SOCIO-ECONOMIC, NATIONAL DEFENSE AND SECURITY OVERVIEW IN THE FIRST 6 MONTHS OF 2009
In the first 6 months of 2009, the socio-economic situation, national defense and security in the province have advantages but also face difficulties and challenges that affect the socio-economic development. Well-timed measures introduced by Government along with the great effort made by all sectors, departments, enterprises and production and business establishments has helped remain the local economic growth rate. Estimated GDP in six months of 2009 (in comparison with 1994) is VND 14,005.5 billion, reaching 41.9% of the plan, up 7.14% over same period. Specifically, industry - construction sector gains VND 9125.8 billion, reaching 42.1% against the plan, up 7%; service sector gains VND 3622.8 billion, reaching 44.9% of the plan, up 8.9%; the agriculture, forestry and fisheries gain VND 1256.9 billion, reaching 34.1% of the plan, up 3.6% over the same period.

I. ECONOMY:
1. Manufacturing:
1. Industry and construction:
1.1. Industrial manufacture:
Estimated value of industrial manufacture in the first 6 months of 2009 is VND 38,773.9 billion (fixed price in 1994), achieving 42.3% of the plan and increasing 7.15% over the same period. The first six months reach VND 135,928bil, increasing 13.9 % compared with the same period.
a/ Central state owned industrial sectors:
Estimated value of industrial manufacture in the first 6 months of 2009 is VND 4,229.2 billion (fixed price in 1994), achieving 43.8% of the plan and as much as 97.1% compared with the same period.
7 out of 13 secondary industries and 15 businesses have their production value increased against the previous month while the remaining ones have their value fallen or approximate to the previous month. Particularly, food and beverages industry is estimated to reach VND 789.3 billion in six months, up 3.2% over the same period. Sectors having production value fallen over the same period are mining industry (soil, rock) down 14.2%, paper production industry down by 44.9% because Tan Mai Paper Joint Stock Company has reduced its production output due to the fierce competition of imported paper; the industry of building materials down 34.7% and the power industry down 15.2%.
b/ Local state owned industrial sectors:
The production value in the first 6 months of 2009 is estimated to reach VND 1,303.8bil, achieving 40.1% of the plan, up 3% against the same period.
7 secondary industries and 14 businesses have production value increased against the previous month while the remaining ones have their value fallen or approximate to the previous month. Sectors having production value increased over the same period are tobacco production industry (up 17.8%) and building material production (up 1.7%). Sectors having production value fallen are food and beverages (down 14.2%), mining industry (soil, rock) down 8.6%.
c. Non-state industrial sectors:
Estimated value of industrial manufacture in the first 6 months of 2009 is VND 5,428.7 billion, achieving 46.3% of the plan, up 9% against the same period.
Particularly, in six months, food and beverages industry is estimated to reach VND 1766 billion, up 7.8%; Textile, garment and footwear up 9-10%, footwear industry only is estimated to reach VND 190bil, up 9.8% over the same period
d. Foreign-Invested Industrial Sectors:
Estimated value of industrial manufacture in the first 6 months of 2009 is VND 27,807.2 billion, achieving 41.5% of the plan, up 8.7% against the same period.
Sectors estimated to have production value increased over the same period are food and beverages industry (up 14.9%), textile up 9.7%; suit-making up 8.6%; production of chemicals and chemical products up 6.5%; production of rubber and plastic products up 9%; production of non-metallic minerals up 7.1%; manufacture of means of transportation up 4.7%; manufacture of furniture up 12.6%

Estimated value in the first six months is VND 1,781.6 bil, 96% as much as the same period. Particularly, exploiting industry rises 0.04% and production of made-from non-metallic mineral products is 94.3% as much as the same period
+ Processing industry of agricultural produce and foods
Estimated value in the first six months is VND 9,950.7 bil, up 11.9% over the same period, including the increase of 11.6% in food and beverage manufacturing sector over the same period.
+ Textile, garment and footwear
Estimated value in the first six months is VND 8,466 bil, up 11% over the same period in which textile up 9.4%, suit making up 9.9% and leather and pack manufacture up 10.4% against the same period.
+ Wood processing:
Estimated value in the first six months is VND 2,608.1 bil, up 9.2% over the same period.
+ Paper and Publishing:
Estimated value in the first six months is VND 818.6 bil, 77.6% as much as the same period in which production of paper and paper made products is 77.1% as much as the same period.
+ Chemical substances, rubber and plastic:
Estimated value in the first six months is VND 5,423.5 bil, up 7.2% over the same period, including the increase of 6.1% in production of chemicals and 8.6% in production of rubber and plastic over the same period last year.
+ Machinery:
Estimated value in the first six months is VND 4,908.1 bil, up 8.8% over the same period
+ Electricity and Electronics:
Estimated value in the first six months is VND 4,494.1 bil, up 3% over the same period,
+ Power and Water:
Estimated value in the first six months is VND 323.3 bil, 89.5% as much as the same period.
* Industry encouragement:
Make regulations on financial support for infrastructure investment in industrial clusters and trade villages in 5 Districts of Tan Phu, Dinh Quan, Xuan Loc, Cam My and Thong Nhat; set up project to develop bamboo products in Vinh Cuu District and wooden handicraft in Xuan Loc District
Continue executing the program to develop repairs and machinery network; stabilize two machinery spots in Districts of Dinh Quan and Tan Phu;
1.1.2 Construction
Construction production value (according to the comparative price) in the first six months is VND 1987.9 bil, up 9.9%;
Continue providing guides and answers to obstacles when implementing Construction Law and documents guiding the law
Announce construction price index in the third and fourth quarters and the whole year 2008; publish rate of capital construction investment in 2008.
Continue to guide and push Districts to speed up the planning to build a network of rural population points; urge Bien Hoa city to step up the adjustment of the detailed planning of 22 wards and communes and the detailed planning Phase 2 Trang Dai Ward, Long Binh, Thanh Binh, Trung Dung.
1.2. Agriculture, forestry and fisheries:
Production value of agriculture, forestry and fisheries is estimated at VND 3104 billion (fixed prices in 1994), achieving 41.5% of the plan, up 3.8% over the same period. Particularly, value of agricultural production was VND 2812 billion, reaching 40.9% of the plan, up 4.1% over the same period (cultivation value is VND 1725.2 billion, reaching 37.4% of the plan, increasing 2.7% over the same period; service value is VND 134.8 billion, reaching 48.4% of the plan, up 2.8% over the same period; breeding value is VND 952 billion, reaching 48.1 % of the plan, up 6.9% over the same period).
Value of forestry production is VND 44.1 billion, reaching 52.9% of the plan, 93.6% as much as the same period. Value of fishery production is VND 247.9 billion, reaching 47.2% of the plan, up 2.7% over the same period. Production value of agriculture, forestry and fishery (current prices) is VND 7571 billion, up 1.75% over the same period.
1.2.1. Agricultural production:
a/. Farming:
Up to May 10, 2009, total annual cultivated area is estimated at 94,287 hectares, reaching 49.2% of the plan, up 19.1% over the same period.
Particularly, in winter-spring seasons, cultivated area is 35,725 hectares, reaching 97.6% of the plan, 97.7% as much as the same period with 23,320 hectares of food crops, reaching 97.6% of the plan, 97.7% as much as the same period (including 15,874 ha of rice, reaching 103.7% of the plan, 98.9% as much as the same period; 7446 hectares of maize, reaching 88.3% of the plan, 95.5% as much as the same period).
In Summer-Autumn seasons, cultivated area is 58,562 hectares, reaching 68.9% of the plan, up 37.5% over the same period including 17,340 hectares of rice, reaching 66.2% of the plan, up 39.1% over the same period; and 20,337 hectares of maize, reaching 77.5% of the plan, increasing 30.9% over the same period.
