A. SOCIO-ECONOMIC OVERVIEW IN JANUARY 2009:
I. ECONOMY:
1. Manufacturing:
1.1. Industrial manufacture:
Estimated value of industrial manufacture in 01/2009 is VND 6.070,4 billion (fixed price 1994), achieving 6.6% compared with the plan and increasing 1.9% compared with the same period last year.
a/. Central state owned industry:
Estimated value of industrial manufacture in 01/2009 is VND 754 billion, achieving 7.8% compared with the plan and increasing 1.9% compared with the same period last year.
There are 11 out of 14 secondary industries with increasing manufacture, 2 industries with decreasing manufacture and 1 with manufacturing level approximate with last year’s same period.
b/. Local state owned industry:
Estimated value of industrial manufacture in 01/2009 is VND 250,5 billion, gaining 7,7% of the plan, increasing 0.1% compared with last year’s period.
There are 4 out of 11 secondary industries with decreasing manufacture, 5 industries with increasing manufacture and 2 with manufacturing level approximate with last year’s same period.
Beside several industries growth, there are some industries with low manufacture: cigarette, food and beverage, rubber processed product,
c/. Non-state industry:
Estimated value of industrial manufacture in 01/2009 is 797,7, achieving 6.8% of the plan, rising 2,1% over the same period last year.
d/. Foreign invested industry:
Estimated manufacturing value in 01/2009 is VND 4.268,3 billion, achieving 6.4% of the plan, rising 1% over the same period last year.
As planned, all of 22 sectors reduce the manufacturing level from 13% - 18% over the previous month. The causes for this reduction were all enterprises’ Tet holidays from 8-15 days in 1/2009 and the effect of financial crisis on lessening business orders.

+ Building material exploring and manufacturing sector: estimated value in 01/2009 is VND 356,5 billion, surged 0.3% over the same period last year. Out of them, other rock and mines exploring surged 17.3% over the same period last year.
+ Processing industry of agricultural products and foods: Estimated value in 01/2009 is VND 1.459,8 billion, surged 0.8% over the same period last year, including the increase of 2% in food and beverage manufacturing sector over the same period last year.
+ Textile and Footwear: Estimated value in 01/2009 is VND 1.198,5 billion, surged 1.8% over the same period last year, in, dress making surged 4.5%, leather and pack manufacture surged 1.4% over the same period last year.
+ Wood processing: Estimated value in 01/2009 is VND 410,1 billion, surged 0.3% over the same period last year.
+ Paper and Publishing: Estimated value in 01/2009 is VND 176,2 billion, surged 4.6% over the same period last year, including the increase of 4.6% in manufacture of paper and paper made products over the same period last year.
+ Chemical substances, rubber and plastic: Estimated value in 01/2009 is VND 737,2 billion, surged 0.8% over the same period last year, including the increase of 1.9% in chemical substances and related products over the same period last year.
+ Machinery: Estimated value in 01/2009 is VND 853,5 billion, surged 2.2% over the same period last year
+ Electricity and Electronics: Estimated value in 01/2009 is VND 768,4 billion, surged 5.8% over the same period last year, including the increase of 0.7% in office accessories and personal computer over the same period last year.
+ Power and Water: Estimated value in 01/2009 is VND 110,2 billion surged 4.5% over the same period last year. Power Emission Productivity of Amata Electricity Co. and Power Sale of Formosa and Vedan gained 90 million kws/h, fell 19.3% in the previous month.

The seeding and planting progress: By 10/01/2009, the total area of 24.526 ha was seeded and gained 67% of the plan, equated 89.5% with that of the same period last year.

1.2.2. Forest products:
- Continue complying Directions 12/2003/CT-TTg dated 16/5/2003 and Directions 08/2006/CT-TTg dated 08/03/2006 of Prime Minister concerning the enhancement of urgent methods in preventing the illegal wood felling, firing and exploit.
- Strengthen patrol, inspection and control forest trees at main local areas, roads and neighboring regions. Through certain inspections, there were 30 judged cases out of 33 violations and VND 44 million was budgeted.
