Accelerating the Progress of Land Auctions

​(News Portal – Dong Nai) - On July 18, Acting Chairman of the Provincial People's Committee Vo Tan Duc and Vice Chairman Vo Van Phi presided over a meeting to hear the Department of Natural Resources and Environment report on the progress and results of land use rights auctions and to develop a land auction plan until 2030.

According to the Department of Natural Resources and Environment, in the 2024 plan, the Provincial Land Development Center has been tasked with auctioning land use rights for 18 land plots, covering a total area of more than 470 hectares, with an estimated value of over 5 trillion VND based on the land price table.

To date, one land plot has announced its second auction; one land plot has been submitted to the valuation council and is awaiting a revised price plan; two land plots are reviewing the initial land price plan; seven land plots have issued auction plans and are preparing procedures to determine the starting price for the auction; one land plot is collecting opinions from Provincial People's Committee members to issue the plan; three land plots have auction plans developed and are awaiting feedback from relevant departments, and another three lack the necessary documents and procedures to issue auction plans.

Currently, the completion of procedures to auction the land plots in the 2024 plan is progressing very slowly. The delays are attributed to challenges such as: difficulty finding consultancy units to determine land prices, slow completion of 1/500 detailed construction planning by localities for auctioned land plots, and difficulties in determining asset values on some land plots.

For the period from 2025 to 2030, the Department of Natural Resources and Environment has reviewed and compiled a list of 54 land plots that can be considered for land use rights auctions.

At the meeting, Vice Chairman Vo Van Phi emphasized that the ultimate goal set by the Provincial People's Committee is to complete the procedures to auction the 18 land plots in the 2024 plan. However, progress has been slow, partly due to a lack of proactivity and coordination among relevant agencies. Therefore, the Provincial Land Auction Task Force must improve coordination efforts and promptly resolve difficulties and obstacles. The Provincial Land Development Center should review the progress, reissue an updated auction implementation plan to monitor and expedite the process, as some tasks are already behind the previous schedule.

Speaking at the meeting, Acting Chairman Vo Tan Duc noted that the delay in auctioning land plots significantly affects the province's public investment capital. As a result, the Provincial People's Committee has assigned relevant departments and agencies to study and develop a streamlined land auction process to accelerate the progress. In the immediate future, from now until the end of the year, relevant units must focus on resolving difficulties and obstacles to carry out land auctions as planned, particularly concentrating on land plots in Long Thanh district.​
