The closing ceremony of 12th meeting session of the 7th Provincial People’s Council: 13 important Resolutions approved

        The followings were the Resolution being approved: annuling some of resolutions adopted by the 6^th and 7^th Provincial People’s Council; the targets and solutions to implementing socio-economic task in 2008; ratifying state budget settlements; estimates of state budget revenues and expenditures in the province and localities; the programs for activities and supervision of the Provincial People’s Council in 2008; the program of elaborating legal normative documents of the Provincial People’s Council in 2008; the socialization of education-training, health care, culture-information, gymnastics and sports; allowance regime, cadres attraction; the regimes of working-trip allowances and conference expenses; some kinds of fees and charges; some expenses for the People’s Council at all levels; and the classification of administrative units in Dong Nai province.

        At the session, Chairperson of the Provincial People’s Committee Vo Van Mot presented 7 contents of direction and administration of the Provincial People’s Committee in 2008 in some fields as follows:

        As for economy, to continue enhancing role and effectiveness of management and administration of the Provincial People’s Committee in the process of renovating planning tasks, satisfying the demands of international economic integration; and well implementing state management as planned. To create favorable conditions to attract all economic elements at home and abroad to invest in the right direction. To carry out solutions supporting for the development of industrial and agricultural sectors and to forecast the competitive advantages in the international market; to pay attention to direction aiming at developing service areas, especially high quality services and services served for industry and agriculture. To focus on directing and implementing investment projects of agricultural infrastructures approved by the Provincial People’s Council.

        As for social culture: to enhance the quality and effectiveness of activities in following aspects: solving the employment problem, anti-poverty programs, education and training, science and technology, environmental protection, health care, and so on. To well carry out the

 activities caring for spiritual life of people, especially of poor people in deep-lying, remote and ethnic minority areas. To settle urgent matters at present such as: tasks of protecting and caring people’s health, fighting against the negativeness in exams and achievement-oriented condition in education, food safety and hygiene, and traffic security. To step up the implementation of the Resolution No.5 of the Government on the socialization of education-training, health care, culture, gymnastics and sports, and the Program 134 on support of farming land, building land, house, running water for ethnic minority.

        As for the task of directing the absolute exploitation of collection sources in the province, stabilizing and balancing budget revenues and expenditures: it was necessary to have solutions to speed up collection sources from Central State-owned areas, and foreign-invested areas. To create more conditions for individuals and enterprises to enhance the effectiveness of production and business, motivating the fulfillment of tax obligation. To inspect, check, timely detect, and resolutely acts of tax evasion and frauds, ensuring the justice of law. To train and foster the cadres who are responsible for financial management, and tax cadres in order to accomplish their tasks in the new situation.

        As for tasks of compensation, support and resettlement: To work out solutions to difficulties and shortcomings aiming at proceeding the construction work execution, especially the key ones. To pay much attention to checking planning and making plans for investment at resettlement areas; to fully carry out support policies to ensure stability in lives of people whose land was revoked. To strictly abide by the provision of procedures and time limits for settling dossiers of units involving in phases, ensuring the progress of the project; to ensure the democracy and publicity of law. To pay special attention to solutions to fighting against losses and waste of investment capital and to ensuring the quality of basic construction works.

      As for environmental protection: To step up the solutions to overcome shortcomings of waste water and garbage treatment in industrial areas, and residential areas aiming at minimizing environmental pollution. To publicly settle units causing environmental pollution, especially serious cases so that people can inspect and supervise the implementation.

       As for political security and social safety order: to speed up the task of citizen reception, and to appoint cadres and leaders to hold dialogue with people, etc. Besides, to synchronously carry out solutions to limit traffic accidents…

       As for administrative reform task: to specify administrative reform attached to anti-corruption; and practicing thrift and combating

 wastefulness are the leading tasks. To continue stepping up the administrative reform task, and focus should be laid on reform of administrative procedures in the direction of “one-stop shop” at 3 levels,  decentralized administration and making clear the authorities and responsibilities of each level, sector, unit and each civil servant and leader.

     In his closing speech, Member of the Central Party Tran Dinh Thanh highly appreciated the quality of the session and praised sense of responsibility of delegates. From then on, in order to put the Resolutions of 12th meeting session of the 7^th Provincial People’s Council into practice, he suggested that the Provincial People’s Committee and functional sectors must direct and actively deploy the targets and solutions in order to gain effective implementation from the beginning of the year and focus on well carrying out some aspects as follows: To boost administrative reform task at all sectors, levels, and to check and enhance the ability of cadres and civil servants, to step up coordination among sectors and localities in order to establish “one-stop shop” mechanism, settling dossiers quickly and legally, to speed up application of IT to administrative management of agencies and units; to enhance the state management effectiveness in all fields. To resolutely and synchronously carry out methods of anti-corruption, thrift practice, and anti-wastefulness at all levels, sectors, agencies and units. To popularize the environmental protection, to perform the task of environmental management at trade and production units, and treat waste matters strictly, especially health garbage and industrial and residential waste; To create conditions for individuals and enterprises to find investment fields applicable to Vietnam-US trade agreement and principles of WTO. Specially, to pay attention to high-tech projects, clean industry, environmental friendly technology, and projects on technical infrastructure construction such as ports, road bridges, transportation, and waste treatment; to boost the task of vocational training and high-quality human resource development in order to meet the social development demands.
