A. SOCIO-ECONOMIC OVERVIEW
I. ECONOMY:
1. Manufacturing:
1.1. Industrial manufacture:
Estimated value of industrial manufacture in 11/2008 is VND 6,910.7 billion (fixed price in 1994), up 2.5% against last month, the first elevent months reach VND 69,062.1 bil, achieving 88.4% of the plan and increasing 20.9% compared with the same period.
a/ Central state owned industrial sectors:
Estimated value of industrial manufacture in 11/2008 is VND 788.2 billion, up 8% against last month, the first elevent months reach VND 7,793.1 bil, achieving 87.1% of the plan and increasing 11.3% compared with the same period.
10 out of 13 secondary industries and 29 out of 37 businesses have production value increased against last month.
b/ Local state owned industrial sectors:
The production value in November 2008 is estimated to reach VND 253 bil, increased 11.6% against last month; the first eleven months reach VND 2,481.1 bil, achieving 73.6% of the plan, 94.1% as much as the same period.
11 out of 11 secondary industries and 16 out of 20 businesses have production value increased against last month.
c/ Non-state industrial sectors:
Estimated value of industrial manufacture in 11/2008 is VND 845 billion, up 1.2% against last month; the first elevent months reach VND 9,002.9 bil, achieving 91.9% of the plan, up 22.3% against the same period.
d. Foreign-Invested Industrial Sectors:
Estimated value of industrial manufacture in 11/2008 is VND 5,042.5 billion, up 1.4% against last month; the first eleven months reach VND 49,785.1bil, achieving 88.8% of the plan, up 24% against the same period.

Estimated value in the first 11 months is VND 4,059.6 bil, up 19.6% over the same period. Among these sectors, rock and mines exploring surge 22.3% over the same period
+ Processing industry of agricultural produce and foods
Estimated value in the first 11 months is VND16,061.1bil, up 23.1% over the same period, including the increase of 28.9% in food and beverage manufacturing sector over the same period
+ Textile, garment and footwear
Estimated value in the first 11 months is VND 13,832.6 bil, up 19.7% over the same period in which textile up 21.7%, suit making up 22.2% and leather and pack manufacture up 17.5% against the same period
Estimated value in the first 11 months is VND 4,924.5 bil, up 22.6% over the same period
+ Paper and Publishing:
Estimated value in the first 11 months is VND 2,008.7 bil, up 20.9% over the same period in which production of paper and paper made products up 20.3%.
+ Chemical substances, rubber and plastic:
Estimated value in the first 11 months is VND 8,582.7 bil, up 24.5% over the same period, including the increase of 26% in production of chemical substances and chemical products the same period last year.
+ Machinery:
Estimated value in the first 11 months is VND 9,584.1 bil, up 22.3% over the same period
+ Electricity and Electronics:
Estimated value in the first 11 months is VND 8,981.6 bil, up 16.9% over the same period, including the increase of 14.7% in office accessories and computers over the same period.
+ Power and Water:
Estimated value in the first 11 months is VND 1,027.1 bil, 98.9% as much as the same period.
1.2. Agricultural, forest and aquatic products:
1.2.1. Agricultural production:
a/ Farming:
The seeding and planting progress of the season: By 10/11/2009, the total area of 72,011ha has been seeded, gaining 97.7% of the plan, 93.8% as much as the same period (down 4747ha); including the decrease of 1295ha in rice, 1234ha in corn, 350ha in wheat, 43ha in starch plants, 725ha in vegetables of various kinds, 486ha in soybean and 362ha in cotton.
Plant productivity is as follows: rice with 41.6 quintals per ha, gaining 96.9% of the plan, up 4.1% over the same period, corn with 52.3 quintals per ha, gaining 96% of the plan, up 1.3% over the same period, vegetables of various kinds with 119.3 quintals per ha, gaining 95.7% of the plan, up 0.8% over the same period, other crops are gained as planned and up over the same period.
b/ Breeding
Disseminate methods to control epidemic diseases and new regulations in vaccination against foot and mouth disease and blue ear disease in pigs; instruct breeders how to use antidote for breeding facilities; antidotally sanitize vulnerable areas
Enhance the operation of veterinary collaborator network at grass roots level to better know disease situations; maintain hot line to timely have information about epidemics from grass roots level
1.2.2/ Forestry
Investigate and sweep those whose commit acts of forest-product
dealing and wild-animal hunting in Cat Tien National Garden and Vinh Cuu Natural

2.1.1. Domestic market:
Estimated total of commodity retail sale in 11/2008 is VND 3,553.5 billion, up 3.9% against last month, and that of the first eleven months is VND 31,763 billion, gaining 93.9% of the plan and surging 34.3% over the same period.
