According to the Department of Industry and Trade, during the period 2021-2030, Dong Nai will retain 20 ICs in the planning. Simultaneously, after 2030, 11 more ICs will be developed, bringing the total number of clusters in the future to 31.
Up to now, the investment in infrastructure in the existing phase of ICs is very slow. Despite efforts to address the issues, the progress of infrastructure construction in the clusters still faces many difficulties. The reason is that land clearance in some clusters, where investors have already implemented projects, is still obstructed. Some other clusters in the planning have no investors registering to implement projects. Furthermore, some clusters have investors operating prior to the establishment of clusters, encountering difficulties in contributing capital for infrastructure construction. Vice Chairwoman Nguyen Thi Hoang stated that the demand from enterprises in the area to relocate to ICs is very high, but so far, the infrastructure investment has not seen much progress. Recently, the province has issued a Plan for the Construction of the Scheme to Relocate Factories into ICs. Delays in IC development equate to delays in implementing major local policies.
Therefore, localities must coordinate the development of ICs with the implementation of the factory relocation scheme. The provincial leadership assigned the Department of Industry and Trade to collaborate with relevant departments and localities to review the objectives for IC development, support investors in completing internal infrastructure in existing ICs, and assist with legal issues related to IC investment... Localities should review the transportation connectivity issues to and from ICs to propose appropriate solutions.
