Accelerating the construction of Dau Giay-Tan Phu highway

​(CTTĐT-Đong Nai) Authorities are working together to entangle problems in agreements, and unifying construction projects, material sites and dumping grounds in order to finish the report on the possibility of the first stage of Dau Giay-Tan Phu highway. 

When completed, the first stage of Dau Giay-Tan Phu highway will relieve the amount of traffic on Route 20 running through the province. 

Finishing and approving the report of possibility as soon as posible

The first stage of Dau Giay-Tan Phu highway project was approved by the Prime Minister back in September 2022.
Deputy Minister of Ministry of Transport, Mr. Le Anh Tuan said, pursuant to the approved investment policy, the first stage of Dau Giay-Tan Phu highway was a Public Private Partner (PPP) investment, and BOT (Building-Operating-Transfer) contracted. The Ministry of Transport is the administration that was assigned to begin the project; after that it assigned Thang Long Project Management Board as the research unit on the possibility of the construction.

The first stage of Dau Giay-Tan Phu highway is a 60 km long stretch of standard highway, allowing a top speed of 100km/h. It is estimated that the investment and construction time will last from 2021 to 2025, with the initial investment will cost more than 8,3 trillion VNĐ.

The target of this project is to meet the transportation needs, ensure traffic safety, and relieve the stress on Route 20; finishing and operating every major highway, ensuring traffic and high speed travel safety on the Ho Chi Minh city-Dau Giay-Lien Khuong transportation line, encouraging economic and social growth of Dong Nai province and the South East region. And from there, it will form a development and cooperation connection between the South East, the Mekong Delta, the Central Highland, and the South Central regions; increasing the competitiveness of the local economy in this integration period, completing the planned traffic network step by step, and ensuring national defense and security.

Director of Thang Long Project Management Board, Mr Dinh Cong Minh, said the report on the project's possibility would be completed in January 2023, and received approval on March 2023. However, due to unexpected problems, at the moment, the report has not fully completed.

Entangling the knots

According to Mr. Dinh Cong Minh, the report's finalization process is having troubles about the projects on the line, materials and dumping grounds.

 Specifically, the first stage of Dau Giay-Tan Phu highway has in total 60 intersections with other routes, including 22 intersections with planned routes and 38 intersections with unplanned ones (local roads).

In those 22 intersections with planned routes, 17 of them have been agreed upon between Thang Long Project Management Board and the local administrations. The last 5 intersections have not been confirmed as there are differences in the scale of bridges and overpasses budgets. Meanwhile, in 38 locations intersect with local roads, there are 7 locations left that still need to be dealt with.

Moreover, the material gathering sites and dumping grounds have not finished the relevant procedures. In May, at a meeting with the Ministry of Transport's task force, the provincial People's Committee has agreed the investment plans for 5 intersections with the province's routes. According to the agreement, the province will follow the scales suggested by Thang Long Project Management Board and consultant agency as to not increase the total project's budget.

As for the 7 locations intersected with local roads, the People's Committee Chairman suggested involved communes to consider every location to find a suitable solution. “At locations inside populated area, it is considered to install tunnels with high clearance to ensure the people's commute stay unaffected; not allowing the highway to cut through without connection to avoid damaging the local's development" said Chairman Dung.  

As for the waste dumping grounds buried material sites, Chairman Dung requested local administrations to search for possible locations for them, evaluate and assess the buried material sites in service of the Dau Giay-Tan Phu highway project as well as other local's traffic construction plans.  ​