1.2.3. Aquatic products: Continue disseminating and instructing fishermen to observe Fisheries Law, prohibit advantages of explosive and pulse fishing.
2. Trading, service, export and import:

2.1.1. Domestic market:
Estimated total of commodity retail sale in 01/2009 is VND 3.655,3 billion, gaining 8% as planned and surging 47.1% over the same period last year.
State economic sector: Estimated total of commodity retail sale in 01/2009 is VND 329,6 billion, gaining 8.6% as planned and surging 56% over the same period last year
Non state economic sector: Estimated total of retail sale in 01/2009 is VND 3.126,3 billion, gaining 7.9% as planned and surging 49.9% over the same period last year
Foreign-invested economic sector: Estimated total of retail sale in 01/2009 is VND 199,5 billion, gaining 8% as planned and surging 5.8% over the same period last year
2.1.2. Market price:
Consumer Price Index (CPI) in 01/2009 rose 0.29% compared to 12/2008. There are 9/10 commodity and service groups that are up in comparison with the previous month: food and eating service rose 0.87%; house, electricity, water, gas and building material rose 0.02%; medicine and medical service rose 0.73%; textile & garment, headwear, footwear rose 0.95%; beverage and cigarette rose 0.63%; culture, entertainment and tourist rose 0.37%; household devices and housewares rose 0.23%; educational service rose 0.03%; commodity and other services rose 2.31%. Particularly, transportation, post and telecommunication fell 4.73%.
After 1 year, CPI in 01/2009 rose 18.18% compared to 01/2008. There were 8/10 groups of commodity and service raising price: food stands and eating service rose 36,46%; medicine and medical service rose 7,26%; textile & garment, head-wear, footwear rose 7,39%; beverage and cigarette rose 6,2%; culture, entertainment and tourist rose 3,21%; household devices and housewares rose 7,42%; educational service rose 2,22%; commodity and other services rose 6,58%. Two groups with lessened price index are housing, electricity and water; gas, building material down 1.82%; transportation, post and telecommunication fell 1.07%
Gold price index: Gold price in 01/2009 in comparison with that in 12/2008 rose 5.96% and surged 6.17% over the same period last year.
Mỹ US Dollar price index: In 01/2009 rose 1,44% in comparison with in 12/2008 and surged 7.54% over the same period last year.
2.1.3. Post & Telecommunications – Information Technology:
a. Post & Telecommunications:
- Estimated turnover in 01/2009 was VND 170 billion, gained 9.2% as planned.
- Phone number development: estimated fixed-line subscribers are 6.000, gained 10% as planned.
- Internet subscriber in 01/2009 (ADSL) is 1.650, gained 8.3% as planned
b. Information technology
- In combination with Statistics Office to examine data, figure, process information, accept list of enterprises, administrative offices, households, the number of survey sheets in the project of inspecting Dong Nai Province’s IT potentials
- Complete draft content of information safety and security rules in the field of applying IT, submitted to Provincial People’s Committee
2.1.4. Banking activities:
- Capital source: Estimated locally-mobilized capital by 31/01/2009 is VND 28.391 billion rising 1,58% in comparison with 31/12/2008. Out of the total locally-mobilized capital, deposit in economic organizations is VND 11.744 billion, occupying 41,4%, rising 1% in comparison with 31/12/2008 ; VND 16.647 billion of deposit savings, occupying 58.6%, rising 2% in comparison with 31/12/2008.
- Debit balance: The total till the end of 01/2009 estimated VND 27.634 billion, rising 1.15%; short-term debit is VND 18.001 billion, rising 1.5%; medium and long-term debit is VND 9.633 billion, occupying the density of 34.86%, rising 0.5% in comparison with 31/12/2008.
2.2. Export and import:
Export: Estimated turnover in 01/2009 is USD 446,5 million, gaining 5.3% as planned, rating 91.8% over the same period last year.
- Central state enterprises: Estimated export turnover in 01/2009 is USD 6.6 million, gaining 3.2% as planned and 58.4% over the same period last year.
- Local enterprises: Estimated export turnover in 01/2009 is USD 18.7 million, gaining 3.9% as planned, and rating 76.7% over the same period last year.
