Dong Nai strongly improve its business investment environment

Over the past years, Dong Nai continues to make strong strides in reforming administrative procedures, promoting a developed business environment.


According to the Vietnam Chamber of Commerce and Industry (VCCI), Dong Nai is one of the localities with a strong commitment to improving the business environment. The province aims to be a “good land” with the business community.

High efficiency

Depending on each sector, Dong Nai requires each department, branch and locality to be responsible for the problems and solutions to reform administrative procedures, creating a ‘clear atmosphere’ for the business environment.

For example, each year, Department of Planning and Investment issues about 3.5 thousand business licenses for individuals and businesses. The Department sets a target of 80% of online business licenses at level 4 by 2020. In order to speed up administrative procedure reform, on every Friday afternoon, the Department synthesizes the backlog records of the week to find out the solution.

Dr. To Hoai Nam, Vice President of Vietnam Association of Small and Medium Enterprises, said that Dong Nai is one of the few provinces that has a strategy to develop a contingent of businesses based on solutions to improve the investment and business environment. The enterprise team in Dong Nai is very active in production, business and integration. Many organizations have formed to gather and link businesses such as the Young Entrepreneurs Association, Veterans Entrepreneurs Association, professional associations and especially Dong Nai Business Association, etc.

Similarly, according to VCCI Chairman Vu Tien Loc, Dong Nai has a very strong commitment to VCCI. Dong Nai is the province with the second fastest growth rate of businesses in the country, now the province has more than 36,000 enterprises registered on the national portal, surpassing Hai Phong and Da Nang, becoming the locality with the 4th highest number of enterprises after Ho Chi Minh City, Hanoi and Binh Duong.

Follow up on direction of the Government

In the spirit of reform for development, Dong Nai sets out many solutions to bring satisfaction to the people and businesses, while ‘sticking’ to the directions of the Government to implement accordingly.

Since 2019, the province has issued a plan to continue implementing the main tasks and solutions to improve the business environment, enhance national competitiveness in 2019 and orientations to 2021 in Dong Nai province.

Accordingly, the province strives to improve its scores, ranking position in administrative reform, business environment, competitiveness, strive in the group of 20 provinces and cities with the highest provincial competitiveness index (PCI) in the country; Continuing to create a favorable, fair, open and transparent business investment environment, create the most favorable conditions to support private enterprises, especially start-up businesses; Innovating, attracting quickly social resources in the province.

According to the Department of Planning and Investment's leaders, an important task in the coming time is to create an open business environment to affirm “Dong Nai is a good land for investors”. To achieve that, the Department will regularly dialogue and timely support to solve difficulties and problems of businesses in the process of operation, especially for private enterprises. It is recommended that enterprises should have more activities of innovation, creativity and application of science and technology to production. The province always supports businesses in terms of loans, enhances competitiveness to apply advanced quality management systems, and protects intellectual property in the integration process.

Dong Nai will also promote electronic payment and provide level 4 online public services, helping people and businesses to pay without using cash by various means. Meanwhile, publicize the planning, policies and procedures for businesses to be accessible.
