On May 31st, in Ha Noi, the Ministry of Information and Communications held a workshop on the national program to develop the information technology industry until 2020 with the participation of representatives of the Information and Communications Department in provinces and cities; representatives of some organizations, congregations and companies specialized in information technology in Vietnam.
The draft of national program for industrial development in information technology until 2020 has indentified 6 major pillars supporting the development of information technology industry, including: policy context; manpower of information technology development; business development and branding; products and market development; investment attraction and focal information technology zone and open-source software.
During the workshop, many representatives raised their ideas to perfect the proposal and projects of the Program, especially those needing cooperation between the Government and companies such as: training, developing man power for information and technology; promoting companies with strong capacity; developing major products and services in for information and technology industry…; solutions for provinces to actively take part in the program using local budget and gradually decrease investment from State-owned budget. Additionally, the representatives suggested that the content of the National program for IT industry development until 2020 must synchronize with previously approved programs and plans. Meanwhile, it is important to clearly define the relationship between the government and companies - Unions in acquiring those targets; Eliminating begging-granting mechanism, strengthening responsibilities and commitment of effectiveness on those eligible to support. Besides, organizations should be encouraged in supporting companies.
Concerning about building strong brand name for IT business, the multitude of representatives suggested that a viable option for the Government to proceed with focal investment and support for some major businesses, helping them form “coalition” to take over domestic market, accumulating on scale and power to win international bids and stay competitive from local to global market. Concerning about major products and services development, they should be able to meet domestic and foreign requirements selectively.
In the evening, the Ministry of Information and Communications in cooperation with the Association of Software and information technology Services (VINASA) organized a seminar “Solutions for information technology business development in Vietnam”. In the meeting, the representatives pointed out that the most important solution to improve information technology business in Vietnam is the market. Accordingly, the Government shall take on the role of the big customer and direct the market. The Ministry of Information and Communications should conduct many pieces of research to update market’s needs, from which companies can improve their abilities to meet those requirements./.
