Investor Proposes Elevated Road Along National Highway 51 from Vung Tau Intersection to Gate 11

(News Portal – Dong Nai) - On January 2, Chairman of the Provincial People's Committee, Mr. Vo Tan Duc, chaired a meeting to hear the proposal from Ho Chi Minh City Infrastructure Investment Joint Stock Company regarding the concept for the project of constructing an elevated road along National Highway 51, from Vung Tau Intersection to Gate 11.

According to the proposal by Ho Chi Minh City Infrastructure Investment Joint Stock Company, the project consists of three components: completing the Vung Tau Intersection; constructing a continuous overpass on National Highway 1 along the Bien Hoa City Bypass; and constructing an elevated road along National Highway 51. Specifically, the elevated road section along National Highway 51 will span approximately 5.5 kilometers, starting at the Vung Tau Intersection and ending at Gate 11. The elevated road will be built to urban arterial road standards, with a design speed of 80 km/h and a scale of six lanes.

The project is proposed to be implemented under the Public-Private Partnership (PPP) model, with a total investment of over VND 12.8 trillion.

In his concluding remarks, Chairman Vo Tan Duc emphasized the urgent need to complete the Vung Tau Intersection and Gate 11. Currently, traffic volume on National Highway 51 is extremely high, frequently causing congestion. By 2026, when the Bien Hoa - Vung Tau Expressway is operational, the traffic volume converging at these two intersections is expected to increase significantly.

The Provincial People's Committee had previously submitted a request to the Ministry of Transport to allocate funding for the completion of the Vung Tau Intersection and Gate 11. However, the Ministry of Transport indicated that no funding would be available for the project before 2030. Meanwhile, the provincial budget is currently focused on collaborating with the central government to invest in expressways and ring roads, making it difficult to allocate additional funds. Therefore, the province highly welcomes the proposal by Ho Chi Minh City Technical Infrastructure Investment Joint Stock Company to implement the project under the PPP model.

However, the proposed project still faces legal obstacles. Chairman Vo Tan Duc tasked the Department of Transport with arranging a meeting between provincial leaders and the Ministry of Transport to resolve these legal challenges.

The Department of Construction is to collaborate with the Department of Transport and Bien Hoa City to update the scale of the Vung Tau Intersection and Gate 11 in the planning documents, ensuring that Gate 11's scale aligns with the project's completion stage. Bien Hoa City is also instructed to include the elevated road along National Highway 51 in the overall urban planning framework.

Chairman Vo Tan Duc further requested the project's proposing entity to work with the Department of Natural Resources and Environment to review and reassess the costs associated with land clearance for the project.  ​
