I. ECONOMY:
1. Manufacturing:
1.1. Industrial manufacture:
Estimated value of industrial manufacture in 10/2008 is VND 6,819.7 billion (fixed price in 1994), up 12% against last month, the first ten months reach VND 62,286.7 bil, achieving 79.7% of the plan and increasing 21.1 % compared with the same period.
a/ Central state owned industrial sectors:
Estimated value of industrial manufacture in 10/2008 is VND 821.1 billion, up 5.4% against last month, the first ten months reach VND 7,136.4 bil, achieving 79.8% of the plan and increasing 13.7% compared with the same period.
12 out of 14 secondary industries and 26 business have production value decreased against last month.
b/ Local state owned industrial sectors:
The production value in 10/2008 is estimated to reach VND 253.9 bil, decreased 3% against last month; the first ten months reach VND 2,275.5 bil, achieving 67.5% of the plan, 96% as much as the same period.
9 out of 11 secondary industries and 12 out of 20 businesses have production value increased against last month.
c. Non-state industrial sectors:
Estimated value of industrial manufacture in 10/2008 is VND 845 billion, up 1.7% against last month; the first ten months reach VND 8,186.2 bil, achieving 83.3% of the plan, up 22.1% against the same period.
d. Foreign-Invested Industrial Sectors:
Estimated value of industrial manufacture in 10/2008 is VND 4,899.7 billion, up 0.7% against last month; the first ten months reach VND 44,706.6 bil, achieving 79.8% of the plan, up 23.8% against the same period.

Estimated value in the first 10 months is VND 3,632.8 bil, up 28.7% over the same period. Among these sectors, rock and mines exploring surge 20.5% over the same period
+ Processing industry of agricultural produce and foods
Estimated value in the first 10 months is VND14,705.8 bil, up 24.8% over the same period, including the increase of 29.2% in food and beverage manufacturing sector over the same period
+ Textile, garment and footwear
Estimated value in the first 10 months is VND 12,400.8 bil, up 19.3% over the same period in which textile up 21.2%, suit making up 22.6% and leather and pack manufacture up 16.5% against the same period
+ Wood processing:
Estimated value in the first 10 months is VND 4,423.8 bil, up 21.6% over the same period.
+ Paper and Publishing:
Estimated value in the first 10 months is VND 1,875.2 bil, up 25.4% over the same period in which production of paper and paper made products up 25.3%.
+ Chemical substances, rubber and plastic:
Estimated value in the first 10 months is VND 7,676.8 bil, up 23.9% over the same period, including the increase of 25.8% in production of chemical substances and chemical products the same period last year.
+ Machinery:
Estimated value in the first 10 months is VND 8,610 bil, up 22% over the same period
+ Electricity and Electronics:
Estimated value in the first 10 months is VND 8,097.6 bil, up 17.3% over the same period, including the increase of 14.5% in office accessories and computers over the same period.
+ Power and Water:
Estimated value in the first 10 months is VND 863.7 bil, decreasing 5.8% over the same period.
1.2. Agricultural, forest and aquatic products:

The seeding and planting progress of the season: By 10/10/2008, the total area of 70,503ha has been seeded, gaining 95.6% of the plan, 88.4% as much as the same period; including the 53,253ha in food crops, gaining 98.7% of the plan, 93.5% as much as the same period; 21.182ha in corn, 1,804ha in starch plants, 5,645ha in short-term industrial crops …
b/ Breeding
Disseminate methods to control epidemic diseases and new regulations in vaccination against foot and mouth disease and blue ear disease in pigs; instruct breeders how to use antidote for breeding facilities; antidotally sanitize vulnerable areas
Enhance the operation of veterinary collaborator network to prevent the diseases from spreading
1.2.2/ Forestry
Intensify management and protection of forests; draw up plans for forestry and forest fire control in dry season of 2008 - 2009-08-19
Inspect establishments dealing in forest products and wide animals under directions of the provincial people’s committee

Disseminate and instruct fishermen how to comply with Fishery Law; forbid the use of explosives and electric pulse to exploit marine products