State economic sector: Estimated total of commodity retail sale in 11/2008 is VND 325.2 billion, up 3.4% against last month and that of the first eleven months is VND 2,869.3 billion, gaining 106,1% of the plan and surging 28.3% over the same period.
Non state economic sector:
Estimated total of retail sale in 11/2008 is VND 3,078.6 billion, up 3.4% against last month and that of the first elevent months is VND 26,923.4 billion, gaining 92.6% of the plan and surging 35.9% over the same period last year
Foreign-invested sector:
Estimated total of retail sale in 11/2008 is VND 149 billion, up 3.2% against last month and that of the first eleven months is VND 1,970.3 billion gaining 97.1% of the plan and surging 22.4% over the same period last year.
2.1.2. Market price:
Consumer Price Index (CPI) in 11/2008 decreased 0.98% compared to 10/2008. Among 10 commodity and service groups, there are 3 groups slightly up: food and eating service rose 0.24%; medicine and medical service rose 0.12%; commodity and other services rose 0.04%, and 2 groups are sharply down in comparison with the previous month: house, electricity, water, gas and fuel fell 7.67%; transportation, post and telecommunication fell 4.58%.
Consumer Price Index (CPI) in 11/2008 rose 24.98% compared to 11/2007 (after 1 year). Among 10 commodity and service groups, there are 3 groups increased more than average general: food and eating service rose 44.81%; house, water, electricity, building materials, gas and fuel rose 9.35%; transportation, post and telecommunication rose 25.42%. Seven groups lower than the overall average are: medicine and medical service rose 7.4%; textile & garment, head-wear, footwear rose 7.34%; beverage and cigarette rose 5.87%; culture, entertainment and tourist rose 2.32%; household devices and housewares rose 7.84%; educational service rose 2.24%; commodity and other services rose 4.31%.
Consumer Price Index (CPI) in 11/2008 rose 21.39% compared to 12/2007. Among 10 commodity and service groups, 1 group has a higher increase than the average rate, that is food and eating service with the increase of 39.18%. The group has the highest increase among the remaining groups is transportation, post and telecommunication with 17.94% increase and the lowest increasing group is educational service with 2.22%.
Gold price index: Gold price in 11/2008 in comparison with that in 10/2008 fell 6.68% and surged 7.55% over the same period.
US Dollar price index: In 11/2008 rose 1.74% in comparison with in 10/2008 and surged 4.4% over the same period.
2.1.3. Post & Telecommunications – Information Technology:
a. Post & Telecommunications:
- Estimated turnover in 11/2008 was VND 140 billion and that of the first eleven months is VND 1615 billion gaining 92.3% of the plan.
- Phone number development: estimated fixed-line subscribers in 11/2008 are 3,000, that of the first eleven months are 60,952, gaining 87.1% of the plan. Cell phone subscribers are 25,000 and that of the first eleven months are 368,455, gaining 117% of the plan.
- Internet subscribers in 11/2008 (ADSL) are 1,500, that of the first elevent months are 19,624, gaining 106.1% of the plan.
b. Information technology:
- Make a survey on the effectiveness of information exploitation and IT application at Farmers’ Association, Community Learning Centre and Communal Post Office in order to analyze and draw up plans in 2009 that match each region’s conditions
- In collaboration with VCCI, organize the seminar titled “electronic businesses – essential tendency for enterprises”, open 10 courses on IT skills for representatives of enterprises across the province
2.1.4. Banking activities:
- Capital source: Estimated locally-mobilized capital by 31/11/2008 is VND 26,351 billion rising 31.4% in comparison with 31/12/2007. Out of the total locally-mobilized capital, deposit in economic organizations is VND 10,538 billion, occupying 39.9%, rising 3.7% in comparison with 31/12/2007 ; deposit of residential is VND 15.813 billion, occupying 60.1%, rising 59.9% in comparison with 31/12/2007.