- Foreign-invested enterprises: Estimated import turnover in 01/2009 is USD 421.2 million, gaining 5.4% as planned and 93.5% over the same period last year.
Import: Estimated turnover of central state enterprise in 01/2009 was USD 5.2 million, gaining 5% as planned and 75,7% over the same period last year. That of local enterprise in 01/2009 was USD 6.9 million, gaining 3.3% as planned and 62.6% over the same period last year. That of foreign-invested enterprise in 01/2009 is USD 475,8 million, gaining 4.9% as planned and 86.8% over the same period last year. Key import products: fertilizer, chemical, medicine, cigarette raw material and raw material for manufacture.
3. Transportation
- Commodity transportation: Estimated output in 01/2009 was 2.311 millon tons for transpoting and 140,967 million tons for rotating carriage, rose 3.5% for transporting and 4.4% for rotating carriage over the previous month. Among them, state-owned commodity transportation gained 23.1 thousand of tons for transport and 836 thousand of tons per km for rotating carriage, rose 2.2% for transporting and 3% for rotating carriage over the previous month. Non-state commodity transportation gained 2.287 million of tons for transport and 4.5% for rotating carriage.
- The output of commodity transported via Dong Nai port: The estimated output in 01/2009 gained 400 thousand of tons, rising 3% over the previous month.
- Passenger Transportation: Estimated passengers in 01/2009 are 4,652 million for transport and 250,500 million for rotating carriage, rose 4% for transport and 6.1% for rotating carriage over the previous month. Among them, state-owned passenger transportation gained 1.155 thousand of passengers for transport and 42.500 thousand of passengers for rotating carriage; non-state passenger transportation ahieved 3.497 million of passengers for transport and 208 million of passenger per km for rotating carriage, rising 4.5% for transport and 6.3% for rotating carriage over the previous month.
4. Investment and Development:
Estimated total of investment and construction capital in 01/2009 is VND 574,5 billion, achieving 7.8% as planned and rating 97.9% over the same period last year.
The evaluation on local-managed budget capital:
The total of planned investment and construction capital from provincial budget in 2009 is VND 917,492 billion
Estimated complete value in 1/2009 is VND 91.7 billion, achieving 10% against the annual plan.
Estimated value of allocated budget in 1/2009 is VND 64.2 billion, achieving 7% against the the annual year.
- The execution of key projects in 2009:
a/ Transitional projects: consisting of 06 projects
+ The project of constructing and renewing Thong Nhat general hospital: the 1st package has been totally completed; the 2nd package and infrastructural package is still in progress.
+ The project of building Dong Nai general hospital: the package of foundation execution is in progress.
+ The project of constructing 25A road (DT769): engineering layout, design and cost estimation have been approved. The rendering documents applying for constructing the 1st passage ((km0+000-km5+020) are being assessed.
+ The project of constructing the road passage from 319B to HL19 at Nhon Trach district: the 1st and 2nd development package has gained 30%; the 3rd package is working on the ground clearance.
+ The project of developing biological – cultural – historical center of war site D is in progress (started since early 8/2008). The complete content rates 30% of the total value of the project.
+ The project of developing Bau Sao – Xuan Lap road is in progress (started since early 8/2008). The complete content rates 40% of the total value of the project.
b/ Newly-developed project: consisting of 2 projects
+ Lo Ren Flood Prevention and Drainage project is put out to tender.
+ The investment and construction project of Tran Bien Highschool is pur out to tender.
c/ Proposed projects: consisting of 2 projects
+ The project of constructing Bien Hoa city’s central street: the tender documents for the package of execution consulting, drawing and designing, total cost estimation and specific cost estimation, are evaluated.
+ The project of Vuon Mit traffic cluster: the tender documents for the package of execution consulting, drawing and designing, total cost estimation and specific cost estimation, are evaluated.
5. The development of private enterprises:
From the early period of the year 2009 to 16/01/2009, the total capital of business registration from all private businesses is VND 893 billion (including newly-registered and added capital), achieving 4.7% as planned and rising 21% over the same period last year. Out of them, there are 85 newly-established businesses, achieving 4% as planned and rating 90% over the same period last year. The total capital of business registration is VND 362 billion and 13 cases of enterprises added VND 531 billion in their business registration capital.
