At the working session, after having reported achievements, representatives of sectors and committees presented difficulties and limitations in justice tasks of the province over the past time to the Minister: remaining petitions against execution in 11 among 11 districts, cities, towns, compensation and difficulties in proceedings instituted due to complex procedures, difficulties in instituting proceedings against people in foreign countries due to limited foreign language ability and facility not meeting demands in new situation, etc. Besides, representatives of Department of Natural Resources and Environment also suggested that the Minister and the delegation consider difficulties in implementation Law on Environmental Protection in the province, especially in assessment and settlement for wrongs of companies.      

Vice-Chairperon of the provincial People’s Committee Ao Van Thinh with the Minister discussed difficulties in environmental pollution management in Dongnai river valley recently due to unsynchronous management policy towards this issue among provinces in the region.  

A lot of regulations of the Law were not practical such as norms for environmental and land evaluation. The Vice-Chairperson also said that Dongnai would limit forms of industry that caused high pollution for source and prohibit fishery in Dongnai river that caused water pollution in the coming time. 

Environmental issue always drawn attention.

The Minister applauded and highly appreciated achievements of the province at present in aspects of economy, society, security and national defense, particularly justice and execution. The Minister also acknowledged proposals of the province, especially ones for justice renovation as well as suggestion of the provincial People’s Committee and Council that justice should be cared more and more.    

Since 2009 is the year when there will be a lot of important activities of justice such as deployment of regulations and of new law on execution, etc., the Minister requested that justice sector of Dongnai should continue to bring into full play its tradition of overcoming challenges and fulfilling managing cadres before the law on execution taken into effect.   

The Minister noted some concerns about notarization in Dongnai. About environment, the Minister thought that this was a complex matter; therefore, the province should care more about criminal prevention and management enhancement for natural environment. As for Vedan scandal, Department of Justice had not fulfilled their duty well when not actively reporting the matter to the Department if Justice.
