Localities Agree on The Investment Plan for Belt Road 4 - Ho Chi Minh City

(News Portal – Dong Nai) - Five provinces and cities have reached a consensus on the investment plan for the Belt Road 4 - Ho Chi Minh City project. 

Each locality implements projects passing through their areas

The Belt Road 4 - Ho Chi Minh City was approved for detailed planning by the Prime Minister in 2011. This route will pass through five provinces and cities, including Ba Ria - Vung Tau, Dong Nai, Binh Duong, Ho Chi Minh City, and Long An.

To implement the project, in September 2021, Prime Minister Pham Minh Chinh issued a document assigning relevant localities as competent agencies to implement the (components) projects of the Belt Road 4 - Ho Chi Minh City.

The section of the Belt Road 4 - Ho Chi Minh City that passes through the province has its terminal point located in front of the Thu Bien bridge, Tan An commune, Vinh Cuu district.

After being assigned the task by the Prime Minister, localities have conducted research and updated the cross-sectional length of the project. Accordingly, the Belt Road 4 - Ho Chi Minh City has a length of 207km, and phase 1 will invest in four lanes and carry out one-time land clearance with a scale of eight lanes.

Most recently, on February 22, the Ministry of Transport held a meeting with the five provinces and cities to discuss the groundbreaking plan for the project. According to Deputy Minister of Transport Le Anh Tuan, the Belt Road 4 - Ho Chi Minh City is not only a transportation route connecting regions but also opens up smooth connectivity with the Central Highlands.

At this meeting, the localities proposed two investment plans for the Belt Road 4 - Ho Chi Minh City project. In plan 1, the localities will be the competent agencies to implement the projects passing through their areas. This plan meets the requirement of commencing construction in 2025 and completing it by 2028.

As for plan 2, the entire Belt Road 4 - Ho Chi Minh City route will be merged into one project for implementation. However, this plan will lead to a very large total investment, a lengthy preparation time, and difficulties in meeting the set deadlines.

Therefore, the five provinces and cities that the Belt Road 4 - Ho Chi Minh City passes through have agreed to implement the project according to plan 1. At the same time, the localities also suggested submitting a proposal to the National Assembly to request special mechanisms, especially central funding support, for the implementation of the project.

Dong Nai Province has basically completed the feasibility study report

For Dong Nai Province, the Belt Road 4 - Ho Chi Minh City project passes through the province with a length of nearly 46km. The starting point of the route is in Cam My district, and the endpoint is in Vinh Cuu district (excluding the Thu Bien bridge).

According to Nguyen Huu Nguyen, Director of the Department of Planning and Investment, for the section of the Belt Road 4 - Ho Chi Minh City that passes through Dong Nai Province, the provincial People's Committee has assigned Mikgroup Investment Corporation to prepare the feasibility study report for implementation through the public-private partnership (PPP) model. Until now, the feasibility study report for the project has been basically completed.

In July 2023, the provincial People's Committee reached an agreement with Ba Ria - Vung Tau Province on the scale and progress of implementing phase 1 of the Belt Road 4 - Ho Chi Minh City project.  

According to the document, after evaluating the feasibility, the provincial People's Committee agreed on the cross-sectional design of phase 1 of the Belt Road 4 - Ho Chi Minh City project in Dong Nai Province, which is 22m. Specifically, the road will have four express lanes, two continuous emergency stopping lanes, a median strip (aligned with the completed section of the road), and road connections in areas with residential populations. The preliminary total investment for phase 1 of the project in the province is over 17.2 trillion dong (excluding interest on loans). ​
