The Closing Session of the 21st Meeting of Dong Nai Provincial People’s Council (7th Term): 20 Important Resolutions Passed

Meeting participants focused on questions about:

+ The hard-to-complete and slow progress of the implementation of the Build-Concrete-School programme and of the building of teacher’s houses in 2008-2012 period.

+ The project to renovate and dredge the San Mau stream has prolonged for ten years without being implemented.

+ Unsolvable cases.

In terms of the implementation progress of the Build-Concrete-School programme, Director of Department of Education and Training Le Minh Hoang said the main reasons causing delay is that local authorities have not been able to find capital resources.

Up to now, 3 out of 85 school projects on the programme have been implemented. The remaining projects with 36 projects for teacher’s houses are still in the process of completing documents and looking for funding.

In terms of the project to dredge San Mau stream, Director of Department of Agriculture and Rural Development Pham Minh Dao acknowledged his individual responsibility towards the project lateness.

To accelerate the progress of the project, there should be a close collaboration between concerned departments and units thereby focusing on getting compensation and site clearance done.

Chairman of Dong Nai Provincial People’s Committee Vo Van Mot address a number of issues attracting participants’ interest

Chief Justice of Dong Nai Provincial People's Court said a large number of unsolvable cases mainly concern land disputes.

Besides, that some judges are busy studying and are waiting for their appointment decision results in a shortage of staff to resolve cases.

During the working session this morning, Chairman of Dong Nai Provincial People’s Committee Vo Van Mot addressed issues that participants concern.

Seven issues that Dong Nai Provincial People’s Committee would focus on in the forthcoming time are as follows:

+ Thoroughly implement solutions towards inflation and price control.

+ Improve investment environment and efficiency to promote production and business activities in Dong Nai.

+ Accelerate the progress of basic construction projects, create favorable conditions for socio-economic development and strengthen the management of natural resources and environment.

+ Focus on settling social issues, boost administrative reform, anti-corruption and waste, ensure political security and social order and safety and solve problems that voters and meeting participants concern at the 21st meeting session.

After Dong Nai Provincial People’s Committee’s question and answer session, the meeting passed 19 important resolutions.

Addressing the closing session, Member of the Central Party, Secretary of Dong Nai Provincial Party Committee and Chairman of Dong Nai Provincial People’s Council Tran Dinh Thanh emphasized that the 21st meeting session was one of the most interesting sessions and that it had a lot of important contents.

2011 is the first year to implement the resolution of the 9th Party Congress of

Dong Nai and the 2011-2015 resolution of economic development and many policies and resolutions of the Party and to introduce the State law. Thus the tasks in 2011 are so heavy.

For the resolutions of Dong Nai Provincial People's Council, those of the Party and the State’s law to come into life quickly and effectively, it is necessary to focus on:

+ Directions on the stabilization of prices, especially the prices of necessary commodities during the Lunar New Year 2011 to ensure that people enjoy a fun, safe and unwasteful New Year.

+ Directions on implementing measures to assist businesses and people in boosting production and business activities with the aim of promoting the province’s competitiveness.

+ Striving for the full growth in 2011 as a prerequisite to complete socio-economic targets and tasks in the following years.

+ Removing difficulties and obstacles in the process of investment and construction, accelerating the implementation progress of infrastructure development programme such as traffic, power and water infrastructure, especially rural traffic and irrigation systems in the province.

+ Reviewing and adjusting local plannings, ensuring a synchronized planning with quality, giving priority to plannings of urban construction, water supply, drainage and sewage and waste water treatment systems.

+ Improving the operational efficiency of scientific and technological work to assist local businesses in improving their competitiveness, in applying the advanced quality management system to themselves and in protecting their intellectual property rights.

+ Implementing anti-epidemic measures on plants and domestic animals effectively.

+ Launching safety food making and trading models.

+ Forest protection and natural disaster prevention.

+ Simultaneously implementing solutions and policies to create jobs and reduce poverty.

+ The socialization of health, culture and education.

+ Implementing policies for families who are social policy beneficiaries and revolutionary families.

+ Directions and ensuring political security and social order and safety.

+ Criminal prevention and combat.

+ Preventing violations concerning economic law, criminal gangs, drug crime and traffic.

+ Boosting administrative reform, strengthening the State’s administrative management machinery of all levels of authorities and sectors associated with improving the effectiveness of anti-corruption, anti-wastefulness and implementing thrift policy.

Here are resolutions approved at the 21st meeting session of Dong Nai Provincial People’s Council (7th term):

1. Resolution on directions, tasks and key solutions concerning socio-economic development and national defence and security in 2010.

2. Resolution on directions, socio-economic plans and 2011-2015 national defence and security.

3. Resolution of plan targets for reward funding that exceeds budget revenues in 2009 and the assignment of investment plan targets in 2011.

4. Resolution on the approval of the state budget in Dong Nai in 2009.

5. Resolution on the allocation of local budget spending and the division ratio of budget revenues at provincial level between budget levels in 2011 in Dong Nai in 2011-2015 period.

6. Resolution on the estimates of local budget revenue collection and spending in the second half of 2010 in Dong Nai.

7. Resolution to establish State budget revenue estimates in Dong Nai, local budget spending, provincial budget spending allocation in 2011.

8. Resolution on mileage allowance structure and spendings for meetings regarding agencies and units in Dong Nai.

9. Resolution on mileage allowance structure and regimes to support officers and civil servants taking charge of giving advice to and settling complaints, denunciations and land disputes in Dong Nai.

10. Resolution on the amendment and addition of some articles of Resolution No. 125/2008/NQ-HDND of Dong Nai Provincial People’s Council on environmental protection in Dong Nai.

11. Resolution on mineral planning, exploration, exploitation, processing and utilization in Dong Nai in 2011-2015 period.

12. Resolution on tuition fees for pre-schools, secondary schools, public high schools from 2010-2011 academic year to 2014-2015 academic year in Dong Nai.

13. Resolution on the establishment of Ethnic Minorities Office established at district level.

14. Resolution on temporary regulations on provincial budget-based subsidies for those in charge of communal level positions.

15. Resolution on the policies to support production, preliminary processing and safe vegetable consumption in Dong Nai in 2011-2015 period.

16. Resolution on naming roads and public constructions in Dinh Quan town in Dinh Quan district, Vinh An town in Vinh Cuu district and Nhon Trach town.

17. Resolution on the regime of working days for commanders and deputy commanders of military at communal level, for regular militiamen at communal level and for hamlet and neighborhood heads of militamen in Dong Nai in 2011-2015 period.
