Accelerate the construction progress of social infrastructure projects in Loc An - Binh Son Resettlement Area

​(News Portal – Dong Nai) - The remaining works belong to the component project of building social infrastructure system of Loc An - Binh Son Resettlement Area under the project of land acquisition, compensation, support, and resettlement Long Thanh International Airport which is being accelerated to be completed in 2024 to serve the lives of households in the project area. ​

Removing problems
The component project to build a social infrastructure system in Loc An - Binh Son Resettlement Area includes 11 projects: 4 preschools; 2 primary schools; 2 secondary schools; a market; a cultural center and a commune-level People's Committee. To date, there are 4 construction projects that have been completed.

For the remaining projects, in 2023, although construction was being continued, the implementation process faced many difficulties due to capital constraints. Specifically, because the project timeline only lasted until the end of 2022, in 2023, the capital allocated for the projects could not be disbursed.

To ensure the progress, in 2023, the province had to arrange advance capital to continue construction.

At the end of 2023, the National Assembly passed a resolution to extend the implementation time of the project of land acquisition, compensation, and resettlement support at Long Thanh airport until the end of 2024. At the same time, additional capital was assigned to continue implementing the project.

In early 2024, Deputy Prime Minister Le Minh Khai signed a decision to assign capital plans to the Socio-Economic Recovery and Development Program; adjust and supplement the medium-term public investment plan with central budget capital for the period 2021 - 2025; assign estimates and investment plans of central budget capital in 2023 for projects under the Socio-economic recovery and development program.

Of which, an additional nearly 967 billion VND was assigned from the general reserve of the central budget source of the medium-term public investment plan for the period 2021-2025 to the People's Committee of Dong Nai province to implement the project of land acquisition, compensation, and resettlement support for Long Thanh airport.

Following that, the Provincial People's Committee also decided to allocate additional medium-term public investment plan with central budget capital for the period 2021-2025 with the above capital for the project. Thus, up to now, the biggest obstacle in the process of implementing the component project to build the social infrastructure system of Loc An - Binh Son Resettlement Area has been resolved.

Speed up the progress
According to the Provincial Construction Investment Project Management Board, in addition to 4 completed construction projects including 3 kindergartens and the headquarters of the commune's People's Committee, for the market construction project (package No. 23), the contractor has also completed the construction of the entire steel truss frame of the market house, and the concrete floor of the outside yard. Currently, the contractor is assembling the steel trusses of the two market cages and transporting them to the construction site for installation. The Provincial Construction Investment Project Management Board has also completed the adjusted design documents and submitted them to the Fire Prevention and Fighting Department and the Provincial Police for approval of fire prevention as a basis for implementing the next work.

For the remaining group of 6 projects that are behind schedule, after completing the work with the previous contractors, the authorities also organized the selection of a new contractor to continue construction in 2023.  

Mr. Nguyen Anh Tuan, Deputy Director of the Provincial Construction Investment Project Management Board, said that after the Lunar New Year holiday, from February 19 (the 10th day of the Lunar New Year), construction at projects building the social infrastructure system of Loc An - Binh Son Resettlement Area is implemented to ensure project progress.

As expected, with the group of 6 projects behind schedule, 5 school construction projects will be completed in the first quarter and early second quarter of 2024. The cultural center construction project will also be completed by the end of February 2024.  ​