- Loan sales: The total loan till the end of 11/2008 was estimated at VND 5,105 billion, rising 4.8% over the same period; short-term loan was VND 5,401billion, rising 17.5%; medium and long-term loan is VND 854 billion, fell 37.7% over the same period.
- Debit balance: The total till the end of 11/2008 was estimated at VND 26,195 billion, rising 9.8% in comparison with 31/12/2007; short-term debit was VND 16,533 billion, rising 6.7%; medium and long-term debit is VND 9,662 billion, occupying a portion of 36.9% over total debit, rising 15.6% in comparison with 31/12/2007.
2.2. Export and import:
Export: Estimated turnover in 11/2008 is USD 614.3 million and that of 11 months is USD 6,227.8 million, gaining 88.8% of the plan, rising 24.6% over the same period.
- Central state enterprises: Estimated turnover in 11/2008 is USD 9.2 million and that of 11 months is USD 158.2 million, gaining 89.9% of the plan, rising 23.4% over the same period.
- Local enterprises: Estimated turnover in 11/2008 is USD 27.4 million and that of 11 months is USD 361.1 million, gaining 90.3% of the plan, rising 24.2% over the same period. Export products gaining highest turnover in 11/2008 are garment (US$31.7mil) and that gaining lowest turnover is joss paper (US$442 thousand)
- Foreign-invested enterprises: Estimated turnover in 11/2008 is USD 577.7 million, gaining 88.7% of the plan, rating 24.8% over the same period.
Import: Estimated import turnover in 11/2008 is USD 667.3 million and USD 7,451.1 million in 11 months, gaining 90.8% of the plan, rating 28.2% over the same period. Specifically, estimated import turnover of central state enterprises in 11/2008 is USD 6.1 million and USD 81.9 million in 11 months, gaining 95.2% of the plan, rating 22.1% over the same period.
Estimated turnover of local enterprises in 11/2008 is USD 8.8 million and USD 164.6 million in 11 months, gaining 96.6% of the plan, rating 23.1% over the same period last year.
Estimated turnover of foreign-invested enterprises in 11/2008 is USD 652.4 million and USD 7,204.5 million in 11 months, gaining 90.6% of the plan and rating 28.4% over the same period.
Key import products are medicine and raw material for manufacture
2.3/ Tourism:
In 11/2008, there are around 100,500 turns of tourists, rating 2.1% over the same period, bringing a revenue of VND 26 bil, rating 17.3% over the same period .
3/ Transportation:
- Commodity transportation: Estimated output in 11/2008 was 2,411 millon tons for transport and 119,144 million tons per km for rotating carriage, rising2.6% for transport and 4.8% for rotating carriage over the previous month. Among them, state-owned commodity transportation gained 16.6 thousand tons for transport and 661 thousand tons per km for rotating carriage, rising 1.8% for transporting and 3.6% for rotating carriage over the previous month. Non-state commodity transportation gained 2,394 million tons for transport and 118,483 million tons per km for rotating carrige, rising 2.6% for transport and 4.9% for rotating carriage over the previous month.
- The output of commodity transported via Dong Nai port: The estimated output in 11/2008 gained 500 thousand tons, rising 3.1% over the previous month.
- Passenger Transportation: Estimated passengers in 11/2008 are 4,468 million for transport and 253,958 million per km for rotating carriage, rising 3.7% for transport and 5.0% for rotating carriage over the previous month. Among them, state-owned passenger transportation gained 1160 thousand passengers for transport and 16,458 thousand passengers per km for rotating carriage, rising 3% for transport and 3.6 for rotating carriage over the previous month; non-state passenger transportation achieved 3,308 million passengers for transport and 237,500 million passengers per km for rotating carriage, rising 5.1% for transport and 14.2% for rotating carriage over the previous month.
