Dong Nai launches 500-day-and-night emulation campaign for modern city development

The special emulation campaign is a broad-based political campaign requiring mandatory action across the entire political system. It is closely associated with Party building and rectification efforts, focusing on improving the quality and effectiveness of studying and following President Ho Chi Minh's ideology, morality, and lifestyle while building a contingent of officials with sufficient moral qualities, capacity, and prestige.

The campaign is being implemented under the motto “substantive – measurable – controllable – assessable,” with concrete outcomes, specific products, and the satisfaction of people and businesses serving as the primary evaluation criteria.

Leadership and governance methods will be fundamentally renewed toward modern administration, with a strong shift from “administrative management” to “management based on objectives, timelines, and outcomes,” alongside the vigorous application of digital transformation throughout the entire management process.

The responsibility of heads of agencies and units will be upheld, with authority tied to accountability. At the same time, work performance results will serve as the basis for evaluating, appointing, and utilizing officials.

The special emulation movement will be closely associated with the requirements for rapid and sustainable socio-economic development. Key indicators for assessing the effectiveness of each level, sector, and locality include achieving double-digit growth, ensuring effective public investment disbursement, attracting investment, improving the business environment, developing infrastructure, creating jobs, and raising people’s income and quality of life.

The resolution outlines specific targets in six key areas: discipline and order; administrative reform; digital transformation and governance; official contingent development; socio-economic development; and national defense, security, and social welfare.

Accordingly, all agencies and units will apply the “six-clear” principle in task assignment, namely: clear person, clear task, clear responsibility, clear authority, clear time, clear results. At least 98% of assigned tasks are targeted for on-time completion while ensuring quality and efficiency, with no prolonged backlog. Efforts will focus on comprehensively addressing delays in work processing and reducing overdue administrative dossiers by at least 70% compared to 2025.

Information technology application and digital transformation to handle administrative procedures will be strengthened, with the aim of having 100% of administrative procedures processed in the digital environment. The city will strive to ensure that 100% of city-level dossiers and at least 90% of commune-level dossiers are received and processed through the electronic system. Administrative processes will be reviewed and simplified, and processing times for administrative procedures will be shortened, with a target of reducing processing times by at least 30% compared with current regulations.

Digital transformation in management and administration will be accelerated toward a modern, transparent model based on “accurate, complete, clean, and real-time” data. Meanwhile, digital platforms will be deployed in a synchronized manner to support leadership and administration across the entire political system. All agencies and units are required to implement systems for monitoring and managing work progress, with real-time updates and task supervision to enhance the effectiveness of direction and administration.

All leaders and managers are required to sign commitments to their responsibilities in the performance of official duties, with such commitments linked to assigned tasks as a basis for inspection, evaluation, classification, and accountability. members of the CPC’s Standing Board, members of the CPC, and secretaries of Party organizations directly under the CPC must specifically register projects, tasks, and key assignments to be implemented during the 500-day-and-night emulation campaign, while directly leading, directing, inspecting, urging implementation, and taking responsibility for the outcomes. The campaign also encourages and creates favorable conditions for officials to demonstrate proactiveness and creativity in performing their duties, aiming to have at least 20% of officials propose initiatives or solutions to improve work performance and enhance the operational efficiency of their agencies and units.

The campaign will focus on creating significant and substantive improvements in socio-economic development by unlocking resources and promptly addressing difficulties and bottlenecks in planning, land, investment, site clearance, administrative procedures, and the business environment, while striving to maintain annual double-digit economic growth.

The implementation of the resolution will be carried out in five phases.

Phase 1, from the date of issuance of the resolution to May 31, 2026, focuses on completing the concretization, dissemination, and implementation of the resolution.

Phase 2, from June 1, 2026 to December 31, 2026, is the first peak phase, focusing on strengthening discipline and administrative order, rectifying working styles and conduct, and addressing delays, backlogs, and bottlenecks. At the same time, immediate action will be taken to implement tasks aimed at producing tangible results, specific products, and clear improvements in each registered emulation content.

Phase 3, from January 1, 2027 to March 31, 2027, will focus on reviewing and addressing limitations and shortcomings identified during the preliminary review of the previous phase, while continuing to promote administrative reform, remove obstacles hindering development, and consolidate growth drivers.

Phase 4, from April 1, 2027 to September 30, 2027, is the acceleration, breakthrough, and finishing phase of the 500-day-and-night emulation movement.

Phase 5, from October 1, 2027 to 2030, will focus on continuing to maintain and improve the core contents of the emulation movement, while linking its implementation with Party congress resolutions at all levels, the full-term working program, and annual political tasks.