Until now, the total number of local private enterprises registering their business is above 8.200 enterprises with the registration capital of more than VND 52.000 billion (supplemented registration capital included)
6. Management of Land, natural resources and environment:
- Build up the proposal for setting forth Resolution No. 125/2008/NQ-HĐND of Provincial People’s Council, regarding the project of environment preservation in Dong Nai province for the period from 2010 to 2020.
- Set out the measurement and administrative land mapping at Dac Lua hamlet, Tan Phu district; continue to have lands at 6 hamlets of Long Thanh district registered.
- Carry out 12 investigations, sudden inspection and punish 60 cases with the amount of VND 460 million of fine that has been budgeted; continue to supervise the solutions made by Vedan company for reducing the environmental pollution.
7. Scientific and Technological activities:
- Monitor and manage 52 scientific researches and studies, and technological development that are conducting; the result of 19 researches and studies that have been accepted and transfered to put into practice.
- Organize the meeting of provincial scientific and technological council to approve of the guidance for all scientific and technological activities in 2010.
- Monitor 2 projects of the rural and mountainous areas for the period 2006-2010 proceeded in 2008; organize scientific and technological boards to approve of 2 projects of rural and mountainous areas in the plan of year 2009.
II. CULTURE – SOCIETY:
1. Culture, sports and tourism activities:
- Work on disseminating Resolution X of Communist Party’s Central Steering Board, Resolution 08 of Provincial Communist Party’s Central Steering Board, and the movement of “Learn and practice Ho Chi Minh’s moral codes”. Hold a lot of cultural, art, entertainment activities to meet people’s demands during traditional Tet holidays. Particularly, hold a music show at Bien Hoa Industrial Park, Trang Bom district to serve those workers who could not return to their homes, and those inhabitants living at the remote areas of Long Thanh district.
- Enhance the dissemination at districts, towns and city in many forms such as visual aids campaign, portable information, broadcast,.. Create more than 1000 meters of banners, 400 m2 of panel, 100 street show dissemination, 5000 hours of radio broadcast, 300 pieces of electronic news
- Continue to maintain the inspection on all businesses of public cultural services, tourism; ensure these activities to observe laws in a timely way.
2. Information and Communications activities:
- Focus on properly monitoring and directing news agencies to promptly disseminate governmental policies in putting forward the manufacture and circulation of commodities, controlling price, and stabilizing market; prevent the market from being adversely affected by the sudden price rise caused by any unproven information.
- Direct post and telecommunication enterprises to rapidly complete their objectives and missions in 2008 and carry on their fulfillment in 2009; simultaneously, guarantee communications facilities to serve economic, politic and social management at all levels, which are aiming to bring about the safety, happiness and health for all inhabitants during Tet holidays.
3. Education and Training:
- Organize the team to examine, recognize and retain the national standard at several primary schools; assess student’s knowledge quality, the number of drop-out students in the first semester; improve local educational contents and programs; participate in, survey the contest of best teachers at district level at Vinh Cuu.
- Examine and recognize national standards for schools; organize the conference of best teachers at junior and senior high schools. Complete the project of building high-quality senior high school; seek the opinions from all provincial departments. Evaluate certain initial results of Resolution 30/2004/NQ-HDND regarding the project of improving the entire educational quality at senior high school level in 2005 and for the period 2006-2010.
- Professional education: Participate in the conference of professional colleges organized by Ministry of Education and Training; continue to supervise the building progress of Nhon Trach industrial technology college, the project of upgrading teacher’s college to teacher’s university, Dong Nai’s industrial technology and economics intermediate schools to the college (take over those remained in 2008); grasp the demand of documents and information related to the entrance examination of university, college, vocational school for Ministry of Education and Training in 2009.
4. Health care activities:
- Work on the inspection on the food safety and hygiene at the cooking house and food workshops in Tet holidays.
- Direct prevention medical centers at districts, Long Khanh town and Bien Hoa city to reinforce the inspection on the issue of food safety and hygiene at food workshops during Tet holidays.