4. Investment and Development
Estimated value of 11 months in 2008 is VND 24,915 billion, achieving 92.3% of the plan, rating 28% over the same period.
Evaluation on local-managed budget capital:
The total of planned investment and construction capital from provincial budget in 2008 is VND 1,531.651 billion.
Estimated complete value of 11 months in 2008 is VND 1,200 billion, achieving 78% of the plan
Overview of key projects in 2008
a/ Transitional projects: there are 5 ones
+ Project to construct The Secondary School of Bao Hoa – Xuan Loc: the works has been finished
Project to construct Clinic for Tuberculosis and Lung Diseases: items inside the clinic has been finished. Long Thanh District continues clearing the streets leading into the clinic and has started construction
+ Project to construct Cam My District’s Centre: the works has been finished
+ Project to refurbish Thong Nhat General Hospital: 100 percent of the first package has been finished, the second package and infrastructure packages are in progress
+ Project to build Dau Giay High School: the works has been finished
b/ Newly-developed projects: there are 4 ones
+ The project to construct 25A road: the erection drawing design and total estimate have been approved; tendering documents for first-section construction package are being assessed
+ The project to construct the biological – cultural – historical center of war site D is in progress
+ The Project to build Bau Sao – Xuan Lap Road is in progress
+ The project to build Dong Nai General Hospital: the package for estimate making consultancy, technical design and erection drawing design has been signed
c/ Proposed projects: there are 2 ones
+ The project to construct Bien Hoa city’s centre: the tendering documents for the package of consultancy on estimate making, technical design and erection drawing design are being evaluated
+ The project for Vuon Mit traffic cluster: the tendering documents for the package of consultancy on estimate making, technical design and erection drawing design are being evaluated
5/ Overview of foreign investment attraction
From the beginning of the year to late November, the total of capital from newly licensed projects and capital increasing projects is USD 2,717.4 mil, rating 81.2% of the plan and 14.4% over the same period. Including USD 1,931.6 mil from 77 newly licensed projects and USD 785.8 mil from 114 capital increasing ones.
Till late November 2008, there are totally 959 valid licensed projects with the total capital of USD 14,301 bil.
6/ Overview of domestic investment attraction
The investment attracted is estimated at VND 21,822 bil (USD 1,363.8 mil) in 11 months of 2008.
7/ The development of private enterprises:
From the early period of the year to 17/11/2008, the total capital of business registration from all private businesses is VND 12,679 billion (including newly-registered and added capital), achieving 70.4% of the plan and 76% over the same period. Out of them, there are 1,602 newly-established businesses, achieving 94% of the plan and rating 17% over the same period with the total capital of business registration is VND 9,252 billion and 467 turns of enterprises added VND 3,427 billion in their business registration capital.
Until now, the total number of local private enterprises registering their business is above 8,000 with the registration capital of more than VND 48,000 billion (supplemented registration capital included)
8/ Management of Land, natural resources and environment:
In November 2008, 1200 using right certificates have been issued, of which 85 have been issued for organizations and households and 1115 for individuals, adding up to 36802 certificates from the beginning of the year till now.
Inspect the issuance of material exploiting certificates in 4 districts of Tan Phu, Dinh Quan, Nhon Trach and Long Thanh
Finish formulating the project for surveying and cadastral map drawing fees, the project for environmental protection fees in regard to minerals exploitation and the project for environmental protection all over the province from 2006 to 2010 towards 2020.
Continue implementing environmental protection projects;
Do regular inspection; 7 units have been inspected to date; 17 cases have been fined
9/ Scientific and Technological activities:
Monitor and manage 52 scientific and technological developmen researches and studies that are conducting; the result of 1 research has been accepted and transfered to put into practice; Organize the meeting of provincial scientific and technological council to approve 6 researches and studies in 2009;
Continue conducting S&T programs to support 12 programs for provincial socio-economic development from 2006 to 2010 and programs for community and rural agriculture serving in the field of S&T
Establish scientific and technological councils to approve studies within 2009’s plan
II/ CULTURE – SOCIETY:
1/ Culture, sports and tourism activities:
Work on disseminating Resolution 08 of Provincial Communist Party’s Central Steering Board, and the movement of “Learn and practice Ho Chi Minh’s moral codes”; celebrate the 310th year of founding and development of Bien Hoa – Dong Nai;
Districts, towns and city enhance their dissemination via various ways like visual promotion, mobile information, radio broadcast, publishing, banners, billboards and electronic bulletins; create more than 7000 meters of banners, 300 m2 of panels, 2000 hours of radio broadcast and so on
Recreation activities take place regularly
Maintain the inspection on all businesses of public cultural services and tourism; ensure these activities to comply with laws.
