The 13th Session of the 7th Provincial People’s Council ended with 10 resolutions passed

Leaders of Departments of Finance, Planning – Investment, Construction, Natural Resources – Environment and Inspection explained some issues related to socio-economic development targets, plans for finance – budget, the process of disbursement and project implementation and some issues on housing, inspection and environment protection.

After that, Chairman of the Provincial People's Committee Vo Van Mot explained some issues on socio-economy, security and national defense and presented 8 solutions for implementation of socio-economic tasks from now to the end of 2008. The solutions are:

1. Prioritizing inflation curb, stabilizing the rate and quality of the economic growth, ensuring social security, and remedying environment protection;

2. Promoting market control to prevent speculation, price increase, trade fraud, smuggled goods and poor quality goods;

3. Effectively fighting against corruption and practicing thrift and anti-wastefulness

4. Speeding up the process of site clearance, controlling loss and wastefulness of investment capital and making a determined effort to withdraw slowly conducted projects;

5. Considering increasing investment to agriculture, especially the establishments serving agricultural production;

6. Strengthening tax management, using revenue sources properly, controlling loss of budget revenue and limiting trade deficit;

7. Meeting the demands for capital used in business and production and highly effective economic projects that are capable of return on capital;

8. Controlling environment pollution, imposing strict sanctions to those who pollute environment in the province; effectively carrying out social security policies, stabilizing lives of the poor, of the people living in remote areas, and of ethnic minorities; checking, modifying and simplifying administrative provisions and procedures;

Delivering the closing speech, Tran Dinh Thanh – Secretary of the Party’s Committee and Chairman of the People’s Council stressed that although the nation’s economy was facing some certain difficulties such as the increase in essential goods price, epidemic diseases and natural disasters, the province’s economy continued growing, with the great effort of the Party, the people and businesses across the province. Industrial production reached a high growth rate (up 20.7 percent against the same period), agricultural production was stable, export’s growth rate was pretty high (up 24.5 percent), foreign investment attraction developed strongly (surpassing 44.5 percent over the target set for the whole year), budget revenue was rather high (obtaining 56 percent of the estimate) and some social problems were improved, added he.

Concerning law enforcement, the delegates agreed that law and order was ensured. However, they said some socio-economic issues had shortcomings such as polices on environment, land, site clearance, relocation of residents and so on and that economic violation, social evils still took place complicatedly.

The delegates all noted that the projects passed at this session were necessary, for example, the housing project was essential for the residents in the province, especially workers in industrial zones, the poor, the people living in remote areas, ethnic minorities and civil servants. However, the implementation process needed time, clear plans, proper solutions and proper policies, they commented.

Another project to attract and support officials and civil servants working for the public health sector is greatly important while the health human resources are lacking compared to the demand. However, there are now not enough conditions and infeasible in terms of the general situation of the province. Therefore, the session agreed that the Provincial People's Committee directed the sector to consider this project again so that it would be thoroughly prepared and be then presented at the next session of the People’s Council.