Transfer cultivated area structure of winter-spring season: Tan Phu District converted 947 hectares used for growing rice into land used for growing corn and vegetables (157ha), beans (99ha), water melon (24ha), and others (25ha); Thong Nhat District converted 25 hectares used for growing rice into land used for growing farm produce and Xuan Loc District converted167.5 hectares used for growing other crops into land used for growing rice and corn.
Productivity of winter-spring season: most of the crops gained high productivity: 55.7 quintals per hectare, up 2.8% (for rice), 72.2 quintals per hectare, up 0.9% (for corn); and the other crops also increased over the same period.
Output of some main crops in winter-spring season: Rice reached 88,526 tons, up 1.7% over the same period; corn reached 53,761 tons, 96.4% as much as the same period; vegetables 65,756 tons, up 3.7 % over the same period; beans 2054 tons, up 4.2% over the same period and 1241 tons of tobacco, up 25.4% over the same period.
b/ Breeding
Manage to control diseases, especially bird flu, blue ear disease in pigs and foot and mouth disease in cattle.
Vaccination: Up to May 18, 2009, cattle were vaccinated against foot and mouth disease, fowl cholera; at the same time, launch bird flu vaccination campaign (stage I of 2009) in the province
Strengthen quarantine and control slaughter
In 6 months, there are around 4690 buffaloes, reaching 89% of the plan, 96.5% as much as the same period; 102,252 cows, reaching 94.5% of the plan, up 10.6% against the same period; 1.086 million pigs, reaching 79.9% of the plan, up 8.6% over the same period; 6 million chickens, reaching 82.9% of the plan, up 13.5% against the same period.
1.2.2 Forestry:
Concerned units are to control fires in their responsible areas; construction and layout forces at key points directly guarded, intensify patrol to monitor people going in and out forests
Regularly follow weather forecast and make adjustments for forecast of forest fire levels to be able to cope with any incidents occurred.
Dong Nai FPD, in coordination with local functional sectors and localities, check the exploitation, trade and processing of forest products and restaurants dealing in and using meat of wild animals. Through inspection, 223 cases of violation of Law for Forest Protection and Development have been detected, including 101 cases outside the province and 122 cases in the province. 190 cases have been handled
1.2.3/ Aquaculture:
The total area for current aquaculture is 31,765 hectares; of which 27,117.1 ha is used for breeding in large water surface; 4697.4 ha for breeding in ponds and small lakes; 3097.22 hectares for freshwater aquaculture; 1600.18 hectares for brackish water aquaculture; 178 hectares for breeding in rice fields; and the remaining for raft and caged fish rearing
In accordance with Decree No 66/2005/NĐ-CP dated on 19/05/2005 by the Government on ensuring the operation for fishing vessels and people; Decision No. 10/2006/QD-BTS of July 3, 2006 promulgating the Regulation on registration of fishing vessels and crewmembers, In the first six months of 2009, the fisheries department has checked the extended period and issued new certificates for 30 vehicles that meet requirements as stipulated
2. Trading and service, export and import, tourism:
2.1. Trading and service sector:
2.1.1. Domestic market:
Estimated total of commodity retail sale in the first 6 months of 2009 is VND 18,540 billion, achieving 40.6% of the plan and increasing 18.6% over the same period including VND15497.3bil from the commerce sector (up 18.3%), VND1215.9bil from the restaurant – hotel sector (up 21.3%) and VND1818.9bil from the service sector (up 20.1%).
State economic sector: Estimated total of commodity retail sale in the first 6 months is VND 1,375.7 billion, gaining 36.1% of the plan and surging 1.6% over the same period.
Non state economic sector:
Estimated total of retail sale in the first 6 months is VND 15,873.6 billion, gaining 40.3% of the plan and surging 21.1% over the same period last year.
Foreign-invested sector:
Estimated total of retail sale in the first 6 months is VND 1,290.7 billion, gaining 51.7% of the plan and surging 10.3% over the same period last year.
2.1.2. Market price
Consumer Price Index (CPI) in 6/2009 increased 0.39% compared to 5/2009. Among 10 commodity and service groups, 4 groups had higher CPI increase than the average rate: beverage and cigarette rose 0.71%; textile & garment, headwear, footwear rose 0.43%; house, electricity, water, gas and fuel rose 0.98%; medicine and medical service rose 0.37.
Consumer Price Index (CPI) in 6/2009 rose 2.86% compared to 6/2008 (after 1 year). Among 10 commodity and service groups, 6 groups have a higher increase than the average rate: food and eating service up 4.19%; beverage and cigarette rose 6.86%; textile & garment, headwear, footwear rose 7.37%; household devices and housewares up 5.12%; medicine and medical service up 7.1%; commodity and other services up 9.95%. Besides, educational service up 2.03%; culure, entertainment and tourist up 2.69%.
Two groups have their CPI slightly dropped: electricity, water, gas and fuel fell 5.1%; transportation, post and telecommunication fell 8.04%.
Consumer Price Index (CPI) in 6/2009 rose 2.21% compared to 12/2008. Among 10 commodity and service groups, 5 groups had a higher increase than the average rate: beverage and cigarette up 3.33%; textile & garment, headwear, medicine and medical equipment up 4.01% and other commodity and services up 7.99%.
Gold price index: Gold price in 6/2009 in comparison with that in 5/009 increased 6.08% and in 6 months it increased 26.03% against the same period, up 16.2%.
US Dollar price index: in 6/2009 in comparison with in 5/009 increased 0.51%; and in 6 months it increased 6.11% against the same period, up 10.5%.
2.1.3. Post & Telecommunications – Information Technology:
a. Post & Telecommunications:
Post and telecommunications companies has ensured seamless communications
Estimated revenues from post and telecommunications in six months is VND962 billion, reaching 52% of the plan, up 11% over the same period.
Phone number development: estimated fixed-line subscribers in the first six months are 19,993, gaining 26.7% of the plan and 47% as much as the same period. Cell phone subcribers in the six months are 229,567, gaining 57.4% of the plan, up 4% over the same period.
Internet subscribers in the first six months of 2008 (ADSL) are 11,731, gaining 58.7% of the plan, up 17% over the same period.
b. Information technology:
Collaborate with Provincial Farmers’ Association to use IT to serve agriculture, rural areas and farmers for the 2008-2013 period and the program for this plan has been completed
In collaboration with VCCI, finish drawing up the project 191 (the Action Program for 2009) in terms of content and finance. The provincial People’s Committee is taking it into consideration to start the project as planned
2.14/ Budget vevenues and expenditure:
Estimated local budget revenues in six months is VND 6,631.8 billion achieving 55% of the plan, rising 5% over the same period. Specifically, revenues gained from domestic sources is VND 3,822.8 bil, gaining 53% against estimate, rising 5% over the same period. Revenues gained from export-import is VND 2,.562.177 bil, gaining 57% of estimate, rising 1% over the same period
Estimated local budget expenditure in six months is VND 1,654.45 bil, gaining 38% of estimate and up 14% over the same period.
2.1.5. Banking activities:
Capital source: Estimated locally-mobilized capital by 30/6/2009 is VND 30,767 billion rising 10.1% in comparison with 31/12/2008. Out of the total locally-mobilized capital, deposit in economic organizations is VND 11,790 billion, occupying 38.3%, rising 1.4% in comparison with 31/12/2008; residential deposit is VND 18,977 billion, occupying 61.7%, rising 16.2% in comparison with 31/12/2008.
Loan sales: The total sales gained from loan till the end of 6/2009 is estimated at VND 43,938 billion, rising 24.3% over the same period. Specifically, short-term loan is VND 37,096 billion, rising 32.5%; medium and long-term loan is VND 6,032 billion, falling 10.2% over the same period.
