Provincial Party Secretary Inspects Livestock Facilities in Nhon Trach District

(News Portal – Dong Nai) - On July 5, Mr. Nguyen Hong Linh, Member of the Party Central Committee, Provincial Party Secretary, and Head of Inspection Team No. 3, conducted an inspection of livestock facilities in Nhon Trach district. In the morning, the Secretary inspected five livestock facilities.

Provincial Party Secretary Nguyen Hong Linh, Head of Inspection Team No. 3, along with provincial and Nhon Trach district leaders, listened to livestock farmers in Vinh Thanh commune. 

The inspected facilities included three pig farms in Vinh Thanh commune: Mr. Pham Quang Dung's farm in Son Ha hamlet with nearly 50 pigs (down from around 400 pigs in 2021); Mr. Pham Quang Tien's farm also in Son Ha hamlet with nearly 50 pigs (down from around 500 pigs in 2021); and Mrs. Nguyen Thi Kim Phuong's farm in Son Ha hamlet with 50 pigs (down from around 500 pigs in 2021).

Two buffalo and cattle farms in Phuoc An commune belonged to Mr. Nguyen Phuoc Ly in Vung Gam hamlet with over 130 animals and Mr. Nguyen Quang Hieu in Vung Gam hamlet with 32 animals.

After the inspection, Provincial Party Secretary Nguyen Hong Linh evaluated that most livestock facilities in Nhon Trach district are household farms, complying with environmental regulations; the majority agree with the province's policy and have voluntarily reduced their herds.

The Provincial Party Secretary emphasized that while the province does not prohibit livestock farming, it must adhere to proper planning and environmental protection regulations. Livestock farming that is not properly planned, causing water and air pollution in densely populated areas, is unacceptable. For Nhon Trach district, which is planned to become a city near Ho Chi Minh City and Long Thanh airport, priority should be given to industrial, commercial, and service development.

Provincial leaders requested that livestock facilities, while waiting for planned projects to be implemented, may continue farming but must ensure environmental protection. They should consider developing high-tech agriculture, urban agriculture models such as greenhouse vegetable and fruit cultivation; ornamental fish, plant, and flower farming, which have economic value, reduce environmental pollution risks, and maximize land use value. When the district implements projects, livestock farming should cease, and land should be handed over to the state.

Previously, on June 13, 2024, the Provincial Party Standing Committee issued Plan No. 359/KH-TU to inspect compliance with environmental protection laws at livestock facilities across the province. According to this plan, from July 1 to 15, ten inspection teams from the Provincial Party Committee will inspect the environment and enforce policies to relocate or terminate the operations of livestock facilities. The inspection team leaders include members of the Provincial Party Standing Committee and the Executive Committee of the Provincial Party.

According to Mr. Nguyen The Phong, Acting Chairman of Nhon Trach District People's Committee, following Resolution No. 03/2021/NQ-HĐND dated July 30, 2021, of the Provincial People's Council and Decision No. 296/QĐ-UBND dated February 24, 2023, of the Provincial People's Committee on approving the list of livestock facilities to be relocated from non-permitted areas, 68 out of 95 households have relocated or ceased operations, achieving a 72% rate. The remaining 27 households have reduced their herds and committed to ceasing livestock farming according to the approved schedule. Currently, there are 118 livestock facilities in the district, with a total of 1,800 animals, excluding households with fewer than 10 animals.

At the end of 2023, the district received media reports of a livestock facility near a school causing foul odors, and as directed, the district mobilized relocation.​

Nhon Trach district also noted that the policy to relocate livestock households from residential areas and non-permitted zones is necessary and urgent. However, during the implementation of propaganda and mobilization, there were some challenges: it directly affects household economies; support policies for occupational change and job introduction are difficult for people to access or are refused; according to the provincial guidance documents on support policies related to relocating livestock out of non-permitted areas, people must relocate livestock facilities to permitted areas to receive financial support, but Nhon Trach district has no planned concentrated livestock area.
