Accelerating the progress of land clearance in key projects in Bien Hoa City

(News Portal – Dong Nai) - With 9 projects, key projects are being implemented, Bien Hoa City is the locality with the most key projects and works in the province. Therefore, Bien Hoa City is also making efforts to speed up the land clearance work to serve the construction of these projects.

Land clearance is hindering the progress of projects
Bien Hoa City is the central urban area of the province, and as such, many infrastructure projects, especially transportation infrastructures, have been implemented in the area over the years. However, in reality, most of the key projects being implemented in Bien Hoa City have been delayed, and one of the main reasons for this situation is the slow progress in land clearance.

The Huong Lo 2 project (section 1, phase 1) passing through An Hoa Ward and Long Hung Commune officially started at the end of 2020. However, until now, after more than 3 years since the groundbreaking, the land of the project has not been fully handed over to the construction unit.

Not only the Huong Lo 2 project, but a series of key projects in Bien Hoa City are also facing the situation where contractors have to "wait" for the land to be ready for construction, such as: component project 1, Bien Hoa - Vung Tau Expressway phase 1, central axis road of Bien Hoa City, construction of riverbank and road along Dong Nai River (from Hoa An Bridge to the border of Vinh Cuu District); Cai Riverbank road (from Ha Huy Giap Street to Tran Quoc Toan Street)...

Mr. Ngo The An, Director of the Provincial Investment and Construction Project Management Board, said that many key projects of the province, which are invested and implemented by the project owner units in Bien Hoa City, have been delayed due to the lack of land for construction.

According to Mr. Vo Tan Duc, Acting Chairman of the Provincial People's Committee, in recent years, the province has invested and implemented many infrastructure projects with the goal of creating breakthrough development for Bien Hoa City. However, until now, the progress of most projects has not met expectations. Among them, the biggest obstacle still lies in the land clearance process.

Overcoming obstacles
According to the People's Committee of Bien Hoa City, local authorities have been focusing on land clearance for key projects in the area. Bien Hoa City has set a goal to complete the handover of land for numerous key projects to investors by 2024.

Chairman of the People's Committee of Bien Hoa City, Do Khoi Nguyen, stated that for the Huong Lo 2 project, at the end of 2023, the city issued a decision approving specific land prices and compensation plans for 38 households in Long Hung Commune. Currently, there are only 4 households in Long Hung Commune that have not completed the necessary procedures for land recovery and compensation due to their land being related to another project. In these cases, the local authorities have made separate arrangements for handling.

Regarding the land owned by Long An Metal Joint Stock Company within the project area in An Hoa Ward, the city has already held two meetings with the company. However, the company has requested time to discuss with its Board of Directors and has not yet provided a response. Therefore, the local authorities of Bien Hoa City are considering implementing forced measures in this case. "The city continues to follow the prescribed procedures and simultaneously promotes communication to persuade businesses to hand over the land. If there is no agreement or consensus between the two parties in the first quarter of 2024, the city will proceed with forced measures to hand over the land to the construction unit," said Mr. Do Khoi Nguyen.

Similarly, in the project to expand and renovate Nguyen Huu Canh temple, the city has already issued decisions on land recovery, approval of compensation plans and support for the remaining households in the project area. Currently, the relevant authorities are carrying out communication work and encouraging residents to hand over their land. For households that do not agree with the approved compensation and support plans, Bien Hoa City is preparing to implement forced measures to hand over the remaining land area of the project to the investor in the first quarter of 2024.  

In the project to construct the road and riverbank along Dong Nai River, the relevant authorities have completed the procedures for land recovery, compensation, and support for households in the project area. Bien Hoa City is now awaiting the handover of resettlement land lots to provide resettlement for residents and hand over the land to the construction unit.  

In addition to projects that have essentially completed land clearance, Bien Hoa City is also focusing its resources on carrying out this work for newly initiated projects, including the Cai Riverbank road project and component project 1 of the Bien Hoa - Vung Tau Expressway phase 1.

For the Cai Riverbank road project, the city has handed over the land to the construction unit for the construction of 6 bridge foundations, including the construction of 5 new bridges on the route.
Bien Hoa City has also collaborated with the Compensation and Land Clearance Project Management Board to complete the basic work of data verification at component project 1 of the Bien Hoa - Vung Tau Expressway phase 1, which passes through the city. At the same time, the city has completed the 1/500 planning design for the construction of two resettlement areas in Tam Phuoc Ward and Phuoc Tan Ward, serving the project. ​