Debit balance: The total till the end of 6/2009 is estimated at VND 32,278 billion, rising 18.2% in comparison with 31/12/2008.
2.2. Export and import:
Export: Estimated turnover in the first six months of 2009 is USD 2,797.2 million, gaining 33.2% of the plan, 93.4% as much as the same period.
- Central state enterprises: Estimated turnover in the six months is USD 53.9 million, gaining 26% of the plan, 82.9% as much as the same period.
- Local enterprises: Estimated turnover in the six months is USD 137.1 million, gaining 28.8% of the plan, 88.5% as much as the same period. The key exports in six months of local businesses are coffee with 2580 tons, decreasing 38.6% over the same period; garments with US$17.1 million, down 3.4% over the same period; ceramics and handicrafts with US$ 3 million, down 22.6% over the same period.
- Foreign-invested enterprises: Estimated turnover in the six months is USD 2,606.2 million, gaining 33.7% of the plan, 93.9% as much as the same period.
Import: Estimated import turnover in the first six months is USD 2,852.3 million, gaining 28.2% of the plan, as much as 71.2% the same period. Specifically, estimated import turnover of central state enterprises in 5/2009 is USD 4.1 million, up 2.2% over the previous month; and USD 25.8 million in six months, gaining 24.9% of the plan, 66.8% as much as the same period.
Estimated turnover of local enterprises in 5/2009 is USD 8.3 million and USD 39.9 million in six months, gaining 19.1% of the plan, 69.4% as much as the same period last year.
Estimated turnover of foreign-invested enterprises in 5/2009 is USD 551.4 million and USD 2,786.4 million in six months, gaining 28.5% of the plan and 71.3% as much as the same period. Key import products of local businesses are medicine, raw cashew, fertilizer and raw material for manufacture.
2.3/ Tourism:
The estimated number of tourists in the first six months of 2009 is 964,451 turns of people, gaining 59.2% of the plan and increasing 9.2% over the same period; and bringing the revenue from tourism of VND 184.3 billion, gaining 61.9% of the plan, up 31.1% over the same period.
3. Transportation:
Commodity transportation: Estimated output in 6 months was 12.337 millon tons for transport and 1,061.923 million tons per km for rotating carriage, rising 1.1% for transport and 2% for rotating carriage over the previous month. Among them, state-owned commodity transportation gained 132 thousand tons for transport and 4744 thousand tons per km for rotating carriage, equivalent to 98% for transporting and 98.5% for rotating carriage over the previous month. Non-state commodity transportation gained 12.204 million tons for transport and 1,057.178 million tons per km for rotating carriage, rising 1.1% for transporting and 2.1% for rotating carriage.
Passenger Transportation: Estimated passengers in 6 months are 27.819 million for transport and 1613.478 million per km for rotating carriage, rising 7.3% for transport and 9.5% for rotating carriage. Among them, state-owned passenger transportation gained 6.310 thousand passengers for transport and 236.790 million per km for rotating carriage, rising 10.9% for transport and 12.7% for rotating carriage over the same period; Non-state passenger transportation achieved 21.509 million passengers for transport and 1376.687 million passengers per km for rotating carriage, rising 6.3% for transport and 9% for rotating carriage over the same period
Passenger transportation by public buses: the province currently has 24 bus routes, most of which start from Bien Hoa City to districts, with between 45 and 50 passengers per trip
4. Investment for development: estimated at VND13,291 billion in the first six months of 2009, reaching 47.5% of the plan, up 8.2% over the same period in 2008
4.1 Investment capital managed by the local authority:
Investment and construction capital in six months is estimated at VND8860.1 billion, reaching 76.6% of the plan, up 75.1% over the same period. More detailed results are as follows:
4.1.1 Investment capital from the local budget:
Total capital allocated for investment and construction plan in 2009 from the provincial budget is VND1013.76 billion.
Estimated volume value by the end June 2009 is VND566.62 billion, reaching 54% of the year’s plan.
Investment and construction plan in 2008 carried out till the end of June 2009: From the beginning to the end of May 2009, VND 26.72 billion has been allocated and should be disbursed 100 percent in June 2009.
Overview of key projects in 2009
a/ Transitional projects: there are 6 ones
+ Project to refurbish Thong Nhat General Hospital: the work has been finished 45% in 6 months and and about more than 78% from the date of commencement to date. It is expected to be finished in 2009.
The project to build Dong Nai General Hospital: the pile foundation package has been finished 51 percent and should be finished in November 2009. the main part of the works will be put out to tender in the third quarter of 2009
The project to construct 25A road: the first-section construction package is in progress with around 3.84 percent of completion. It should be finished about 80 percent by the end of 2009.
The project to build road 319B-HL19 in Nhon Trach District: the third package is in progress. Procedures for general compension are being made for the first package. As for the second package, individual land are going to be withdrawn and enterprises are called for handing over land so that the passage running across the industrial zone can be constructed. The road is estimated to be finished 35 percent by the end of 2009
The project to construct the biological – cultural – historical center of war site D: it is in progress, being finished 40 percent of the plan to date, and around 55 percent of the entire works. It should be completed 100 percent by the end of 2009
The Project to build Bau Sao – Xuan Lap Road has been finished 65 percent of the plan. It should be completed 100 percent and put into use by the end of 2009
b/ Newly-developed projects: there are 2 ones
+ The project for Lo Ren flood drainage: the bidding results are available. It is expected to be started construction in June 2009 and finished 40 percent of the works volume by the end of 2009
+ The project to build Tran Bien Senior High school is being put out to tender and its works volume is expected to have 20% finished by the end of 2009
c/ Proposed projects: there are 2 ones
The project to construct Bien Hoa city’s centre: investors are evaluating tendering documents for the design package
The project for Vuon Mit traffic cluster: investors are evaluating tendering documents for the design package
4.1.2 Investment capital allocated for districts:
Districts’ budgets should be allocated VND 874.093bil in 2009 as planned (including the financed capital in accordance with Resoultion No.121/2008/NQ-HDND of December 5, 2008 by the provincial People’s Council)
The sum of money allocated in 6 months of 2009 is VND 419.565bil, gaining 48% of the year’s plan
4.1.3. Bond capital invested in district hospitals by the
Government : Total supported capital from the Central:
In 2008: VND26bil as planned and completely disbursed
In 2009: VND20bil as planned and VND14.65bil or 73.3% has been disbursed till the end of May
4.1.4. Credit capital: estimated at VND 1473.3 billion, reaching 49.9% of the plan, up 22.2% over the same period.
4.1.5. Investment capital by State-run enterprises: estimated at VND 653 billion, reaching 163.25% of the plan, increasing 3.6 times over the same period.
4.1.6. Capital of non-state sector: estimated at VND 5519.35 billion in six months, reaching 95.2% of the plan, up 86.1% over the same period.
4.2. Construction invested capital managed by central enterprises:
Estimated at VND 873.9 billion in six months, reaching 53.3% of the plan, up 6.5% over the same period
4.2.1. Budget capital: estimated at VND 22.4 billion, reaching 58.3% of the plan, up 6.2% over the same period.
4.2.2. Credit capital: estimated at VND 563.1 billion, reaching 56.3% of the plan, up 8% over the same period.
4.2.3 The capital mobilized by state-owned enterprises: estimate at VND 288.4 billion, reaching 48.1% of the plan, up 3.7% over the same period
4.3. Foreign invested capital: Estimated at VND 3557 billion (approximately US$ 200 million) in six months, reaching 24% of the plan, 55.6% as much as the same period.
