​Working session 4 of the provincial people’s council term VIII: resolutions to overcome difficulties

How to clear out pending projects to stabilize people’s lives; solutions to reduce traffic accidents; help enterprises overcome difficulties to improve the economy… those were the matters thoroughly discussed by delegates of the provincial People’s Council at the session on the afternoon of 11th July.


Most of delegates claimed that, achievements gained by the province for the first 6 months showed a great attempt in such difficult situation nowadays. Although some regions such as Xuan Loc, Nhon Trach, Vinh Cuu witnessed low ratio of revenues (under 40 percent), some delegates thought that such difficulty that the agricultural economy has been facing is very common in such an unfavorable condition for agricultural production and breeding recently.

*Pending projects to be completely solved
 
Traffic projects: not handed over or clear

Besides the lack of traffic awareness, bad conditions of roads and downgraded traffic facilities are the main reasons causing traffic accidents. However, there are plenty of pending projects due to problems of land clearance. For some big projects such as: Street 769, Hoa An bridge, alternative to 1A road … plenty of households do not want to hand over their estate, which causes traffic jams even though investors are eager to execute their projects.

For rural traffic projects to avoid delay, delegates suggested we should take into account of investment level. It is possible to adapt socialized form for residential area projects, but as for remote and ethnic minorities’ areas, it must be funded with national budget. Rigid campaigns and movements should not be applied in these areas as most households there are typically poor.
     
That was the idea by delegate Nguyen Luc Hoa (Vice Director of Planning and Investment Department). According to Mr. Hoa, most people of every region complained about slow-paced projects which has made them get stuck in a dilemma. He assumed we needed to review those projects and cancel impossible projects. In fact, for the first 6 months of year 2012, the province canceled 34 investment plans or certificates of investment.

Many delegates assumed the biggest reason leading to late project deployment was capital shortage by investors. Therefore, on reviewing projects we should clarify and work on solutions such as centralizing budget for priority constructions; providing credit support to enterprises. Besides, financial branch has to help the government find a way to help people. Delegate Nguyen Van Duoc (Long Thanh District Party Secretary) added: to support enterprises, there need to be a consistent policy from the government. For instance, an enterprise executing an exploiting land project got a deal with residents about compensation amount of 600 mil/ha. But on exploiting, Decree 69 appears and states the compensation must be 1.5 bil/ha. The citizens base themselves on the decree to cancel the former agreement and then require more compensation, which put both sides in a bad situation in which the enterprise get lost and unaffordable to continue the project even though it lost a huge amount of money and people cannot come back to their houses as well as their estate has been roughly digged. There come the conflicts, turning the areas into the “hot spots” of pursuing and making local authority confused about a reasonable solution. 
 
* Training must go with practice
 
Unclear responsibilities for using prohibited substances to raise super-lean pigs

Voters from Vinh Cuu and Trang Bom districts as well as Delegates of Provincial People’s Council raised their ideas about using prohibited substances to raise super-lean pigs which not only worries the community but also causes a big damage to breeding industry in the province. However, there has been no certain State authority responsible for controlling import, export, processing and consumption of this kind of food product.

In fact, raising lean pigs is one of the Decrees issued at the Party Congress IX. One of the important things is that farmers are not provided with enough information, which confuses them in distinguishing which substance is banned and which is not. And that is the root of the problem. So far, as assigned, managing breeding food at provincial level is the responsibility carried out by Agriculture and Rural Development Department based on the list issued by Ministry of Agriculture and Rural Development; management at border gate is the responsibility of Custom Bureau, Veterinary Bureau and Border Guard; management of local market is of Agriculture and Rural Development Department and of Industry and Commercial Department’s responsibilities. Each authority is in charge of each field. But when the problem of using banned substances occurs, it is people to take responsibilities!

The training program for rural labors has been performed for 2 years, costing a lot of money and effort but rural job rate is still low, delegates were very pressing to suggest considering the effectiveness of the whole program. Delegate Nguyen Van Nai (Long Khanh District Party Secretary) said, the current program operation was not proper because it was impossible to train rural labor according to followers’ interests. Actually, plenty of areas are specialized in agricultural production operatio; there is far not enough labor skilled at agricultural engineering whereas many people registered for the training courses of… nail, makeup, craft flower, cooking courses which led to unemployment after granting certificates.

Delegate Nguyen Minh Nhut (Vice Secretary of Xuan Loc District Party) suggested there should be synchronorious collaboration among sectors, unions and locals in surveying and assessing the demands on occupation of citizens in localities as well as defining objects and quality of the training program to make the rural labor training program more effective. Training program should also provide available jobs’ sources. There has to be suitable jobs for grantees; it is important avoid training without planning, which would be such a waste. Delegate Nguyen Thi Thanh Hoa (Chairman of the provincial Women's Union) said: it was necessary to provide training program together with banking credit support of 20 -30 mil/case to improve family’s finance.

* Pay attention to social security

A report of provincial people’s committee shows that for the first 6 months of year 2012, regional traffic accident rate increased by 20.5 percent, death rate by 66.6 percent and casual rate by 14.5 percent, which worried delegates. Some delegates suggested besides propagating to raise people’s trafic awareness, there must be some strong sanctions to punish offenders strictly; there has to be penalties of community services together with fines for the purpose of deterrence.

As for environment pollution, delegates suggested we should not only punish offenders but also focus on checking and reviewing their practice to avoid recidivism. Delegate Nguyen Van Diep (Traffice and Transportation Department) informed the attendants about the situation in which some units had been using wastes to build roads, which is very dangerous in the future and should be adjusted immediately.

As for the low rate of land-use right certificate issue (25 percen lower than expected), delegate Nguyen Thi Hong Ngan (Deputy Director of Legal Consultation Center of Lawyer Association) said that it was important to strengthen and reinforce the quality of the procedure, which would help accelerate the pace and also avoid common mistakes in mapping, plot splitting, which are often the cause of delay.

Delegates mostly agreed with the idea stating that the most important thing was we had to “keep the citizens stay comfortable” by timely providing people with clear, exact and enough information about what they were interested. That would help people clearly understand and believe in the government. For instance, when handling environment pollution offenders recently, the main problem is that it is not the way of treatment that upset the community but the shortage of information which leaded to bad public opinions.

Resource mobilization to strengthen the Child Support Fund Project period 2012-2016 has not been approved.

Though this is a project oriented toward protecting and taking care of children in difficult situations, delegates suggested not approving the Project of Resource mobilization to strengthen the Child Support Fund for the period of 2012-2016. Even though the project has been aimed at officials, public servants and the armed forces volunteer to spare their payment for one working day. But it would be a agaist the law and Directive 24 of the Government if People’s Council issued the Decree. Therefore delegates suggested some other ways of mobilization should be applied to appeal for Child Support Fund.

As for project of Dong Nai’s natural and cultural construction and development until 2020, delegates suggested considering feasibility because it would require huge capital. They also suggested the Conservation Area should prioritize to stabilize Ma Da and Hieu Liem people’s lives.
