Party General Secretary Nong Duc Manh worked with Ministry of Science and Technlogy.

The meeting focused on solutions of speeding up research and scientific and technological applications. Solutions also included handing over self-control and self-responsibility right to scientific and technological agencies, and building mechanism to liberate creativeness as well as bringing motivation of scientific staff into full play. 

According to report from Ministry of Science and Technology, scientific and technological activities have had big contributions to socio-economic achievements of the nation, to reinforcement of scientific and technological potential, and to more favorable societal condition over the last five years. The Ministry of Science and Technology put forward three missions with the aim at dealing with  difficulties in scientific and technological activities: to renovate mechanism of managing scientific and technological activities, to develop science and technology market, and to improve  legal environment.  

  Addressing at the meeting, the Party General Secretary Nong Duc Manh commended the whole science and technology sector’ efforts including participation in building law, forming strategy , renovating scientific and technological activities, building self-control and self-responsibility mechanism, and  scientific and technological enterprise force.

When analyzing limitations, The Party General Secretary mentioned lateness in deploying guidelines and policies. He requested that Ministry of Science and Technology should speed up propagandizing and popularizing law in this field and pass information to grassroots. The Party General Secretary supported proposal of Ministry of Science and Technology to pilot mechanism of conducting national scientific and technological missions according to development demand of the nation and order of the government. Building mechanism and policy on socializing investment resource and setting up fund to provide financial backing to science and technology  are considered vital solutions of financial mechanism renovation.  The Party General Secretary emphasized that the determinant policy of the Party is handing over self-control right to scientific and technological organizations and scientists.

Self-responsibility mechanism is one of important solutions so that scientists will be the master of scientific and technological activities. The Party General Secretary expected that scientific and technological staff would make notable achievements like the peasant class in the period of innovation. That depends much on conducting self-control mechanism with the aim at liberating creativeness and building scientific and technological enterprise system to make science and technology become direct production power with high productivity and big added value.

Another big issue is problems in policy on using scientific and technological staff, averagism, prolonged administrative thinking, resulting in decline in scientists’ creativeness and enthusiasm. The General Secretary requested the ministry should find breakthrough solutions and balance appropriate investment expense for issues that scientific and technological staff concern. He emphasized vital solutions. The first is to create the most favorable conditions to scientific staff, including laboratory, equipment, international cooperation mechanism, access to information to build good and creative research staff. The second is to have mechanism and regime of satisfactory income for scientific and technological staff. The third is to create promotion opportunity in work such as appointing, fostering, retraining, etc. The fourth is to honor worthily scientists.

The Party General Secretary requested Ministry of Science and Technology to grasp thoroughly contents of the 7^th meeting of Central Committee of Communist Party in the coming time and put them in strategy of scientific and technological development till 2020 and vision till 2030.