5. The implementation of the national programs:
Estimated at VND 94.171 billion in six months of 2009, gaining 43.91% of the plan, including 9.925 billion from the central budget, reaching 23.17%, and VND 84.246 billion from the local budget, reaching 49.1%. Follow is more detailed information:
Poverty Reduction Program: Expenditure for poverty reduction reached around 62.7%. Provincial People's Council has passed the Resolution on new poverty standard and has conducted investigation and evaluation of poor households in line with this new standard
The clean water and rural sanitation program: 600 million has been financed for the construction of rural sanitation models and water supply works in communes of Phu Binh, Phu Lap and so on; at the same time related surveys has been made to have proper plans so that targets set in the program by the Government can be reached by 2010
Program on population and family planning: continue perfecting the organizational structure, and make plan to establish centres for population and family planning in districts
Prevention of some social diseases, dangerous epidemic diseases and HIV/AIDS: manage to meet targets set, especially strengthen prevention in the community and mobilize the participation of all people. In the first 6 months of 2009, many dangerous diseases like dengue fever, H1N1 flu and H5N1 flu has tended to develop.
Cultural programs: projects for investment in Tan Lan Temple, Dai Giac Pagoda have been drawn up, and socialization of cultural activities is enhanced
Education and training programs: policy beneficiaries are provided with vocational training and targets set by the education sector are well implemented
Food safety and hygiene programs: continue testing and inspecting food processing and business facilities; food safety still has quite lot shortcomings in the first 6 months of 2009.
Job Programs: 7337 employees have been provided with jobs after losing their previous jobs, accounting for 97% of the job losing people. In 6 months, 53318 people have been offered jobs
6/ Overview of foreign investment attraction:
From the beginning of the year to 20/5/2009, the total of capital from newly licensed projects and capital adding projects is USD 64.3 mil, rating 3.2% of the plan and 3.2% as much as the same period, including USD 17 mil from 5 newly licensed projects and USD 47.3mil from 81 capital increasing ones. In 6 months, there is around US$300mil of capital from newly licensed projects and capital adding projects, reaching 15% of the plan and 13.84% as much as the same period. Up to May 20, 2009, there are totally 959 projects with the registered capital of US$14,934mil.
Till now, there are totally licensed 29 industrial zones with a rentable area f 6002 heactares, 3600 ha of which has been leased
7/ Overview of domestic investment attraction
The investment attracted in 6 months is estimated at VND 10,500 bil reaching 52.5% of the plan and up 15.36% over the same period. Up to May 20, 2009, there are 147 domestic investment certificates (including investment application projects) projects with the registered capital of VND56,781bil
8. Business registration:
In 6 months, total registered business capital from private economic sectors is VND 7000 billion (including newly and added registered capital), reaching 36.8% of the plan, 80.7% as much as the same period. There are 1000 newly established businesses, achieving 52.6% of the plan, up 3.7% over the same period, with total registered capital of VND 4,000. Besides, 280 turns of businesses have applied for added capital registration (VND3000bil)
Till June 30, 2009, there are totally more than 9000 private businesses in the province with a total registered capital of over VND55,500bil (including the added ones)
9. Management of land, natural resources and environment:
Within six months of 2009, 26,214 certificates of land use rights have been granted, 90% as much as the same period, including 23,560 certificated granted for households and individuals, and 2654 ones granted for 117 organizations.
Finish measuring cadastral map in Hamlet 10, Dac Lua Commune, Tan Phu District with an area of 139.5ha; measuring cadastral maps in five communes of three districts (Thong Nhat, Xuan Loc and Cam My); organize land registration and cadastral record making for 4 communes in Nhon Trach District as planned
Management of mineral resources: completing the draft of the project to adjust the planning of minerals to 2010; relevant procedures are being made and submitted to the Provincial Council for approval; formulate the project to explore 2 areas expected to be put out to tender for mineral exploitation; organize the mining supervision in accordance with Decision No. 769/QD-BTNMT on April 24, 2009 regarding 8 mines currently being exploited
Management of water resources: Complete the outline, technical design and cost estimates for the purpose of monitoring underground water in three regions in Districts of Dinh Quan, Nhon Trach and Long Thanh and June 2009 is the time expected to start implementation
Environmental management: monitoring and handling with environmental pollution in 11 establishments causing serious environmental pollution in accordance with Government’s Decision No.64/2003/QD-TTg;
Verify reports on the evaluation of environmental impacts of 20 projects; issue 40 registers of hazardous waste management; assess 1 dossier appying for importing scrap as raw materials for production; hold inspection and acceptance test for wastewater treatment systems in 17 businesses; check up on 17 units in line with environmental protection project; Continue to impose environmental protection charges for businesses in the province under Decree No. 67/2003/ND-CP of the Government. From early 2009 to date, 35 charge notices have been delivered and VND522.4 million has been collected.
Conduct 58 inspections in the field of environment and natural resources in 62 units (regular inspection in 44 units and unexpected inspection in 14 units) with 2 inspections involving land, 51 inspections involving water resources and 5 ones involving minerals
10. Science and Technology
Take acceptance tests and put into practice 7 studies; take pre-acceptance tests for 17 studies and monitor the progress of 53 studies
Strengthen the inspection of metrology-quality and radiation quality as planned in 2009
Continue implementing the Action Program No.168 IPR violation enforcement from 2006 to 2010 in the province
II. Socio-cultural activities
1. Cutural, tourism and sports activities:
Continue disseminating the celebration of major holidays such as the Ancestor's Death Anniversary of Hung King, the HCM Communist Youth Union’s Anniversary, the Vietnamese Sports Day, the Liberation day and May Day
Districts, towns and city enhance their dissemination via various ways like visual promotion, mobile information, radio broadcast, publishing, banners, billboards and electronic bulletins; create more than 22950 meters of banners, 300 m2 of panels, around 300 spells of radio broadcast and so on
Intensify inspectin of businesses of public cultural services and tourism; ensure these activities to comply with laws.
The inter-sector inspectorate 814 regularlly monitor cultural activities and impose administrative sanctions for violation cases to ensure these activities to comply with law; 105 out of 360 establishments inspected were detected to commit violations and be imposed a fine of more than VND 68.2mil
In the first six months, organize 13 province-level tournaments; support sectors and districts to hold sports competitions, traditional games in Tet Holiday and major holidays

2. Education and Training:
Anti-illiteracy and universalization of primary and secondary education are maintained based on national standard; 123 out of 171 communes, wards and towns has met national standard in universalization of secondary education, reaching 71.9%.
Examine the contest for best teachers in Districts of Vinh Cuu, Nhon Trach, Cam My, Xuan Loc and Long Khanh and Long Thanh; examine and recognize schools meeting the “Green - Clean – Nice” criteria; organize a workshop on "Practice and experience in teaching adjustment in the 2008-2009 school year; draw up the plan for time and instruction of tasks to be done in the academic year 2009-2010; check up on the implementation of measures that are intended to help weak students stop from repeating class or quitting school at localities
Examine national standard schools in terms of professional skills; give guidance about the selection exam to grade 6 and grade 10 for the 2009-2010 school year; prepare for the entrance exams to junior and senior high schools for in the 2009 – 2010 academic year; help students to join summer activities
Organize a meeting to have an overview over the teaching of foreign languages and Informatics in 2008; further improve students who are excellent in solving problems with laptops; organize ABC English and Informatics National Certificate Examination; gather the results of secondary school graduation exams of the continuing education sector.
Professional Education: continue to monitoring the construction progress of Nhon Trach Industrial Engineering Secondary School; organize a conference on entrance exams to universities, Colleges, and professional secondary schools in 2009; urge professional secondary schools to organize school-level good teacher competitions to send them the national good teacher contest host by Thanh Hoa Province; receive and transfer university/college application material in 2009
3. Health care:
Enhance management of food hygiene and safety, prevent disease and malnutrition.
Strengthen management of private health practice facilities; continue to promote the implementation of health care socialization projects with a variety of medical services (equipment, medical examination as required, transport services...) at public health facilities.
