By 2025, more than 7,200 social housing units must be completed to meet the target of 10,000 units

​(News Portal – Dong Nai) - Chairman of the Provincial People's Committee Vo Tan Duc recently held a meeting to review the progress of social housing projects in the province.

During the meeting, Director of the Department of Construction Ho Van Ha reported that, according to Resolution 07/NQ-TU issued by the Provincial Party Committee in 2022 and Resolution 49/2022/NQ-HĐND issued in 2022 by the Provincial People's Council, the province has set a target of constructing 10,000 social housing units during the 2021-2025 period. By the end of 2024, nearly 1,700 units had been completed and put into use.

The Director also shared the progress of proposed local projects that have yet to commence. Accordingly, local governments have proposed investment plans for 17 projects, accounting for over 23,000 units. Among these, two projects have approved investment policies and selected investors, seven projects have approved investment policies but have not yet selected investors, and the remaining projects are pending investment policy approval.

The Department of Construction outlined several key solutions to focus on in the coming period. These include: the Department of Planning and Investment taking the lead in proposing to the Provincial People's Committee to submit a list of land areas for social housing to the Provincial People's Council for approval. This will serve as a basis for investment policy decisions and investor selection through bidding; the Department of Planning and Investment consulting with central authorities to advise the Provincial People's Committee on selecting investors for projects with approved investment policies; for commercial housing investors wishing to develop social housing on 20% of allocated land, the Department of Planning and Investment will advise the Provincial People's Committee on adjusting the investment policy.

Meanwhile, the Department of Construction will continue to guide investors and local governments on planning procedures, design review, construction permitting, and resolving planning-related issues. Additionally, it will provide updates on new policies under the 2023 Housing Law.

The Chairman urged districts and cities to promptly implement the directives of the Provincial People's Committee regarding the review and proposal of land areas for bidding to select investors, which will then be presented to the Provincial People's Council. Additionally, they should continue to review and propose alternative land reserves with suitable locations for social housing projects, reporting to the Department of Construction for supplementation and adjustments to the Social Housing Plan.​

Regarding issues with investor selection procedures, central authorities have responded to the province, assigning the Department of Planning and Investment to review the documents and promptly advise the province. For commercial housing projects where investors wish to develop social housing on 20% of the land, the department must assess total investment levels and advise the Provincial People's Committee on making necessary adjustments.