- Strengthen the prevention of dengue fever, malaria, acute diarrhea and other epidemics in the province. Inspect the epidemic termination and investigate the quality of melamine-contained milk.
- Examine the compliance of 12 medical ethics, improve treatment quality, people’s health care.
- Fortify health education and communication, improve prevention knowledge of epidemics and diseases in the province.
5. Social policies:
- Ensure the policy for unemployed workers; generate new jobs for the unemployed; guarantee the complete, appropriate and timely support for the policy citizens.
- In 01/2009, manage to seek jobs for 6.529 employees, achieving 7.7% as planned; there were 2650 employees accepted by enterprise; combine the economic and social programs to seek jobs for 3.969 employees.
- Vocational training: there were 3.751 trainees graduating from vocational training. Among them, vocational centers trained 2.751 employees; enterprises further trained 1000 employees after recruitment.
- Starvation elimination and poverty reduction: In 01/2009, 700 poor families have reached the preferential loans with the total sum of VND 10 billion; refund the debt with an amount of VND 6 billion.
6. Internal affairs:
- Modify draft regulation of order and procedure of receiving and treating documents with the one-gate mechanism or combining one-gate mechanism under the control of district People’s Committee, which follows the proposed opinions from local departments and services (the third).
- Draft the report on the inspection result of administrative reform in 2008.
- Organize the training of administrative procedure statistics for Bien Hoa City’s People’s Committee and 26 hamlets, wards in Bien Hoa city.
7. External affairs:
- Manage to permit 8 individuals and 6 delegates of 40 public servants to go abroad in Malaysia, Singapore, Taiwan, Cambodia, USA, Thailand, China, Korea, Australia with such many purposes as observing the close agricultural manufacturing process, learning the experience in advertise activity, researching hospitality services, taking part in the training courses to function the atomic spectrum absorber, sightseeing and booking tours.
- Manage to allow 14 foreign delegates to work in the province with such activities as working with and exchanging information regarding environment; offering scholarships to students; signing the cooperation memorandum and discussing the educational cooperation and exchange; presenting the project of establishing Dioxin laboratory; offing gifts and checking health at the center for handicapped children.
- Oversee the management of passport, individuals and delegates going abroad as stipulated in the province.
8. Other affairs:
- Work on the program 134: By 14/01/2009, district and town have supported 2.381 houses for 2.584 minority families (rising 1.376 houses compared to 31/12/2007). Including 260 completely built houses, 1.883 offered houses, 192 houses with 50-90% completion, and 45 houses with 10-50% completion. Give supports to buy water container and dig wells for 2.985 households.
III. SOCIAL SECURITY AND ORDER
The social security and order has been basically maintained as specified below:
1. Prevention of Crime
- Violation against social order: occur 111 cases, falling 68 cases over the previous month, 04 dead, 18 wounded. Main crimes were 68 cases of property robbery (fell 40 cases), 08 cases of stealth (fell 05 cases)... notably, 02 murders (fell 05 cases), 05 cases of property stealth (fell 09 cases), and 01 case of rape (fell 01 case). 50 criminal cases occurred at Bien Hoa city (fell 37 cases), occupying 45,45% of the total. Initially, 73 cases have been revealed, which rates 65,77%.
- Economic and environmental preservation law offence: unveil 41 cases of economic offense, rising 16 cases over the precious month. Most emerged were smugglings, mainly telephone, cigarette; Especially, Cam My district discovered 01 case of selling and storing firecrackers and dangerous electronic toys. 10 lawbreaking cases have been judged; 03 criminal cases have been transferred to other functional divisions for process, and the rest is documented for process.
- Drug criminals: detect and deal with 16 cases – 34 drug selling, storing and illegal criminals, falling 03 cases over the previous month. 08 cases – 14 criminals have been prosecuted, 08 cases – 20 criminals have been brought into administrative processing.
2. Results of peak time of criminal fights:
- Fight and defeat 39 mobs, arrest 206 criminals. After further investigation, the above criminals confessed 16 cases of robbery, 55 cases of stealth and 33 cases of property robbery in the province.
