Ten outstanding political – economic –cultural - social events in 2006

1. A series of plentiful propagandic activities in many fields lasted all year to be directed toward the 60^th anniversary of D-Base’s establishment as a series of significant political activities. Particularly in traditional education, mentally supporting “D-Base” in the stage of accelerating development and integration today was considered as a prominent political event in 2006 of Dong Nai province. The peak of this series of events were commemorative festivals in December 2006: 50^th year of the revolt to destroy Tan Hiep prison, 60^th anniversary of the National Resistance War Day, 45th of the Central Committee for South Vietnam’s establishment, 62^th anniversary of Vietnamese People’s Army’s establishment and the Day of the whole population in national defense (December 22) and so on, which were telecast direct in the Radio and Television Station all over the country.

2. Dong Nai is the first province in the nation which deployed to salute the flag on every Monday morning of the week in all bodies and  government offices. This event has taken place on the occasion of the National Day Holiday, September 2, 2005 up to now. Responding to the provincial People’s Committee, all organizations, units, schools, hospitals in the provincial area have performed rather well the ceremony of saluting the colours on every Monday morning at the beginning of the week, which was greatly reflected in the mass media by public opinion, especially the images of disabled children saluting the flag from their hearts.

3. Dong Nai is the first and the only province in the nation which has the initiative to carry out the periodic cell activities in the whole province via live television on Dong Nai television wave. Before that, the provincial committee of the Party had communicated the Resolution adopted by the Tenth Party Congress through live television and Internet (localizing popular subjects) in order to economize time, costs and human resources. Technology application allowed the speakers who were the senior officials of the Central and Provincial Committee of the Party to have opportunities to talk with the Party cadres in the whole province more and faster.

This mode of party cell activity via openly direct waves of television has let people understand more about the Party and made the Party’s problems really become the whole population’s problems. Although the technical ability and activity time haven’t helped to highly promote interaction – exchange -   debate in activities, in generally, the whole province’s party cadres have concurred with this way. 

4. The seventh People’s Council of Dong Nai province approved the Resolution adopted in the tenth session of meetings on compensation policies, support and resettlement when the state reclaims the land. This Resolution is regarded as a greatly significant event in the construction and development of the home province because it contributes to perfecting the law system of land in order to solve urgent matters about compensation, clearance and resettlement. The content of this policy defines in details the order and procedures of compensation, support and resettlement; policies and criteria for resettlement; policies on support, recompense for moving and resettlement; support and capital pooling as regards the projects in which the state takes back the land to carry out investment projects. The salient feature of this policy is to put an end to the one -price and two-price condition within the same project.

5. In 2006, Dong Nai export turn-over gained more than USD 4.2 billion, increasing 34%, leading the main economic zone of the South and occupying 11% of the whole country’s export turn-over. The rate of GDP growth mounted to the figure of 14.3% in difficult conditions, being an important fact which asserted Dong Nai determination on the way of making Dong Nai province an industrial and modern-oriented province.

6. Vinacafé Bien Hoa joint-stock company is the only unit in 2006 and is one of the five businesses organizing Intelligence Possession awarded by the UNO. Besides, the software product “Secure portal using technology of non standard isolation” of Dong Nai Department of Science and Technology excellently won the first prize in the field of information security in the sixth Asia Pacific Information and Communication Technology Award (APICTA) held in Macao-China.

The WIPO Award by Vinacafé is a significant event because it is considered to be an honorable award with strict selection criteria which can prove creative ability, application effect of intelligence possession of the units. This event largely exerts not only the company itself but also Vietnamese enterprises on the way of integration.

APICTA Award of Dong Nai Department of Science and Technology is the only gold medal of Vietnam among the total 14 gold medals awarded at the competition in 2006. Nowadays, APICTA is an annual prize awarded for industrial and professional products in more than 15 fields of Asia Pacific information and communication technology application. Through APICTA, it is clear to see the rates of information and communication technology development of the countries. The Award of 2006 attracted the attendance of 12 nations and territories including Vietnam, Singapore, Pakistan, Sri Lanka, Hong Kong, Indonesia, Thailand, Macao, Malaysia, Australia, Brunei, and China with 175 products. The APICTA representative delegation of Vietnam consisted of Hanoi, Ho Chi Minh City and Dong Nai province with 12 products in 9 fields. 

7. For the first time, Dong Nai has successfully organized a big international gymnastics and sports competition in the form of socialization. That is the Asia Body-building and Fitness Championship which took place from August 30 to September 4, 2006.  This event attracted athletes from 14 nations and territories. The competition’s success shows Dong Nai's capacity in managing and organizing great sports events drawing a large number of international visitors.

Also in the gymnastics and sports achievements during the past year, the fact that Dong Nai’s rattan shuttlecock sportswomen, together with the national team, attending the fifteenth ASIAD won 2 gold medals is considered as a salient event.

8. A car assembling enterprise in Dong Nai has the second ranked manufacturing capacity and turn-over in Vietnam, after Toyota. That is the limited company of Truong Hai Car with the 2006 turn-over gaining nearly USD 100 million- known as a record figure in domestic field of manufacturing and assembling cars. Currently, 500 Truong Hai cars and buses are consumed every month. Truong Hai is nowadays an active enterprise which directs its business into the fields of shipping, supermarket and real estate. A maritime transport ship with 4,000 ton load and VND 40 billion investment capitals named Truong Hai was launched last year, running along the Central and Hong Kong- South of China coast. The unit is following the procedures to transfer the company of a limited model into that of joint-stock and is expected to change in the middle of 2007 in order to become a stock-based Truong Hai in 2008.

9. Dong Nai Young Enterprises Joint-Stock Company bought back Cheerfiel Vina Limited Company the price of USD 1 Cheerfiel Vina Limited Company was a business with 100% Korean investment capital, licensed in 2003 with the total amount of USD 3.65 million investment capital. Due to the market misfortunes, it suffered losses and had to close down in April 2005 with many debts (land rent, state tax, salary for workers and a loan of USD 1.6 million to Vietnamese Agricultural Bank). In order to pay off the debts, this unit transferred its capital to Dong Nai Young Enterprises Joint-Stock Company with the symbolic price of USD 1 with the condition that the buyer had to be responsible for paying all the debts of Cheerfiel Vina in Vietnam. 

Although the legal procedures are being completed, the fact that Dong Nai Young Enterprises Joint-Stock Company bought back a foreign loss-making company with the price of USD 1 shows the activeness in Dong Nai private business community and is a “hot” event in public opinion in the past year.

10. The project of Cao Cang electric pump construction in Tan Phu district with the anticipated capital of VND 14 billion is much likely to be reconsidered to choose another building project (estimated to cost VND 300 million) but the latter has to ensure enough water for 2 communes just like the initial project in which public opinion is interested. Ministry of Agriculture and Rural Development has prepare the documents of this issue to report to the General Secretary.