2/ Sports activities
Organize sports activities to celebrate public holidays;
Some sports competitions have been held like football competition for the old, cycling competition and so on
Some sports with high achievements: 10 medals (2 golds, 3 silvers and 5 bronzes) gained in National Vovina Championship; Badminton Club Championship in Ba Ria – Vung Tau; 19 medals (7 golds, 10 silvers and 2 bronzes) gained in National Disabled Sports Festival in HCMC
3/ Education and Training:
Prepare for the first-semester exams for secondary and high schools; check up on Dinh Quan High School and Trang Bom’s Education and Training Department; complete the project for building high quality high schools; continue the plan to build friendly schools in secondary and high school education; check up on extra-curricular activities and military education
Monitor teaching competitions at grass roots levels; check up on anti-illiteracy in continuation schools and teaching performance in informatics and foreign language centres.
Evaluate the result of 2008 university entrance exam and check up on the plan for the 2009 entrance exam; organize the teaching competition for vocational secondary schools to celebrate the Teacher’s Day this year
4/ Health care activities:
Strengthen the prevention of dengue fever, malaria, acute diarrhea and other epidemics in the province.
Examine the compliance of 12 medical ethics; improve treatment quality and people’s health care.
Fortify health education and communication; improve knowledge of epidemics and disease prevention in the province.
Work on the inspection on the food safety and hygiene regularly
5/ Social policies:
In 11/2008, manage to seek jobs for 7310 employees, of which 4978 were accepted by enterprises; via economic and social programs, seek jobs for 2332 employees; send 60 employees abroad to be trained and work; up to November, the number of people supplied with jobs is 87994, gaining 103.5 percent
Vocational training: there were 1432 trainees graduating from vocational training
Hunger elimination and poverty reduction: In 11/2008, 100 poor families have reached the preferential loans with the total sum of VND 1 billion
6/ Internal affairs:
Check up on the result of administrative reform in 6 districts of Tan Phu, Dinh Quan, Xuan Loc, Cam My, Thong Nhat and Long Khanh Town and 11 communes and towns under these districts
- Complete draft regulation of order and procedure of receiving and treating documents with the one-gate mechanism or combining one-gate mechanism between hamlet level and district level, which follows the proposed opinions from local departments and sectors (the third time).
Give financial support to civil servants facing difficulty in accordance with Decision No. 127/2008/QD-TTg of September 15, 2008 by Prime Minister.
Manage to permit 10 individuals and 17 delegates of 101 public servants to go abroad in Malaysia, Czech, Singapore, USA, Australia, Indonesia, Korea, Thailand, France, Spain, Tunisia and Taiwan with many purposes including working and personal purposes
Manage to allow 21 foreign delegates to pay working visits to the province
Oversee the management of passports, individuals and delegates going abroad as stipulated in the province.
8/ Other affairs:
Work on the program 134: By 17/1/2008, district and town have supported 1813 houses for 2584 minority families (rising 808 houses compared to 31/12/2007), which includes 59 completely built houses, 1516 offered houses, 112 houses with 50-90% completion, and 154 houses with 10-50% completion.
Give supports to buy water containers and dig wells for 2304 households.
B. KEY TASKS IN 02/2009
1. Economy
1.1. Industry
Continue working on programs for industrial development and agriculture encouragement as planned in 2008
Manage and update the industrial database in the province with the application of GIS technology in order to serve state management in term of industry.