Implementation of national target programs:
+ Prevention of malaria: prevention of malaria continues to be promoted effectively; rate of malaria patients maintains at less than 0.28 per 1000 people
+ Prevent TB: tuberculosis prevention activities continue to be deployed and maintained well. In six months, 2138 cases have been detected suffering from tuberculosis via examination; 550 TB patients are newly discovered and given treatment, down 6% over the same period; rate of cured patients reached more than 90%.
+ Prevent leprosy: leprosy rate is less than 0.2 per 10,000 people; eight people were discovered suffering from leprosy, rate of sucessful treatment is 100%.
+ Vaccination expansion: 24,768 children are vaccinated, reaching 50% of the plan, increasing 11.8% over the same period. 29,033 children under 1 year old are vaccinated against hepatitis B virus, reaching 58.5% of the plan.
+ HIV / AIDS control (till April 2009): 3550 samples are tested for HIV among which 163 samples are found HIV+ and there are new 37 AIDS patients. From 1993 to date, 4673 people have been infected with HIV and 1514 people with AIDS and 1144 people are dead of this disease.
+ Mental health care in community: 149 communes and wards exercise mental health care; 1551 mental illness patients are currently managed and cared in the province
+ Prevent viral hemorrhagic fever: strengthen dissemination and mobilze the whole society to participate in the prevention of this disease. 977 People were infected with viral hemorrhagic fever, up 82% over the same period and 1 were dead
+ Population and Family planning: carry out the first phase of the campaign for prenatal care and family planning in densely populated areas with high birth rates and difficulties.
+ Ensure food quality, hygiene and safety: enhance inspection of facilities manufacturing, processing and trading food especially food sold along streets in the Lunar New Year
+ Preventing disease: viral hemorrhagic fever tends to rise sharply so the health sector is making effort to further provide training on diagnosis and treatment regimen of viral hemorrhagic fever for the healthcare network. In the first four months, the number of people infected with this disease increased by 82% compared to the same period. The H1N1 flu is likely to become a pandemic. Acute Diarrhea is widely spreading. In the first four months of 2009, 5944 people were infected with diarrhea, up 48% over the same period.
Examination and treatment: there are totally 130,483 inpatients
4. Social policies:
In the first six months, around 53318 people were provided with jobs, reaching 62.7 percent of the plan including 45981 people finding jobs via the province’s socio-economic programs; 7337 people losing their jobs were supplied with new jobs
Vocational training: 12,531 people have graduated from vocational training courses, reaching 24.8% of the plan, 73.6% as much as the same period. The number of newly recruited employees is 13,597, reaching 24.5% of the plan, 67.9% as much as the same period, among which 7597 people are vocationally trained in vocational institutions and 6000 people are trained by businesses
Successfully manage and take care of policy beneficiaries in line with policies of the State.
Visit and give gifts of the President and the province to policy beneficiaries, lonely elderly, orphans, the disabled, and the elderly in the Lunar New Year of the Buffalo.
Poverty alleviation: in the first 6 months, 3700 household were given loans, reaching 37% of the plan
5. Internal Affairs:
Continue the plan to improve civil servants for the 2006-2010 period in accordance with Decision No.40/2006/QD-TTg dated February of the PM
Organize the examination board for civil servant recruitment for the first phase in 2009.
Revise the draft for regulation on order and procedure of receiving and treating documents with one-gate mechanism or combining one-gate mechanism under the jurisdiction of district-level people’s committees, which follows the proposed opinions from local departments and sectors and localities (the fourth time).
Prepare for the 15th Local Party Committee Congress, specifically on the evaluation of the implementation of the Plan No. 51-KH/TU dated February 21, 2008 of the Provincial Party Committee on acceleration of administrative reform to improve effectiveness and efficiency in managing the State system.
Project to simplify administrative procedures: administrative agencies at provincial level has determined and made a list of 1032 administrative procedures to date
6. External Affairs:
Manage to permit 53 delegates of 98 public servants to go abroad in Malaysia, Singapore, Taiwan, Cambodia, the United States, Thailand, China, Korea, Australia, France, Philippines, Sweden, Japan, Hong Kong, New Zealand, Myanmar, the UK, South Africa and Dubai for working and personal purposes
Manage to allow 88 foreign delegates to pay visits to the province
Well organize a get-together for overseas Vietnamese and their relatives on the occasion of The Lunar New Year of Buffalo
Reception work ensures compliance with diplomatic etiquette.
Oversee the management of passports, individuals and delegates going abroad as stipulated

7. Other affairs:
7.1. Implementation of Program 134: Decision No. 134/QD-TTg of the Prime Minister on supporting residential land, housing and clean water for poor ethnic minority households has been carried out with the following results up to May 18, 2009: 602 households have been supported with residential land with a total area of 96,000 m2, achieving 100 percent; 2425 houses have been built; 2985 households have been supported with clean water, gaining 95.9% of the plan, also 129 households moved to support water concentration; 31 households have been supported with land for production with an area of 14.1 hectares, reaching 1.2%
7.2. Inspection, settlement of complaints and denunciations and anti-corruption:
7.2.1 Inspection:
In the first 6 months of 2009, 32 inspections were conducted, 24 of which already released conclusions; 123 units were inspected with 57 units detected to commit violation.
7.2.2 Settlement of complaints and denunciations
In the first 6 months of 2009, 2514 turns of residents came to state-run agencies to have complaints and denunciations. Most of them were about the compensation for clearance, the support for re-accommodation when the State withdrew land to carry out projects to develop industrial zones and urban areas, the issuance of land use right certificates and the land disputes between households. Among them, 974 cases fell within the jurisdiction of state-run agencies of all levels and 496 cases have been settled, reaching 50.92 percent.
7.2.3 Anti-corruption:
Direct and guide the implementation of publicity and transparency of state bodies in accordance with the law on anti-corruption.
III. Results of business support in accordance with Resolution 30/2008/NQ-CP of the Government:
1. Banking activities:
Short-term interest rate Support : up to June 19, 2009, outstanding loans under the interest rate subsidy program were about VND 10,658 billion or 48.5 percent of total outstanding loans
Medium and long term interest rate support: up to June 19, 2009, outstanding loans were VND 161.83 billion or 1.57% of total outstanding loans in the province
Investment credit loans in accordance with Decision No. 291/QD-BTC of February 2, 2009 of the Finance Ministry: between VND 40 and 50 billion has been disbursed in the first six months of 2009 (3 projects)
Export Credit: outstanding loans is VND 53.773 billion to May 20 2009 . around 50 billion has been disbursed in the first six months of 2009 including 30 billion used for interest rate support
Lending for giving payment to workers: prepare for signing the contract in which VND 12 billion will be lent for a business to give payment to workers (400 employees)
Lending for buying machinery and materials for agricultural production and housing construction materials in rural areas: guidelines are being provided
2. Application of tax policies for enterprises:
2.1 Value Added Tax: (to May 31, 2009):
The temporary VAT reimbursement under Circular No. 04/2009/TT-BTC on January 13, 2009 is as followed:
+ Number of dossiers applying for reimbursement: 142 dossiers with a tax of VND 256.9bil
+ The number of dossiers already given reimbursement: 142 records with a tax of VND 256.9bil
Regarding the Circular No. 13/2009/TT- BTC dated January 22 2009 guiding the reduction of value-added tax for a number of goods and services in which enterprises face business difficulties, the Tax Department has sent documents to enterprises, showing them how to calculate the VAT reduction when writing declaration forms. The estimated reduced tax till April 29 2009 is:
+ Number of companies entitled to the reduction: 1219
+ Number of companies declaring reduction: 760
+ Total estimated VAT reduction in the first six months of 2009 is VND 193,321 million
2.2 Corporate
income tax (up to May 31, 2009)

The tax is 21,121 million VND
2.3 Personal Income tax (up to May 31 2009)
About the extension for payment of personal income tax, taxable earnings are entitled to the extension as follows:
Income from salary, wages and business of resident individuals
Income from capital transfer (including transfer of securities):
+ The number of declaration forms applying for the extension: 3950
+ Personal income tax entitled to extension for payment: VND 220,000 million.