Estimated total of commodity retail sale in 10/2008 is VND 3,346.2 billion, up 3.9% against last month, and that of the first ten months is VND 28,137.6 billion, gaining 83.2% of the plan and surging 34.1% over the same period.
State economic sector: Estimated total of commodity retail sale in 10/2008 is VND 322.6 billion, up 3.3% against last month and that of the first ten months is VND 2,552.3 billion, gaining 94.4% of the plan and surging 36.3% over the same period.
Non state economic sector:
Estimated total of retail sale in 10/2008 is VND 2,855.5 billion, up 4% against last month and that of the first eleven months is VND 23,741.9 billion, gaining 81.6% of the plan and surging 36.3% over the same period last year.
Foreign-invested sector:
Estimated total of retail sale in 10/2008 is VND 168.2 billion, up 2.8% against last month and that of the first ten months is VND 1,843.4 billion gaining 90.9% of the plan and surging 20.8% over the same period last year.

5/ Overview of foreign investment attraction
From the beginning of the year to late Octorber, the total of capital from newly licensed projects and capital adding projects is USD 2606.7 mil, rating 73.8% of the plan and 2.46 times as much as the same period, including USD 1,919.8 mil from 773newly licensed projects and USD 686.9 mil from 100 capital increasing ones.
Till late November 2008, there are totally 955 valid licensed projects with the total capital of USD 14,190.7 bil.
6/ Overview of domestic investment attraction
The investment attracted in 10 months of 2008 is estimated at VND 21,588 bil (USD 1,349 mil), nearly 1.5 times as much as the same period in 2007.
7/ The development of private enterprises:
From the early period of the year to 17/10/2008, the total capital of business registration from all private businesses is VND 12,183 billion (including newly-registered and added capital), achieving 67.7% of the plan and 80% over the same period. Out of them, there are 1,456 newly-established businesses, achieving 86% of the plan and rating 25% over the same period with the total capital of business registration is VND 8,815 billion and 447 turns of enterprises added VND 3,368 billion in their business registration capital.
Until now, the total number of local private enterprises registering their business is above 7900 with the registration capital of more than VND 48,000 billion (supplemented registration capital included)
8/ Management of Land, natural resources and environment:
Finish drawing up the plan for adjusting the usage of land at provincial level and in 6 districts of Vinh Cuu, Nhon Trach, Long Thanh, Xuan Loc, Cam My and Trang Bom
Assess one dossier applying for exploitation of underground water, one dossier appyling for exploitation of surface water and 8 dossiers applying for discharge of wastewater into water sources and drilled wells cover-up in 3 units
In collaboration with the Provincial Military Command Board, survey areas that can be used for exploiting and using minerals in Dong Nai to 2010 and towards 2020
Charge fees for environmental protection in accordance with Decree No.67/2003/ND-CP (VND5bil has been collected to October, 10,2008);
Do regular inspection of 22 units; 15 cases have been fined
9/ Scientific and Technological activities:
Monitor and manage 52 scientific and technological development research articles and studies that are conducting; the result of 1 research has been accepted and transfered to put into practice; appraise one research article
Continue conducting S&T programs to support 12 programs for provincial socio-economic development from 2006 to 2010 and programs for community and rural agriculture serving in the field of S&T
Continue conducting the project for improing the efficiency in energy use by small and medium businesses
II/ CULTURE – SOCIETY:
1. Culture, sports and tourism activities:
Work on disseminating Resolution 08 of Provincial Party Committee’s Executive Board, and the movement of “Learn and practice Ho Chi Minh’s moral codes”; celebrate the 310th year of founding and development of Bien Hoa – Dong Nai;
Districts, towns and city enhance their dissemination via various ways like visual promotion, mobile information, radio broadcast, publishing, banners, billboards and electronic bulletins; Create more than 8000 meters of banners, renew 1000 m2 of panels, radio broadcast more than 3200 hours
Recreation activities take place regularly, attracting a great participation of people
2/ Sports activities
Organize sports activities to celebrate public holidays;
Some sports with high achievements: 22 medals (3 golds, 2 silvers and 17 bronzes) gained in 5 National Tennis Tournaments; one bronze gained in an Open Tournament
3/ Education and Training:
In collaboration with HCMC University of Education’s Science and Education Institute, organize training courses for management officials and elementary teachers on skills of electronic lesson plan; check up on some of primary schools in terms of professional skills in the first days of the new school year; make a report on what has been done at the beginning of the new academic year to the MOET
Prepare for teaching competitions in junior and senior high schools; organize the student-good-at-calculator contest; organize a seminar on high-quality high schools; continue conducting the project for school health care; technically check up on National Standard Junior High School of Ly Tu Trong (Bien Hoa City); launch the program for building friendly schools and active students.
Open training courses on Cambridge ESOL examinations; train teachers of English to take the Teaching Knowledge Test (TKT); organize teaching competitions at school-lever for continuation schools;
Make a report on the 2008 university entrance exam and the plan for the 2009 entrance exam to submit it to the MOET; Instruct colleges and professional secondary schools to organize “A week for students” at the beginning of the academic year 2008-2009
Select students of ethnics to send them to pre-university schools
4/ Health care activities:
Strengthen the prevention of dengue fever, malaria, acute diarrhea and other epidemics in the province.
Examine the compliance of 12 medical ethics; improve treatment quality and people’s health care.
Fortify health education and communication; improve knowledge of epidemics and disease prevention in the province.
Work on the inspection on the food safety and hygiene regularly
5/ Social policies:
In 10/2008, manage to seek jobs for 6502 employees, of which 4150 were employed via economic and social programs, seek jobs for 2332 employees. Up to October, the number of people provided with jobs is 80624, gaining 94.9 percent
Vocational training: there were 5485 trainees graduating from vocational training courses
Hunger elimination and poverty reduction: In 10/2008, 500 poor families have reached the preferential loans with the total sum of VND 5 billion
6/ Internal affairs:
Promulgate Decision No.56/2008/QĐ/2008/QD-UBND of September 24, 2008 on allowance regime for those who work in the office of receiving and giving back results; Promulgate Decision No.60/2008/QD-UBND of October 1, 2008 on simplification of administrative forms in the 2008-2010 period

