(News Portal – Dong Nai) - Following discussions and the signing of a memorandum of understanding to establish cooperative relations between the leadership of Dong Nai Province and Pinar del Rio Province (Cuba) at the end of October 2024, Chairman of the Provincial People's Committee Vo Tan Duc issued an implementation plan to concretize the friendship cooperation program between the two provinces.
The delegation from Dong Nai Province meets with the leadership of Pinar del Rio Province.
Under the plan, delegations from both provinces will visit each other as needed to discuss shared concerns and exchange experiences on specific cooperative programs in various fields, ensuring alignment with their common development orientations.
Both sides will promote cultural exchanges and people-to-people diplomacy activities to create stronger bonds and understanding between the communities of the two localities.
Short-term and long-term training programs will be organized for officials, Party members, especially the youth, to exchange experiences, enhance understanding, and encourage human resource development between the two sides in the fields of health and education.
Cultural and artistic programs will be hosted to commemorate the establishment of diplomatic relations between Viet Nam and Cuba, as well as to celebrate milestone anniversaries of the signing of the cooperative relationship agreement.
Exhibitions, talks, and promotional activities on the history and exemplary traditional relationship between Viet Nam and Cuba will be organized to engage the broader public in the province.
Efforts will be made to actively promote trade and investment to connect businesses, creating favorable conditions for enterprises in both provinces to exchange information on cooperation opportunities. This will gradually uncover mechanisms and effective methods of collaboration in priority sectors and areas of strength for both provinces. Information exchanges will also cover market updates, import-export demands, trade and investment policies, business environment, investment incentives, and the development potential of Dong Nai and Pinar del Rio.
Joint projects in commercial fields will be explored, such as tobacco production, handicrafts, and the exchange of experiences in state management of cooperatives. Discussions will focus on tourism potential, promoting the tourism images of both provinces, and organizing activities to encourage tourist exchanges between the two sides.
Efforts will also focus on exchanging experiences and enhancing cooperation in science and technology, applying high-tech methods to agricultural production with Pinar del Rio in areas such as rice and crop cultivation, forestry cooperation and wood processing, industrial crop planting, and aquaculture.
In the areas of natural resources and the environment, both sides will actively exchange experiences and strengthen cooperation in biodiversity conservation and protection, and water resource management.
Further studies will be conducted to establish the Vietnamese-Cuban Friendship Association of Dong Nai Province, progressing towards formally founding the association in the near future.
The Department of External Relations has been designated as the focal point for information exchanges with Pinar del Rio Province. Specific responsibilities have been assigned to each department and sector for the different areas of cooperation.
