Dong Nai supports business households in digital transformation

Many solutions are being implemented by banks to help business households manage revenue more transparently, fulfill tax obligations more conveniently, and gradually promote cashless payments and enhance digital transformation.

Deploying multiple support solutions

Recently, the Dong Nai branch of the Vietnam Bank for Agriculture and Rural Development (Agribank), located in Tran Bien Ward, signed a cooperation agreement with Dong Nai City Tax Authority to jointly support household businesses in transitioning from presumptive taxation to declaration-based taxation. Under the agreement, both sides coordinate in providing tax policy guidance, supporting digital transformation, and implementing e-invoices throughout the city.

Deputy Director of Agribank Dong Nai branch Tran Thi Hai Ha said the branch has identified supporting and working alongside local authorities and tax agencies to help business households transition to new tax declaration methodas one of its key priorities for 2026. To assist businesse households, Agribank has introduced bundled service packages, nearly free of charge until the end of 2027, including free retail management software, digital signatures, e-invoicing software, e-invoice transmission services, reporting and analytics tools, and account balance notification speakers.

Solutions supporting household businesses in digital transformation and the shift from presumptive taxation to declaration-based taxation need to focus on enhancing communication efforts to reduce concerns and psychological or technical barriers related to e-invoices. Instead, support should emphasize simple, understandable, and practical digital transformation guidance.

Regarding digital banking solutions, Agribank will waive transaction and transfer fees on digital banking platforms such as Agribank Plus and Agribank eBanking for 12 months. Additionally, the bank offers attractive account packages including giving customers premium account numbers, free account management for 12 months, preferential lending rates, streamlined loan approval procedures, and overdraft facilities of up to VND1 billion without collateral.

Similarly, in May 2026, Dong Nai City Tax Authority and Kien Long Commercial Joint Stock Bank (KienlongBank) signed a cooperation agreement to support household businesses transitioning from presumptive taxation to declaration-based taxation.

Ha Thi Chung, Acting Deputy Director in charge of KienlongBank’s Dong Nai branch, said platforms such as MyShop HKD have been designed with simple, intuitive interfaces to enable customers to easily manage revenue, process payments, and connect directly with eTax Mobile through smartphones. Beyond technology solutions, KienlongBank also commits to accompanying customers through local training programs, consultations, and direct support at branches and transaction offices. “The branch hopes digital transformation will become a practical tool that helps household businesses operate more conveniently, transparently, and efficiently every day,” Chung said.

Improving coordination efficiency

Many banks in Dong Nai are focusing on diversifying digital transaction channels and digital products for household businesses. Convenient and secure solutions for opening accounts have also been researched and introduced, including account opening through VNeID applications and customer identity verification through digital channels.

Tran Thi Hai Ha emphasized that practical implementation has shown increasingly close coordination among local authorities, banks, and tax agencies. Many successful approaches have been replicated across wards and communes across the city, significantly contributing to the transition toward declaration-based taxation and broader application of digital tools in tax administration. Thousands of business households have already opened accounts and shifted to declaration-based tax filing and payment in accordance with regulations through Agribank Dong Nai branch. In particular, alongside the broader digital transformation effort, digital solutions have enabled business households to monitor tax payments more easily and simplify monthly tax declarations and reporting.

Going forward, Agribank Dong Nai branch plans to continue providing free retail management software and e-invoicing software for household businesses while assigning staff to promptly assist customers and resolve difficulties at transaction points. The bank will also maintain its tripartite working model involving Agribank- tax authorities- local (ward/commune) governments to listen to and address challenges faced by businesses during the early stages of tax transition.

Ha Thi Chung added: “We want KienlongBank to be recognized not only as a financial services provider but also as a trusted partner accompanying people and businesses as a modern, comprehensive, and sustainable digital bank. Solutions such as digital banking, smart payments, and MyShop HKD are not only transaction tools but also help household businesses manage cash flow more transparently, operate more efficiently, and integrate more easily into the digital economy.”

Nguyen Toan Thang, Head of Dong Nai City Tax Authority, shared that helping household businesses move away from traditional management methods toward declaration-based taxation and e-invoice usage requires intuitive, easy-to-understand, and synchronized support tools to ensure smooth and effective implementation. “In the coming period, Dong Nai City Tax Authority will continue strengthening cooperation with banks across the city to effectively and practically support household businesses in digital transformation, e-invoice implementation, digital signatures, and the transition from presumptive taxation to declaration-based taxation,” Thang said.
