(News Portal – Dong Nai) - On December 13, Mr. Nguyen Hong Linh, a member of the Central Party Committee and Secretary of the Provincial Party Committee, held a dialogue with approximately 1,700 households in Hiep Hoa Ward, Bien Hoa City, regarding the Hiep Hoa Urban Area Project.

Co-chairing the dialogue were: Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mrs. Hoang Thi Bich Hang, Vice Chairwoman of the Provincial People's Council; Mr. Cao Van Quang, Chairman of the Vietnam Fatherland Front Committee; Mr. Ho Van Nam, Secretary of the Bien Hoa City Party Committee; as well as city leaders and investors.
During the dialogue, Secretary Nguyen Hong Linh expressed that Hiep Hoa is a region with significant economic, historical, and cultural values. However, it has not yet developed to its potential, lacking distinctive features and failing to create a good living environment for its residents. To revive these values, it is necessary to reorganize and invest in projects. The Hiep Hoa Urban Area Project aims to bring new vitality to the area.

Addressing the residents' concerns, the Secretary assured that the project would maintain Hiep Hoa as the green lung of the city, with 38% of the area designated for green space. When including transportation and public facilities, this figure rises to nearly 60%, with commercial areas accounting for just under 40%. He urged all levels of party and government to develop the best policies for the residents; compensation, support, and resettlement policies must meet the aspirations of the majority while complying with actual conditions and legal policies. Priority should be given to clearing land for resettlement areas first, ensuring that all affected residents are relocated in accordance with the law and can benefit from the project's advantages. Investors must also ensure sufficient resources to carry out the project as planned.
During the dialogue, residents expressed their agreement with the government's land acquisition policy to implement the project for national and public benefits. They hope for modern and high-standard projects, along with fair compensation, support, and resettlement policies from the government.

Mr. Huynh Van Thong, a local resident, expressed full support for the government's initiative on this project, requesting timely information about resettlement area locations, compensation prices, and the timeline for land acquisition and project completion to reassure residents during the land handover process.
According to Bien Hoa City, the compensation, support, and resettlement for the Hiep Hoa Urban Area Project will be conducted in accordance with the 2024 Land Law and relevant decrees and circulars; decisions related to it have been made by the provincial government. The city has already issued a compensation and support plan, which has been made public to the residents.
Regarding resettlement, Mr. Huynh Tan Loc, Deputy Director of the Department of Construction, stated that the resettlement area would be implemented on-site within the project. The location and size of the resettlement area and the corresponding plots will be determined according to the detailed planning approved by the competent authorities.

Chairman Vo Tan Duc indicated that this is the first project in the province to select investors under the new regulations. The goal is to create a model urban area with a comprehensive ecosystem, serving not only the residents of Bien Hoa City but also the province and neighboring areas.
Provincial leaders demand that investors fulfill all rights and responsibilities, allocate resources to meet compensation and construction schedules, and promptly bring the project into operation to create a highlight for Bien Hoa City and a living space for the residents. The city must complete compensation, support, and resettlement according to the set timeline, prioritizing the interests of the residents above all else.
According to Mr. Vu Quoc Thai, Vice Chairman of Bien Hoa City, despite being a first-class urban area, the political, administrative, economic, and cultural center of the province with a population of over 1.2 million, the city currently lacks large-scale urban projects that are systematically and thoroughly invested for residents to enjoy.

The Hiep Hoa Urban Area Project is expected to create a breakthrough for the economic and social development of the city and the province. Once established, it will provide synchronized technical and social infrastructure combined with natural landscapes, offering a desirable living environment for residents of Hiep Hoa Ward and Bien Hoa City in general.
Sharing insights about this project, Nguyen Huu Nguyen, Director of the Department of Planning and Investment, noted that the provincial government carefully selected investors in accordance with legal regulations. The consortium of selected investors consists of capable and experienced firms that have successfully executed large projects in various provinces and cities.