Monitor and speed up projects for brocade weaving and iron casting in districts of Vinh Cuu and Tan Phu; open courses for training the techniques of farming product preservation after harvest in Xuan Loc District
1.2/ Agriculture
Check up on perennial industrial and fruit crop models introduced some years ago and in 2008
Control epidemic diseases on animals and domestic fowls with the collaboration between DARD and Epidemic Control Steering Board
Intensify supervision of animal slaughter and veterinary sanitation in the province
Continue protect forests and control forest fires in 2008 and 2009
Check up on fishing facilities in Tri An Lake, Dong Nai River and salt-water areas
1.3/ Commerce and service
Revise the planning layout of supermarkets, commercial centre and petroleum business system
Promulgate Decision No.75/2008/QD-UBND of November 5, 2008 on bidding, business, exploitation and management of markets in the province; draw up plan for fire control and prepare commodity to serve Tet Holiday in some businessses
Look back on the implementation of Commercial Promotion Program to have an overview of what has been done; organize an exhibition to celebrate 310th year of Bien Hoa- Dong Nai
Intensify market management on the occasion of New Year’s Day
1.4/ Information and Communications:
Ensure good communications system, network security and safety to serve socio-economic development in the province
Continue conducting the project for IT potentiality survey
Complete the regulations on ensuring information security and safety in the field of IT in state-run and administrative agencies all over the province
1.5/ Banking activities:
Closely monitor the progress of the financial and credit crisis in USA and forecast its effect on the monetary market and banking activities in Vietnam to have proper solutions for preventing risks
Continue mobilizing capital and increasing credit with reasonable interest; ensure payment ability especially in New Year’s Day and Lunar New Year (Tet Holiday) in 2009
Tightly control credit quality; analyze, evaluate and classify loans used for real estate business to have proper solutions for different kinds of borrowers
Revise and perfect internal procedure in terms of credit operation, monetary business, foreign exchange, payment and money transfer; apply IT in accordance with provisions of law
1.6/ Natural Resources and Environment
Speed up the issuance of land using right certificates
Finish the
land fund inventory report in compliance with Directive No.31/2007/TTg
of the Prime Minister
Organize an acceptance test of classification results of pollution causing establishments in accordance with Circular No.07/2007/TT-BTNMT of the Natural Resources and Environment Ministry for 188 businesses;

2.1/ Information – sports and physical training

Organize the first semester exams in junior and senior high schools; check up on some of senior high schools in terms of professional skills
Organize the ABC National Certificate Examination for Informatics, English and Chinese; prepare for surveying the anti-illiteracy work all over the province in 2008
Review what have been gained in the admission to professional secondary schools and count the number of senior students in high schools to have proper plan for the university entrance exam in 2009

Foster the prevention of the epidemic of serious acute respiratory system inflammation caused by virus A.
Continue the prevention of malaria and petechial fever and other epidemics in the province
Introduce measures to prevent and fight acute cholera epidemic in the province
Maintain check-up and treatment and medical programs as planned
2.4/ Labor – martyrs – social welfare:
Pay attention to strengthening vocational centres in 2009
Speed up the provision of allowances for concerned subjects
Draw up plans for vocational training and legal support for the poor
Conduct non-governmental organization financed projects for children having special circumstances and children receiving allowances in the community
Control social evils in residential areas and IZs in coordination with concerned sectors; launch the national month for HIV/AIDS control in 2008
2.5/ Internal affairs:
Check up on the administrative reform in Districts of Vinh Cuu, Trang Bom, Long Thanh and Nhon Trach and Bien Hoa City as well as in departments, sectors, communes and wards under the province
Classify and make a list of administrative forms being used in agencies across the province
Inspect administrative procedures to revise or repeal improper ones that may hinder people and businesses
Announce the results of civil servant selection exam in 2008

Carry out construction works to celebrate 310th year of Bien Hoa – Dong Nai
Follow necessary procedures to found Dong Nai’s Friendly Organization Association
Continue work on other external affairs like consular-related work, and so on

Prepare for setting targets for localities under the province
Focus on speeding up the investment progress of projects; ask investors to coordinate with contractors to collect payment dossiers in order to give an advance on capital of packages as planned in 2008
Continue monitoring budget revenues in 2008 to ensure that the estimates set at the beginning of the year will be met and also surpassed
Operate budget plan and investment and construction plan in late 2008
