Continue improving the information technology infrastructure of state and local government agencies

​(News Portal – Dong Nai) – This is one of the goals set by the Provincial People's Committee in the Digital Transformation Plan for Dong Nai Province for 2025, which was recently issued. 

Enhancing the responsibility of leaders

Accordingly, in the plan, the Provincial People's Committee has set an overarching goal of strengthening the leadership and operational guidance of the Steering Committee for Digital Transformation in Dong Nai Province; increasing the responsibility of organizations and individuals, especially the heads of state administrative agencies at all levels within the province, in implementing digital transformation. The focus remains on continuing to improve the information technology infrastructure of state and local government agencies to support the use and exploitation of digital applications and platforms. The aim is to establish a digital platform based on the integration of individual e-government applications used by various sectors and localities within the province.
Furthermore, the province will continue to effectively implement tasks under the “Project on Developing Applications of Population Data, Identity, and Electronic Authentication to Serve National Digital Transformation for the Period 2022-2025, with a Vision to 2030" in Dong Nai Province, in accordance with Coordination Plan No. 106/KHPH-TCTTW-BCDĐA06ĐN dated July 6, 2023, issued by the Central Task Force of Project 06 and the Steering Committee for Project 06/CP of Dong Nai Province.

In the plan, the Provincial People's Committee also outlined specific objectives. Regarding digital data, it aims to issue and implement the National Data Strategy Plan by 2030 in Dong Nai Province, as approved in Decision No. 142/QD-TTg dated February 2, 2024, by the Prime Minister. Priority will be given to connecting and sharing data from specialized applications, including information on land management, construction permits, planning, electronic health records of citizens, welfare data, data on the establishment and operations of businesses and individual business households in Dong Nai Province, data on budget revenue and expenditure, and public investment disbursement. The digitization rate of administrative procedures and results at the provincial level will reach 70%, at the district level 60%, and at the commune level 50%. At least 80% of data on administrative procedure outcomes will be reused and shared in accordance with regulations (excluding specialized business databases) to ensure that citizens and businesses only need to provide information once when using online public services and conducting administrative procedures.

Aiming for a digital economy share of at least 10% of GDP

Regarding Digital Government, the goal is to provide fully online public services for 90% of eligible administrative procedures. Specifically, at the department, division, and sector level, the target is at least 80%; at the district level, at least 70%; and at the commune level, 60%. Fully online service applications across the province will reach an average rate of 70%. For departments, divisions, and sectors, the rate will be at least 85%; for localities, the rate will be at least 60%.

The proportion of citizens and businesses using fully integrated, authenticated online public services across platforms and systems via VNeID electronic authentication will reach 100%. The rate of issuing electronic administrative procedure outcomes will average 100%. The satisfaction rate of citizens and businesses in resolving administrative procedures will reach 90%. All information will be connected and updated to the Government Reporting Information System. The rate of work dossiers processed in the digital environment (excluding dossiers classified as state secrets) will reach 90% at the ministerial and provincial levels, 80% at the district level, and 60% at the commune level.

Regarding the Digital Economy, the share of the digital economy in GDP will reach at least 10%. Over 80% of businesses will use electronic contracts in commerce. More than 50% of small and medium-sized enterprises will adopt digital platforms. Eighty percent of service providers in food and beverage and retail sectors at shopping centers and consumer retail stores will implement e-invoices and electronic receipts generated from cash register systems to prevent tax and budget revenue loss. The proportion of citizens with electronic payment accounts will reach 60%.

Regarding Digital Society, the rate of adult citizens issued with digital signatures or electronic signature certificates will exceed 50%. All villages and neighborhoods with electricity and areas previously lacking telecommunications coverage will have mobile broadband coverage; 100% of households will have access to fiber-optic Internet services. All high-tech zones and industrial parks in the province will be equipped with 5G mobile services. All villages/neighborhoods will have 4G/5G mobile network coverage. The digitization rate for archives of cultural heritage sites recognized and accredited on the national level within the province will reach 100%, ensuring they are present in the digital environment. The implementation rate of digital academic records for students and digital transcripts for university students will reach 100%.

Regarding Information Security, 100% of the information systems of state administrative agencies will complete the approval process for their information system security level. The full implementation of information system security measures for state agencies will also reach 100%. There will be solutions in place to quickly restore the operational capacity of information systems serving citizens and businesses in case of incidents, ensuring a return to normal operations within 24 hours or as required by operational needs, achieving a 100% resolution rate. ​​
