Approving toll collection system design for Bien Hoa–Vung Tau Expressway in June 2026

Subsequently, contractor selection will be completed, and construction work will start in July 2026. The toll collection system is expected to be completed in November 2026 to ensure synchronized operation with related projects, including the Ben Luc–Long Thanh and the Ho Chi Minh City–Long Thanh–Dau Giay expressways and Long Thanh International Airport.

The Bien Hoa–Vung Tau Expressway spans nearly 54 kilometers and is divided into three component projects. The toll collection system submitted for approval as part of the project includes:

For Component Project 1, a toll collection area, a toll station, and a vehicle weight control facility will be constructed at the route's starting point at Km 0+700.

For Component Project 2, the Long Thanh interchange will use the existing toll stations on the Ho Chi Minh City–Long Thanh–Dau Giay Expressway. At the Long Thanh Airport interchange, including the entry and exit ramps serving Long Thanh International Airport at Km 20+300, the existing toll station and vehicle weight control system of Long Thanh Airport will be utilized. The Bien Hoa–Vung Tau Expressway project at this interchange will not invest in any new toll stations or vehicle weight control systems. At the Tan Hiep interchange at Km 29+400, a traffic management center (TMC) will be built to support project management and maintenance operations, along with a toll station and a vehicle weight control system, including a weigh station and U-turn lanes for overloaded vehicles.

For Component Project 3, a toll collection area, a toll station, and a vehicle weight control facility will be constructed at the My Xuan–Ngai Giao interchange at Km 36+120; at the Chau Pha interchange at Km 43+050; and at the end of the route at Km 53+700.

Following approval of the project adjustment, the investors of the three component projects promptly initiated procedures to survey and design the project’s traffic management and monitoring system.

To date, the construction design documents for Component Project 2, managed by Project Management Board 85, have been appraised by the Department of Economics – Construction Investment Management under the Ministry of Construction.

However, the shared use of toll stations under the Long Thanh Airport project still faces several problems and shortcomings because the airport’s toll collection system has characteristics different from those of the expressway. As a result, electronic toll collection (ETC) data may be incomplete, unsynchronized, or contain errors, creating risks of data discrepancies and affecting revenue reconciliation, revenue control, and the prevention of toll revenue losses. Therefore, Project Management Board 85 is directing and coordinating with consultants to design a new plan to place two toll stations at the exit and entry ramps of the route connecting to Long Thanh International Airport, as these cannot be shared with the Long Thanh Airport project.

Since May 18, the entire main route of the Bien Hoa–Vung Tau Expressway has been put into operation.
