The Minister also required that all People’s Committee of districts, central-run cities, and ministries should strengthen the propaganda activities on preventing bird flu; and timely and correctly inform the real situation of each locality, the possibilities of the outbreak of bird flu and propose methods to prevent. Local authorities should instruct animal raisers safe methods to raise animal, teach them the signals to discover epidemic and the safe measure to contact with the poultry so that the farmers can declare actively the flu epidemic to protect oneself and community. 

The areas are required to supervise the flu epidemic at each household, delegate the master of village and hamlet and medical workers to have responsibility to supervise the flu epidemic.
