    The provincial People’s Committee’s report showed how the government’s Resolution no. 30 and Prime Minister’s Decision no. 12 on the solutions to prevent economic downturn, maintain economic growth and ensure social security were followed. The provincial People’s Committee timely informed departments, committees, sectors, regions and concerned units. Until late February, 2009 – the total lending within the province amounted to nearly VND28,500 billion. Dong Nai branch of Bank for Agriculture and Rural Development had over 3,000 clients and loaned VND687 billion. 741 clients of other banks were loaned VND2,205 billion. To put the government’s stimulus package into action, it is expected that the province’s total budget revenue in 2009 will go down by VND1,253 billion (down 17.2%). As a result, there will be corresponding spending cuts of VND564 billion. Therefore, the provincial People’s Committee proposed that the government lend it as much as the reduced spending to ensure that all the expenditures and construction investment would go as planned. On this occasion, the provincial leadership suggested that the government allow it to issue Dong Nai general hospital project bonds in two stages and the bonds will be sold for VND400 billion. Simultaneously, the leadership proposed that the government permit Bien Hoa industrial park development company to choose the bid form EPC for waste water treatment plants.

 Secretary of the provincial Party Committee – Tran Dinh Thanh reminded: “Bringing the demand stimulus package into action is very important but seeking markets for our products is more important. So, Department of Industry and Commerce and other departments and sectors have to provide information for businesses and adjust commercial promotion as well as give more support to the businesses which have won many contracts through commercial promotion.”

    As for administrative reforms, Chairman of the provincial People’s Committee – Vo Van Mot acknowledged that some regions and units’ administrative procedure statistical preparation revealed a slowdown and the results of following pattern 1 were not as good as the requirements by the Prime Minister’s responsible team. Chairman of the provincial People’s Committee promised to focus on providing every department, committee, sector and region with a clear and tight guidance on administrative reforms which correspond with an industrial province’s potentials.

    In his address at the meeting, Comrade Nguyen Xuan Phuc – Minister and Head of the government Secretariat really appreciated Dong Nai’s efforts in developing and maintaining its GDP at a high percentage rate (over 15%). Especially, the province always goes side by side with businesses to remove obstacles and support them when they have difficulties and successfully create employment for workers… This has proven that the government’s demand stimulus package is really going into life. However, Minister and Head of the government Secretariat paid a special attention to the province’s social welfare policies said that it needed to concentrate on analyzing difficulties to find ways out in the present economic context, take more notice of monetary policies and commercial promotion… and especially accelerate administrative reforms. He also agreed with the province’s proposals and was committed to considering and reporting them to the Prime Minister.