III. SOCIAL SECURITY AND ORDER
1. Results of criminal control
Violation against social order: There have been 157 cases, falling 34 cases against the previous month, 4 dead, 20 wounded, the damaged property estimated at VND 1.5bil. Main crimes were consciously property theft, 104 cases (down 37 cases), notably 2 cases of murder – property stealth (no cases recorded in the previous month), 2 murders for robbery (down 5 cases), and 17 cases of property robbery (up 2 cases). Bien Hoa saw 42.03% of total criminal offence cases all over the province. Initially, 98 cases have been finished investigation, 171 subjects have been arrested.
Unveil 21 cases of economic offence, falling 15 cases against the previous month. Most emerged were 3 cases of cheating for property seizure with a sum of VND2bil and 1000 square meters of land, 1 case of cheating customers in petrol business. 2 cases have been prosecuted, 3 cases have been transferred to other functional divisions for process, and the rest are documented for process.
Discover 11 cases of law violation in environment protection, falling 4 cases against the previous month. Four cases have been transferred to other functional divisions for process, and the rest are documented for process.
Drug criminals:
Detect and deal with 18 cases – 28 drug selling, storing and illegal using criminals, rising 10 cases against the previous month. 16 cases – 18 criminals have been prosecuted, 2 cases – 10 criminals have been brought into administrative processing.
3. Traffic accidents, Social evils:
Road traffic accident occurred 28 cases, falling 11 cases against the previous month, 25 dead (down 12 persons), 9 serious wounded (down 2 persons). These cases were mainly caused by traffic participant’s awareness to commit such errors as driving on the left side and reckless overtaking; careless observation, sudden pass and unlawful turnaround; speed limit violation …
Railway accident happened 3 cases (up 2 cases), 3 dead (up 2 persons).
Waterway accident happened 02 cases (up 1 case), no dead.
Detect and eradicate 20 gambling units, detain 7 gambling organizers and 75 gamblers; eradicate 4 prostitution spots, and detain 3 brothel owners, 1 prostitution broker, 9 prostitutes and 9 prostitution buyers
Fires: 3 cases (Bien Hoa, Long Khanh, Xuan Loc) due to electric fire. The property damage is estimated at over VND715mil.