Regarding personal income tax reimbursement:
+ The number of records: 66 with the reimbursed tax of VND 4.62 billion.
IV. National Defense – Social Security:
1. National Defense;
Strictly maintain forces at all levels, coordinate police forces and other functional sectors to provide safeguards in peak periods and holidays, helping maintain political security and social order and safety in the province.
Regularly maintain forces and means always available and ready to coordinate with local fire control units
Seriously implement the Decree No.119/2004/ND-CP of the Government on May 11, 2004 on public defense in ministries, ministerial-level agencies, agencies under the Government and localities and the Directive No. 36 / 2005/CT-TTg on October 17, 2005 by the Prime Minister on continuing to direct the building of comprehensively strong grassroots units to meet the requirements of defense and security tasks in the new situation.
Organize classes intended for fostering knowledge of National Defense for three civil servants
2. Social security:
Violation against social order: There have been 613 cases of criminal offence, down 113 cases against the same period (613/726), 23 dead, 93 wounded, the damaged property estimated at VND 9.8bil. 401 cases have been finished investigation, 565 subjects have been arrested, rating 65.4% (401/613)
Economic offence: Unveil 123 cases of economic offence, down 105 cases against the same period in 2008 (132/237). Offence relating to state assets increased 1 case (6/5 cases).
Most emerged were 32 cases of trading smuggled goods (making up 25.3% of total cases), particularly cell phones, cigarettes and electronic and electrical products. Detect 18 cases of illegal trading (accounting for 14.2%).
Violation against environment protection takes place in most of the province. 50 cases have been unveiled, up 32 cases against the same period and most of them were detected by provincial environmental police force
Drug crime is still complicated: Drug addicts rose 57 people compared late 2008 (1249/1192). Cannabis is still illegally grown in some areas like Trang Bom, Cam My
Road traffic accident occurred 164 cases, falling 58 cases over the previous month and Waterway accident saw 4 cases, rising 2 cases. The accidents took place mainly in highways and densely populated areas. The main reason was breach of traffic law
There were 30 cases of fire and explosion (down 6 cases). The main reason was electricity failure and technical problems and breach of regulations on fire control
V. General Evaluation :
1. The first six months of 2009:
a. Achievements:
The province’s economy maintain growth (up 7.14% over the same period), although the growth rate was lower than the target set by the resolution of the provincial People's Council, but higher than average rate of the nation (The growth rate of the nation in the first quarter was 3.1%, and expected to be between 3.8% and 4.2%) Value of industrial production increased over the same period (up 7.15%).
Agriculture focused on winter-spring crops and regular prevention of diseases in breeding, so bird flu, blue ear pig disease and foot and mouth disease in cattle were controlled.
Disbursement of investment capital from the provincial budget was focused. Six months saw around 40% of the plan disbursed, up 45.6% over the same period, showing the great effort made by investors and contractors.
Cultural and social sectors have achieved encouraging results: cultural, music and sports activities took place lively throughout the province, somewhat meeting the demand for cultural enjoyment of the people, especially people in remote and deep-lying areas and ethnic minorities. Besides, job settlement was concerned. In six months 53,318 workers were provided with jobs, reaching 62.7% of the year’s plan, 7337 of who were given new jobs after losing their old ones.
b. Shortcomings:
World economic decline had no signs of recovery, greatly affecting the export market of enterprises in Dong Nai, so export value in the first 6 months was lower than planned and than the same period, which means also affect production and consumption.
Investment attraction in manufacturing industry was not as much as expected due to economic recession and inopportune investment in sewage treatment works by some of industrial zones
The compensation for ground clearance and resettlement meets with a number of complaints, making the clearance much more slowly so affecting the progress of projects (especially projects outside industrial parks).
Environmental pollution continues to occur because some of industrial parks have not built concentrated wastewater treatment plants, a number of projects in the field of industrial manufacturing have not ensured a good reporting on environmental impact assessment and lots of urban areas do not have any waste water treatment stations.
2. Impacts on the results of 6 months and 2009:
a. Advantages:
World economic situation tends to be more positive.
The government has Resolution 30/2008/NQ-CP on December 11, 2008 on urgent measures to prevent economic recession, maintaining economic growth, ensuring social security. In the Resolution, economic stimulus policy, business support and a number of preferential policies for enterprises are issued, thereby creating conditions for enterprises to maintain production.
Leaders at all levels and of all sectors in the province focused on directing and implementing Resolution 30/2008/NQ-CP and new policies and guidelines of the Government; the Business Support Board was established from provincial level to district level to timely grasp the situation and handle difficulties and problems of businesses.
Investment attraction: investment projects in the nation granted certificates of investment in the first six months increased over the same period. Although registered capital from foreign investment in six months was not high (due to incompletion of investment certificate application dossiers of some projects), foreign investor’s attention was maintained. In the first 6 months, a number of enterprises have come to the province and found out about investment environment and applied for investment policy then. Investors are particularly interested in investment in such fields as technical facilities, health care, training...
Facing with difficulties in export markets, businesses managed to sell their products in the nation by, for example, launching campaign “Using Vietnamese Goods” so quite a lot of businesses can still maintain their production to date.
b. Difficulties:
Though the world economy has tended to be more positive, it is complex and unpredictable.
Facing this, the government has promulgated Resolution No.30/2008/NQ-CP on December 11, 2008 on urgent measures to prevent decline and maintain growth of the economy, ensuring social security and province’s leaders have directed the concerned agencies to implement the Resolution. However, Due to its own features, Dong Nai’s industrial products are mainly for export, which means signing of export contracts were fraught with difficulties, affecting by the economic recession. Quite a lot of businesses were not able to sign export contracts and if they could, the contracts did not gain high target as before.
Domestic market was fiercely competitive with imported goods so production sharply decreased (output of paper industry dropped nearly 50%).
Because production sectors decreased their output, output of power sector also dropped in turn
Many enterprises in the province ran into such a lot of difficulties that they had no choice but to stop production or reduce production output. For example, in industrial zones, four businesses have stopped operating, two companies applied for winding up before time limit, 69 businesses reduced their 9337 employees and 8 projects applied for extension of investment progress. Enterprises outside Izs also experienced not fewer obstacles like Duballo (Tam Phuoc Commune), Toscavina (Tam Hiep, Bien Hoa) whose owners have ran away and the province is handling the consequences. For domestic enterprises, production and business situation also encountered many difficulties, resulting in application for revenues reduction in 2009 by a large number of state enterprises
PART B
PROPOSAL FOR ADJUSTMENT OF SOME OF THE YEAR PLAN’S TARGETS
Although the government has issued a number of policies and measures to combat economic decline, the world is forecasted to be still complex and unpredictable, the nation’s economy is affected and has to face with lots of difficulties and challenges.
Based on the implementation of socio-economic indicators and implementation results of socio-economic plans in the first six months of 2009, the provincial People's Committee suggested the Provincial Council consider adjusting some targets in 2009 as follows:
1. Growth rate of GDP (according to comparative price in 1994) should increase by 8.5% compared to 2008. Particularly, added value of manufacturing and construction sector increase 8.4%, service sector increase 11.3% and agriculture, forestry and fishery by 3.6%.
2. GDP according to current price of VND60,419 billion, GDP per capita of VND24.313 million (US$ 1,367).
3. Economic structure: industry-construction should account for 57.3%, service 32.8%, agriculture, forestry and fisheries 9.9%.
