts by 2025, ensuring they do not persist.

Localities with rivers, especially the Dong Nai River, must have plans to reinforce and protect the riverbanks, safeguard the economic space along the rivers, and protect the livelihoods of people living by the riverside. The Provincial People's Committee Party Committee should devise solutions and adopt policies for the socialization of riverbank reinforcement.

Regarding state budget revenue, which was one of the most discussed issues at the conference, the Provincial Party Secretary stressed that the most important thing is to significantly increase domestic tax revenue, as this reflects the sustainable development of a locality. At the same time, local authorities should continue to focus on building social housing, with the goal of approving 30,000 units by 2025, as per the Provincial Party Committee's resolution.

Moreover, efforts should be made to improve the quality of the workforce and ensure the well-being of the people. Currently, the province has 135,000 students receiving additional foreign language instruction, accounting for 18% of the students in the province. Districts with proximity to Long Thành Airport should strive to increase foreign language instruction for students, aiming to create a distinctive advantage for the local population in the airport region.  

The Provincial Party Secretary urged subordinate Party committees in the province to continue implementing the Politburo's Directive No. 35-CT/TW on Party Congresses at all levels, leading up to the 14th National Party Congress. Currently, district and provincial-level Party committees are drafting documents and taking steps regarding personnel.

When preparing personnel, it is crucial to evaluate cadres and place them in appropriate positions. Agencies advising the province on personnel matters should make every effort to assess each cadre and assign them to positions where their abilities can be fully utilized.​

The Provincial Party Secretary also tasked the Provincial Party's Mass Mobilization Committee with summarizing experiences in land clearance and compensation, especially for the Long Thanh Airport project, to draw lessons for the entire province in future land clearance efforts.