- Clarify and arrest 23 wanted criminals, inspire 05 criminals to make confessions, eradicate 42 gambling units, detain 15 gambling organizers and 104 gamblers. Detect 06 prostitution spots and detain 04 prostitute holders, 02 brokers.
- Deliver 2.012 inspections on main restaurant, hotel, dormitory, guesthouse and household; check the safety of fire prevention and fighting at 217 mortgage shops, 51 recycled material businesses, 184 businesses , and other 301 conditioned businesses.
3. Traffic accidents:
- Road traffic accident occurred 34 cases, falling 02 cases over the previous month, 40 dead (remain unchanged), 08 serious wounded (fell 04 persons). These cases were mainly caused by traffic participant’s awareness to commit such errors as 28.6% of driving on the left side, reckless overtaking; 23,8% of sudden pass and unlawful turnaround; 23.8% of careless observation; 9.5% of speed limit violation; 4.7% of drunk ride.
- Railway accident happened 02 cases (remain unchanged), 02 dead (rose 01 person). The main cause was the violation of pedestrians on safety hindrance.
- Waterway accident happed 01 case, rose 01 case over the previous month, 01 dead. The main cause was that ship or boat did not observe the technological safety.
B. KEY TASKS IN 02/2009
1. Economy
1.1. Industry
- Work on the program of industrial development as planned in 2009, including the program of key industrial product growth and service growth.
- Manage, update the industrial database in the province with the application of GIS technology in order to serve the state management in industry sector.
- Complete the project of relocating enterprises out of urban zone, residential area in compliance with the instruction of provincial people’s committee.
- Participate in the board of testing the report on detecting mineral reserve and assessing environmental effect; examine documents and do field study to reissue the license of industrial explosive usage to those units in need.
1.2. Commerce and service
- Give the general report on the situation before, during and after Tet holidays; plan to build up the regulation on the tendering fee of exploring, trading and managing markets, sent to departments, local authorities for their opinion contribution; meet with Bien Hoa city and Vinh Cuu district to relocate market in these areas.
- Prepare to organize 4 classes of state management on industrial and commercial activities; complete the detail of market layout; complete the plan and develop the promotion program with the theme “Farmer-Agriculture-Rural area”.
1.3. Information and Communications:
- Focus on directing and combining with enterprises to guarantee communications, website safety and security to serve economic – social administration and development.
- Build up the plan to work out the direction số 34/2008/CT-TTg regarding the strngthening of applying electronic mail in all activities of state offices, direction 07/2008/CT-BTTTT regarding the usage of open source code softwares in all activities of state offices and organizations.
1.4. Banking activities:
- Reinforce the capital mobilization and credit growth for the economy with proper interest rate, concurrently guarantee the payment ability for any payment demands.
- Strengthen fund safety, regulate cash flow, guarantee a veriety of currency in circulation.
- Develop the type of banking card payment, modern banking services; form the habit of payment via banks.
1.5. Scientific and technological activities:
- Carry out scientific and technological programs, 12 programs of economic – social development in Dong Nai for the period 2006-2010 and other scientific and technological programs for community, agriculture and rural areas.
- Monitor and manage the progress of the developing projects, plans; conclude, accept, preliminarily ganeralize and examine projects; organize scientific and technological board to consult and approve of projects as planned in 2009.
- Intensify research, build up models and other projects of applying new technology to serve economic – social development in the province.
2. Cultural and social fields:
2.1. Culture – sports and tourism:
- Disseminate the strict compliance with Communist Party’s Resolution, the movement “Learn and practice Ho Chi Minh’s moral code”; multiple cultural, art, sports activities in the aim of serving political tasks, bring culture to the grassroot level to serve inhabitants at rural and remote area, minority and workers at industrial parks.
- Speed up the progress of developing scientific researches and the restoration of historical and cultural relics.
- Examine and test the projects of establishing cultural hamlets for Xuan Loc district, Trang Bom, Bien Hoa city. Work with Department of Internal Affairs to organize and consolidate the steering committee of the movement “All people join together to build cultural lifestyle” and the regulation of the steering committee.