4. Production value of industry should increase by 10% compared with 2008
5. Production value of agriculture, forestry and aquaculture should increase 4% against 2008.
6. Total export turnover should increase by 6% compared with 2008.
7. Total import turnover in the area should increase by 1% compared to 2008.
8. Total registered capital of business of VND 12,000 billion.

I. Targets for the whole year and the last 6 months:
1. Economic sector:
General Domestic Product (according to comparative price in 1994) in 2009 increase 8.5% compared with 2008. Particularly, total Product value in last 6 months of 2009 should be VND 17,644.5 billion, accounting for 55.7% of the whole 2009.
GDP (according to actual price) of 2009 should gain VND 60419bil. Particularly, GDP of last 6 months should be VND 33,421 billion, accounting for 55.3% of the whole 2009.
Industrial Production value (according to fixed price in 1994) in 2009 increase 10% compared with 2008. Particularly, that of last 6 months should by VND 45178 billion, accounting for 53.8% of the whole 2009.
Production value of agriculture, forestry, fisheries (according to fixed price in 1994) of 2009 increase 4% compared with 2008. Particularly, that of last 6 months should by VND 4378 billion, accounting for 58.5% of the whole 2009.
Added value of service of 2009 increase 11.3% compared with 2008. Particularly, that of last 6 months should by VND 4032.2 billion, accounting for 52.7% of the whole 2009.
Investment capital for social development of 2009 should be VND 28000bil. Particularly, that of last 6 months should by VND 14709 billion, accounting for 52.3% of the whole 2009.
Foreign direct investment attraction of 2009 should gain US$2bil. Particularly, that of last 6 months should be US$1.7bil, accounting for 85% of the whole 2009.
Total Export turnover of 2009 should gain US$7260mil. Particularly, that of last 6 months should be US$4463mil, accounting for 61.5% of the whole 2009.
Total local budget revenues should meet and surpass the estimate assigned by the central authority
2. Culture, Social Affairs and Environment:
By the end of 2009, strive to reduce the rate of natural population growth by 1.14%, and strive for 80% of communes, wards and townships meeting standard in secondary education compulsory;
72% of clinics have stable groups of doctors; 95% of communes, wards and towns reach national standards in health care; reduce the rate of children under 5 years old suffering from malnutrition by 15% and children under 2 years old by 9%.
Create new jobs for over 31,682 people, provide vocational training for 41,903 people; increase the rate of employees provided with training by the end of the year by 51% -52%, and employees through vocational training by 39%;
Lower the poverty rate by 1.45%, strive for 85% of quarters and 93% of households winning “cultural hamlets and households” titles; increase the rate of households using clean water areas by 98% in urban areas and 85.6% in rural areas;
Forest coverage rate reaches 28.16%; collection and treatment of medical waste reach 90%; collection and treatment of hazardous waste reach 45%; collection of domestic waste treatment reaches 77%. The rate of households using electricity reaches 98.5%. Number of telephones (including mobile) reach 80 telephones per 100 people.
II. Duties for the last six months of 2009:
1. Economic sector:
1.1. Industry:
Continue implementation of planning projects for: development of agricultural product processing industry; development of planning textile and footwear industry and development of pottery craft in the province as planned in 2009
Monitoring and carrying out industrial encouragement programs; evaluating concerned dossiers
Conduct project to re-establish brocade weaving (Tan Phu District); project for iron casting (Vinh Cuu district); project for rattan (Dinh Quan District), wood craft (Trang Bom district) and projects for resettlement;
Continue to draw up project to develop small scaled and craft industries in Vinh Cuu and Xuan Loc Districts
1.2 Agriculture:
Continue to coordinate with sectors and district to show farmers how to care for summer-autumn crops, fruit trees and perennial industrial crops for high productivity
Report the results of pest prevention in 2009
Continue to disseminate ways of prevention of cattle and poultry diseases via mass media so that breeders will comply with vaccination schedules as prescribed
Urge localities to draw up master plans for encouragement of development of animal husbandry and concentrated slaughtering facilities
Direct units to prepare for afforestation under program 661 in 2009 and growing of native plants in accordance with war zone D project
Monitor water resources for autumn summer crops and seasonal crops in areas frequently flooded such as Dac Lua, Nam Cat Tien, Ta Lai, Nui Tuong, Phu Thanh, Phu Lam and Phu Dien (Tan Phu District); urge localities to have plan for early harvest to avoid damage when floods occur
1.3. Commerce
Coordinate with State Bank, Department of Agriculture and Rural Development and related agencies to implement Prime Minister ‘s Decision No. 497/QD-TTg of April 17, 2009 on giving interest rate support to purchase machines, equipments, materials for agricultural production and construction materials for building dwelling houses in rural areas
Coordinate with agencies to continue dissemination and popularization of mechanisms, policies and the implementation of plans, programs and regulations on international economic integration and business network expansion in the province
Organizing “Vietnamese high-quality goods” Fair in September 2009 at the Culture & Sports Complex, “trade village” Fair and “Rural Industry and Commerce” Fair in Trang Bom in October 2009; facilitate enterprises to participate in “handicraft products” Fair in January 8/2009 in Germany and “Vietnamese high-quality goods” Fair in November 2009 high in Cambodia
1.4 Development Investment:
Direct investors to speed up the progress of projects assigned in 2009, especially the key works.

Continue implementation of Decision No. 131/QD-TTg Prime Minister and Circular No.02/TT-NHNN dated 3 February 2009 providing in details for the implementation of giving interest rate support to organizations, individuals that borrow capital from banks to carry out production and business
Strengthen vault safety; successful stabilization of cash flow to ensure circulation
Continue to develop forms of payment via cards, modern banking services, forming a habit of payment via banks
1.6. Construction:
Continue to promote the planning of areas, particularly the key southern economic zone; urban chains along Highway 1, Highway 51, Highway 20 and highways running across the province
Push up evaluation and verification of dossiers for planning design, basic design, technical design, estimation of works as regulated; adjust investment, concentrate capital on effective and nearing-completion projects and works, and those having enough conditions to have capital allocated in the last six months
Step up the implementation progress of investment projects for Nhon Trach Water Plant with 100,000 m3 per day, Thien Tan Water Plant (Phase 2), and water supply systems in urban areas, industrial parks located in Bien Hoa, Nhon Trach, Long Thanh, Trang Bom
Check up,, prepare and approve for the planning of solid and domestic waste treatment areas; enhance environmental protection in urban and industrial areas and Dong Nai River Basin as stipulated
1.7 Information and Communications:
Coordinate with businesses to ensure network security, seamless communications for proper leadership and guidance on economic development, social security and national defense in the province
Continue to implement programs and projects as planned: Program to coordinate with Provincial Farmers Association; Directive No. 34/2008/CT-TTg; Directive No. 07/2008/CT-BTTTT and Action Program 2009 (Project 191)
1.8. Natural resources and environment:
Make cadastral records for four communes in Nhon Trach districts (Dai Phuoc, Vinh Thanh, Phuoc An, Phu Huu).
Checking on water resources in 157 units including checking up on the compliance with regulations after granting permits for discharge of wastewater in 60 units and for underground water exploitation in 47 units and the observance of laws on water resources in 50 units.
Push up the construction progress of concentrated wastewater treatment system in industrial zones, striving for 100 percent of izs having these systems and 90% of the systems meeting standard in environment.
Continue to inspect and guide the treatment of pollution in serious environmental pollution causing establishments in accordance with Decision No. 64/2003/QD-TTg of the Prime Minister; check and classify environment pollution causing establishments in 50 units in 2009 in accordance with Circular No. 07/2007/TT-BTNMT of the Ministry of Natural Resources and Environment.
