In 2015, although the general situation is still challenging, the socio-economic situation of the province continues to develop stably with positive results thanks to the direction and management of the provincial leaders and all efforts of the agencies, enterprises and people of the province.
Promising and comprehensive results
Speaking at the provincial People’s Council’s 16th meeting (term VIII) on the direction and management of the provincial People’s Committee and the socio-economic situation and national defense and security in 2015, Vice Chairman of the provincial People’s Committee Tran Minh Phuc said that, the province saw a stable development in the socio-economic situation, production value of all industries increased compared to the same period last year. Accordingly, the gross regional domestic product in 2015 reached 63,803.6 billion dong, increasing by 11.75% over the same period last year and meeting the target set forth in the Resolution by the Party Committee; GRDP per capita reached 66.7 million dong, which is equivalent to 3,098 USD, exceeding the target set forth in the Resolution; economic structures of industry, construction and agriculture - forestry – fishery sectors were correspondent to the targets of the Resolution; export turnover reached 14,746.7 million USD, increasing by 11.5% over the same period last year; the total investment capital of social development reached 76,579 billion dong, exceeding the target of the Resolution; foreign investment capital attraction reached 2,300 million USD, increasing by 113% compared to the year’s plan; the total domestic investment capital reached 9,300 billion dong, exceeding the year’s plan; the total budget revenue of the province was 39,875.3 billion dong, increasing by 12% over the same period.

Accompanying enterprises, leaders of the province, departments, sectors and localities held numerous meetings with enterprises to receive feedback and handle difficulties in approaching bank capital as well as provide market support to enterprises; at the same time, exchange information and implement Investment Law and Enterprise Law 2014; exchange stable resolutions when joining TPP, creating favorable conditions for enterprises to develop their production and business.
Various fields of social welfare also caught the attention such as: vocational training, job settlement, food hygiene and safety, disease prevention… in 2015, the province saw a decrease of 1% in poverty rate (in accordance with the province’s new standard), meeting the target of the Resolution; creating jobs for 90,000 workers; the proportion of trained workers reached more than 65%; urban unemployment rate was below 2.5%; the number of doctors over ten thousand citizens was 7.1; meeting the target to provide 26 hospital beds over ten thousand citizens; the number of university and college students over ten thousand citizens was 300 students, reaching the target of the Resolution. The province also finished 726 social houses, exceeding the target of the Resolution by 16.2%.
Promoting investment attraction and corporate support
As targeted in 2016, the whole province continues to implement breakthrough development strategies; accelerate economic restructuring in association with growth model transformation, enhance efficiency and competitiveness; synchronously implement social welfare policies, improve people’s living conditions; effectively implement administrative reforms, improve the efficiency and effectiveness of state management apparatus; enhance the effectiveness of international integration; ensure security – politics, social order and security. Accordingly, majors targets have been expected to implement in 2016 such as: Gross regional domestic products (GRDP) increases by 8 – 9% compared to 2015; GRDP per capita reaches 3,300 – 3,350 USD; there will be 2 districtual and 20 communal units up to the standards of new rural areas; the proportion of trained workers reaches 68%...
Vice Chairman of the provincial People’s Committee Tran Minh Phuc emphasized that, in order to meet the targets, the whole province must synchronously implement numerous measures which include improving business environment, accelerating administrative reforms, improving the effectiveness of state management; accelerating export performance and import management; enhancing trade promotion; taking the advantage and enhancing the competitiveness when deeply joining the world’s economy, ASEAN economic community agreements, free-trade agreements and TPP Agreement; focus on the implementation of breakthrough development missions, continue to attract domestic and foreign investment, promote corporate support and accelerate economic restructuring; continue to implement solutions to ensure social welfare and improve people’s physical and mental conditions…
According to the assessment of the provincial People’s Committee, among the province’s 28 major targets of economic development (set forth in the Resolution of the provincial People’s Council), there are 8 exceeding targets including: GRDP per capita, foreign direct investment capital attraction and domestic investment capital attraction, corporate & business registration, total investment capital for social development, social housing construction, reduction of percentage of low weight for age in children, reduction of low height for age in children. Besides that, there are 19 satisfactory targets and 1 under satisfactory target which is the number of industrial zones that have automatic wastewater monitoring system.