2.2. Information and communication:
- Focus on directing and combining with enterprises to ensure communications and website safety and security to serve the direction and administration of economic growth, especially to celebrate 79-year establishment of Vietnam Communist Party (03/02/1930 - 03/02/2009).
- Research and propose the regulations to manage Internet shops in accordance with Decree 97/2008/ND-CP; propose and ask for opinions from relevant units regarding the Instruction on local extranet web in the province.
- Build up the plan to carry out: Instruction 34/2008/CT-TTg on strengthening the usage of electronic mail system in all activities from state office to subdivisions; Instruction 07 /2008/CT-BTTTT on strengthening the usage of open source code soft wares in all activities of state offices; Circular 07/2008/TT-BTTTT on guiding certain contents regarding the supply of information on private websites, mentioned in Governmental Decree 97/2008/ND-CP dated 28/8/2008.
- Set up the project of training and further training for IT sector; build up the plan of training regarding information safety and security for public servants working at administrative offices in the province and the project of electronic assignment.
- Reinforce the editorial board, the working regulation to accept the transfer of provincial information website and upgrade it into the provincial information portal.
2.3. Education and training:
- Organize the teaching festival at provincial level for senior high schools (from 11/02/2009 to 13/02/2009); technologically examine Ly Tu Trong national-standard senior high school (Bien Hoa), Phuoc Tan, Phuoc Binh (Long Thanh); complete the project of high-quality senior high schools; examine the office of Education and Training to universalize education.
- Professional education: thoroughly develop the enrollment plan of University, college and professional vocational school in 2009, sent to the enrollment units in the province; train the enrollment regulation of 2009; inspire the professional vocational schools to hold the contest of good teachers among the schools in the aim of selecting teachers for the national contest held in Thanh Hoa province.
2.4. Health care:
- Foster the prevention of the epidemic of serious acute respiratory system inflammation caused by virus A.
- Continue the prevention of malaria, dengue fever and epidemic diseases in the provincial areas.
- Sustain illness examination and treatment, target healthcare programs and direct medical routes as planned.
2.5. Labor – martyrs - society:
- Strive to create jobs for 7,000 laborers and issue labor records for 1,000 laborers.
- Guide the development of the plan on long-term vocational training including training jobs for rural laborers, the invalids, ethnic minority groups and resettling people.
- Supervise and guide all districts, Long Khanh town and Bien Hoa City in implementing surveys to define the households at or below poverty line in 2009.
- Carry out the policies on the unemployed. Recommend and create new jobs for the unemployed workers due to the labor cuts in businesses.
2.6. Internal affairs:
- Complete the Regulation on the order and procedure of receiving, handling and returning the documents in accordance with one-gate mechanism or continuing one-gate mechanism under the authority of the People’s Committee of the District.
- Make a plan to train 20 units at Department level, 11 units at district level and 171 communes, wards and towns on performing the statistics of administrative procedures.
- Implement the Project of human resource development to serve the province socio-economically between 2006 and 2010 and prospectively to 2020 according to the Resolution No 51/2005/NQ-HDND issued on the 27th of July 2005 by the provincial People’s Council.
2.7. External Affairs:
- Realize the action plan given by the provincial People’s Committee that is about improving the administration, and enhancing the management efficiency and effectiveness of our state apparatus.
- Prepare plans for the Delegation of Dong Nai cadres to go on a business trip in Ternopol province at the beginning of 2009.
- Continue dealing with the documents of visiting foreign delegations, consular affairs, guest reception, friendship and foreign non-governmental co-operations in the provincial area as stipulated.
3. Social Security and Order:
- Worked out anti-corruption plan of the year 2009; enabled the performance of Guideline 01/CT-UBND related to environmental hygiene, poison elimination and decontamination.
- Inspect the compliance with the regulation on fire prevention and fighting for main units, market, supermarket, commercial center; enhance the compliance with Instruction 406/TTg of Prime Minister on prohibiting manufacture, restoration, transportation, trading and burning kinds of firecracker.
- Report the status and result of anti-corruption and anti-drug fight in 01/2009. Compose the materials to guide the detail of practicing the right in deliver administrative punishment of People’s Police in the fields of security and order.