Conduct projects for environmental protection in the province until 2010 and towards 2020 under Resolution No. 125/2008/NQ-HDND of the provincial People's Council
1.9. Science and technology:
Implement and monitor the progress of studies and projects under the program for rural and mountainous areas and those at provincial level; take acceptance tests and apply research findings to life; transfer scientific research results for practical applications in the province
Speed up the progress of investment and construction projects, prepare for the first stage of construction of biotechnology centre
Continue to implement S&T programs to serve the community and rural agriculture such as intellectual property program; standardization development program; programs for supporting small and medium enterprises to apply quality and productivity tools; Vietnamese quality awards Program; radiation safety and control Program...
2. Cultural and Social field:
2.1 Culture, Sports and Tourism:
Continue disseminating major Resolutions of the Party, the movement of “Learn and practice Ho Chi Minh’s moral examples”; promote sports and recreation activities for residents especially those living in remote and deeplying areas and ethnic minorities
Promote the progress of scientific researches on history and culture and the restoration of historical and cultural relics
Organize sports activities at provincial, regional and international level; continue to organize sport festivals at all levels; host the Phu Dong Football Competition for primary and secondary schools
2.2. Education and Training:
Check up on what’s going on in the early days of the new school year; hold a workshop "Solutions to teaching for poor students and ethnic ones"; prepare for organizing the Excellent Teacher Contest at provincial level for the 2009-2010 academic year; evaluate the performance of standard education universalization in localities (start from January 2010).
Provide guidelines on duties to be done for junior and senior high school education in the 2008-2009 academic year; organize vocational tests for junior and senior high schools; check up on professional knowledge, extra-curricular activities, national defense education and national standard schools; hold professional workshops
Check up on the anti-illiteracy work, activities of community learning centers in districts and the teaching of informatics and foreign language; provide professional training for teachers of English and computer science; organize ABC National Certificate Examinations for subjects of Informatics, English (the third and the fourth time) and Chinese (the second time) in 2009; hold “Problem Solving With CASIO Calculator” Competition at provincial level
Professional Education: continue the selection and admission in 2009; instruct professional schools and colleges how to organize the “Citizens And Students” Week and carry out duties to be done in the 2009-2010 school year; review the training, training cooperation and the granting of graduation degrees every year;
2.3. Health care:
Focus on the prevention of viral hemorrhagic fever, H1N1 flu, H5N1 flu, and acute cholera, preventing them from spreading out and limiting deaths caused by them
Provide free check up and treatment for children under 6 years old, health insurance beneficiaries and the poor
Intensify management of pharmaceutical product production and business establishments in the province in terms of medicine price and quality
Strive to accomplish national target programs in the field of health care
2.4. Labor, war invalids and social welfares:
More than 39000 employees should be provided with jobs including more than 32000 finding jobs via socio-economic development programs; 6000 people having jobs via loan support; and around 500 people sent abroad to work; decreasing the rate of unemployment by 2.7% and increasing the rate of labour time usage in rural areas by 88%
Vocation training: draw up plans for vocational training in 2010; continue improve professional skills in vocational training for teachers of vocational centres in the province
Award 786 people with good working performance and great contribution with vacations in Vung tau and 150 people with similar achievements with a visit to Ha Noi; celebrate the 60th anniversary of war invalid and martyr’s day
Continue the consideration for approval for regular allowance beneficiaries
Conduct the credit projects for poor households, vocational projects and projects to encourage agriculture, forestry and aquaculture and guide ways of making a living for the poor; build the poor reduction model as planned;
Enhance communication activities to raise awareness and responsibility of residents so that they will support poverty reduction programs
2.5. Internal Affairs:
Make a list of administrative procedures and forms in line with the project to simplify administrative procedures in state management fields over the period 2007 - 2010
Strengthen public service inspection; monitoring the implementation of administrative reform in various sectors and levels.
Carry out the Project to develop human resources for local socio-economic development in the 2006-2010 period and towards 2020 under Resolution No. 51/2005/NQ-HDND dated July 21 2005 of the provincial People's Council
2.6. External Affairs:
Continue to implement the Action Program of the PPC on promotion of administrative reform to improve effectiveness and efficiency in managing the State apparatus.
Implement policies and plans to expand the province’s foreign relations and international cooperation with other countries, international organizations, diplomatic representative agencies and non-governmental organizations
Continue to manage delegations coming and going out of the province, consular work, friendly and non-governmental cooperation as prescribed
3. National Defense and Security:
Strengthen the leadership of Party Committees at all levels and administration of government to promote the general strength of the political system in the national defense and security education
Often strengthen Councils for National Defense and Security Education at all levels; regularly check up on these councils in localities, high schools, professional secondary schools, vocational schools, colleges and universities as prescribed.
Actively grasp the situation to take proper measures to promptly handle crime, ensuring a stable political security, social order and safety in the province
Complete military recruitment targets assigned in 2009
Continue opening classes to foster national defense knowledge for three civil servants
III. Additional major solutions to performance of socio-economic, national defense and security tasks in the last 6 months of 2009
In addition to the measures to carry out 2009’s plans passed via provincial People Council’s Resolution No. 117/2008/NQ-HDND of May 12, 2008 on targets and solutions to perform socio-economic, national defense and security tasks in 2009, PPC recommend supplementing some more solutions as follows:
1. Focus on solving difficulties and problems of enterprises; promote production and business development; mobilize and efficiently using investment capital to prevent economic recession:
Continue to implement stimulus packages in accordance with Government’s Resolution No.30/2008/NQ-CP of December 11, 2008 to remove difficulties and give support in order to promote production and business development, improve competitiveness of enterprises and products and promote product sales
Support businesses in the search for market.
As much as possible mobilize and effectively use capital for development investment, especially capital from the domestic private sector and foreign investment to develop infrastructure; proper implementation of planning, investment preparation, legal procedures in investment and construction, site clearance and resettlement to speed up thee progress and disbursement of projects, especially key works.
2. Promote agricultural and rural development, and continuously improve farmers' lives:
Actively implement the Decision on No.497/QD-TTg dated April 17, 2009 of the Prime Minister on giving interest rate support to purchase machines, equipments and materials for agricultural production and construction materials for building dwelling house in rural areas
Continue to develop and implement projects to develop rural agriculture in line with WTO commitments; also encourage businesses to invest in agriculture; mobilize and integrate investment capital sources and well carry out the action plan on agricultural, farmer and rural area development
Improve ability in research, application and transfer of science and technology and technical progress in agricultural development and high technology
3. Successful implementation of social security objectives, promoting socialization in fields of education, vocational training, health care, culture and sports:
Continue successful implementation of support programs for workers losing jobs in difficult businesses due to economic recession.
Pay attention to poverty alleviation to strive to reach the reduction target for the 2009-2010 period
Implement the pilot social housing program in the province, speeding up the construction of student dormitories, and giving financial support to poor students
Encourage all economic sectors to invest in areas of socio-culture and environmental treatment
4. Perform synchronous solutions for environmental protection and sustainable development:
Positively disseminate and raise awareness of environmental protection in communities; strengthen coordination between sectors and cooperation with localities in the Southeast, the key southern economic zone and international cooperation in environmental protection strategies
Supervise, inspect and control the construction progress of concentrated wastewater treatment systems in 11 industrial parks
Seriously implement the Law on environmental protection; strictly punish violations of environmental protection regulations.
5. Continue to implement administrative reform; enhance the management effectiveness and efficiency of the State apparatus; successfully prevent and fight against corruption and waste
Strengthen dissemination of law on prevention of corruption and related documents; continue the campaign "Study and follow moral examples of Ho Chi Minh";
Openness and transparency in agencies’ activities, especially public administration services in accordance with provisions of law
Continue review, adjust and supplement provisions related to "one door” mechanism, in order to facilitate organizations and individuals
Regularly inspect public affairs
