Construction of water supply pipeline infrastructure for Long Thanh Airport

Pipeline construction 90% complete
Clean water, electricity, and connectivity infrastructure are essential to be completed before the airport becomes operational, as they will serve the construction and future activities of the airport. Therefore, Dong Nai Water Supply Joint Stock Company has prioritized the Water Supply Pipeline Project for Long Thanh Airport to be completed in 2024.

Mr. Le Thanh Trung, Project Management Director of Dong Nai Water Joint Stock Company, stated that the Water Supply Pipeline Project for Long Thanh Airport had been prepared by the company for many years. By June 2022, the Airports Corporation of Vietnam - JSC approved the pipeline route, connection points, and water supply volume for Long Thanh Airport's first phase. Subsequently, the company completed the procedures and received approval from the Ministry of Transport to implement the project within the protection structure of the Bien Hoa - Vung Tau Expressway Project; Long Thanh district agreed on the route and installation location of the HDPE OD560 water pipeline in Long An commune.

In early May 2024, the construction of the water supply pipeline for Long Thanh Airport officially commenced. This project, classified as a Group C project and a second-grade technical infrastructure work, spans over 5.6 km with a total investment of nearly VND 46 billion. Currently, about 90% of the project volume has been completed, with the water pipeline reaching the airport boundary.

A representative of the project contractor, TNG Infrastructure Solutions, suggested that if there were no land issues at the intersection of T1 and T2 roads with the Bien Hoa - Vung Tau Expressway, the project would have been completed by last weekend. However, due to objective factors such as land issues and frequent rain, the project has been delayed. The contractor has petitioned, and Dong Nai Water Supply Joint Stock Company is considering an extension.

Mr. Nguyen Duy Cuong, an official from the Project Management Board of Dong Nai Water Joint Stock Company, added that local authorities and infrastructure project investors have coordinated and supported the company significantly during the project implementation. This coordination is crucial to ensure the project is completed on schedule, providing water supply and contributing to Long Thanh Airport's timely operation in 2026.

Water treatment plant providing clean water supply for Long Thanh Airport

Expanding the network and water supply sources
Upon completion, the project will supply Long Thanh Airport with 10,000 m³ of water per day during the first phase. Depending on the facility's water usage capacity, Dong Nai Water Joint Stock Company will gradually increase the capacity to 36,000 m³ per day. The water is from the Dong Nai River, treated at Thien Tan Water Plant, and transported through the D800 ductile iron pipeline system. The company will handle water infrastructure up to the airport boundary, while the Airports Corporation of Vietnam - JSC will implement the internal airport design.

Currently, about 40 meters of pipeline needs to cross the service road of the Bien Hoa - Vung Tau Expressway Project before installation can proceed, so the project's completion depends on the progress of the transport project. Dong Nai Water Joint Stock Company has requested Project Management Board 85 to expedite construction in this section to complete the Water Supply Pipeline Project for Long Thanh Airport.

Dong Nai Water Joint Stock Company currently provides domestic and industrial water to 10 out of 11 districts and cities in the province (excluding Thong Nhat district). To continue ensuring water source and quality for the province's socio-economic development and increasing the rate of tap water usage according to the Dong Nai Province Clean Water Supply Plan for 2021-2025, the company will invest in expanding the pipeline network and increasing water treatment plant capacities in the upcoming period.

Specifically, the company will renovate and build new water plants to increase capacity from over 448,000 m³ to over 867,000 m³ per day. This includes upgrading Thien Tan and Nhon Trach Water Plants to increase capacity from 300,000 m³ to 600,000 m³ per day, increasing Bien Hoa Water Plant's capacity from 36,000 m³ to 48,000 m³ per day, and increasing Hoa An Water Plant's capacity from 15,000 m³ to 30,000 m³ per day. New plants and water supply systems will be built in Cam My district with a capacity of 12,000 m³ per day, Gia Mang Reservoir Water Plant (Xuan Loc district) with a capacity of 10,000 m³ per day, and Suoi Tre Reservoir Surface Water Treatment Plant with a capacity of over 8,000 m³ per day.

Regarding the pipeline network, the company will continue expanding transmission and distribution pipelines according to the water supply development plan. The approach is that the company will fully invest in main pipelines along major roads, while for branch pipelines, the company will partially invest and call for socialization.

The company has requested provincial approval for the water supply service agreement in the province; consideration for supporting enterprises investing in agricultural and rural investment projects according to Decree No. 57/2018/ND-CP dated April 17, 2018, of the Government, and Decision No. 35/2021/QD-UBND dated August 16, 2021, of the Provincial People's Committee. Departments, agencies, and localities are encouraged to promote and mobilize residents to switch to using the supplied water source.
