Dong Nai Police held a 45-year celebration of public police force’s traditional day: Scheduling High Time for on-going punitive sanctions against traffic law breakers

Addressing the celebration, Provincial People’s Committee, Mr. Vo Van Mot highly appreciated the excellent performance of People’s Public Security of Dong Nai’s Police. Additionally, he reminded officers and troopers in Dong Nai’s Police Force of continuing to be adhere to and effectively follow up Guideline 40 adopted by Ministry of Politics to strengthen the police performance to correspond with new situations. These missions should include, but not limited to, concentrating on deploying professional approaches, taking active control of every action, finding efficient solutions to security and order conditions, continuing to fortify the movements of all population’s getting meaningfully involved in national defense internally and socially, implementing the resolution 09/CP and the national program of crime, drug, corruption, and commercial fraud prevention and fighting, enabling the administrative affairs to maintain social security, properly working out fire prevention and fighting, ensuring traffic order and safety.

On this occasion, Ministry of Police, General Bureau of People’s Public Security and Director Board of Provincial Police Department presented merit certificates to many collectives, individuals who were well-performed in the emulation movement to combat illegal acts.

Earlier, on 19 July, Provincial Police Department had a preliminary review on maintaining traffic order and safety in the first 6 months of 2007, preventing mistakes arising in traffic patrols and controls, and making a plan of carrying out Resolution 32/2007/CP of the Government to find out several urgent solutions to minimizing road accidents and traffic jams. Mr. Vo Van Mot, Deputy Secretary of Provincial Party Committee and Chairman of Provincial People’s Committee attended the ceremony.

In first 6 months of 2007, the traffic order and safety throughout Dong Nai Province was inclined to grow more complicated and receive pressing social concerns. Although many solutions had been executed by local competent authorities, road accidents were continuously multiplied. In particular, in the first 6 months of 2007, 392 traffic crashes happened around the province, 381 dead and 160 heavily wounded were recorded. In comparison with the first 6 months of 2006, the number of accidents was raised by 31 cases (392/361) and the dead increased by 29 persons (381/352). Only two districts - Nhon Trach, Vinh Cuu and Bien Hoa City reported the number of accident down in three criteria: number of cases, dead poll, and the injured figure. The worrying sign was that, last 6 months, the number of traffic accidents within urban area, provincial road, and inter-communal street were on the increase.

In this conference, relevant departments and localities spent much time discussing certain solutions to take necessary actions under the Resolution 32/2007/CP of the Government towards some urgent approaches to control traffic accident and congestion. So, from the present to 15 Oct. 2007, Provincial Police will mainly work on initiating key struggle phases to guarantee the traffic order and safety for 3 months, impose definitely severe fine on violative drivers or motorists who directly cause traffic accident by their violations such as speed excess, illegal overtaking, outnumbering, utilization of car or motorbike that expires or unfit technical safety, no driving license or credit, alcoholic driving, no helmet for motorist, dodging and chasing, and illegal race,… From 1 Sept. 2007, any pupils or students who are not mature enough to drive on motorbikes or do not have driving license will have to be strictly punished. From 15 Sept. 2007, any motorists or traveling companions without wearing helmets on all national roads (including any passages going through town, city and crowded zone) and prescribed provincial roads will also be fined. To 15 Dec. 2007, all motorists and traveling companions on all roads will have to tolerate a fine unless they wear helmets.
