Evaluating The Results of Administrative Reform in 2024

​(News Portal – Dong Nai) - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Administrative Reform Steering Committee, Mr. Vo Tan Duc, chaired a meeting of the Steering Committee to evaluate the results of administrative reform efforts in 2024. The meeting took place on the afternoon of December 16.

The Chairman acknowledged the efforts of provincial departments, agencies, localities, and members of the Provincial Steering Committee for Administrative Reform. At the same time, he candidly pointed out limitations, such as the lack of coordination between units and localities; the performance of the Steering Committees at different levels and localities not meeting requirements; and unachieved targets and tasks.

He requested that members of the Provincial Administrative Reform Steering Committee focus on effectively implementing key content groups. Urgent reviews of unachieved tasks and criteria in the 2024 administrative reform plan must be conducted and reported to the Department of Home Affairs by December 31, 2024. Efforts should be made to improve task execution efficiency, eliminate the pass-the-buck mentality among divisions and specialized departments, and decisively remove incompetent officials who avoid responsibility, especially during the upcoming organizational restructuring and streamlining process.

The Chairman assigned the Department of Home Affairs to research, advise, and implement the survey and evaluation of the 2024 provincial administrative reform index according to the Ministry of Home Affairs' guidelines, addressing existing issues identified in the 2023 evaluation. The department is also tasked with organizing inspections of administrative reform, administrative discipline, and civil service responsibilities at units and localities to ensure the continuous implementation of the one-stop-shop and interconnected one-stop mechanisms, especially during the upcoming Lunar New Year holiday.

The Department of Information and Communications is to take the lead in coordinating with units and localities to urgently complete the configuration of 100% of administrative procedures on the administrative procedure resolution system (Igate) to synchronize with the National Public Service Portal. This must ensure compliance with requirements for processes and digitization functions for records and results of administrative procedures, along with the collection of fees through electronic receipts.

The meeting approved the policy of merging the Administrative Reform Steering Committee, Digital Transformation Steering Committee, and the Steering Committee for Proposal 06 into a unified body, as proposed by the Department of Home Affairs. The Department of Home Affairs will review and advise on issuing decisions for the establishment and operational regulations of the new body, ensuring proper procedures. This aims to better serve the needs of resolving administrative procedures for citizens and businesses in the province.

According to Mr. Nguyen Huu Dinh, Director of the Department of Home Affairs and Standing Deputy Head of the Administrative Reform Steering Committee, in 2024, departments, sectors, and localities across the province actively and proactively implemented and completed the tasks, objectives, and plans set forth by the Provincial People's Committee. These efforts have driven noticeable changes and had a positive impact on the socio-economic development of the province. ​​
