To accomplish these tasks,
it requires all levels, sectors, and localities in the province to adopt a
renewed mindset with determination, effort, and decisive, timely, flexible, and
effective actions, laying a solid foundation for "a new era - the era of
the nation's rise," turning Dong Nai into a increasingly prosperous, where
every citizen can live their life to the fullest.

Many Challenges and Difficulties Remain
Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that in recent years, although the province's economic growth rate has been relatively high, the risk of economic backwardness still exists, reflected in five key points. These include a gradual decrease in labor productivity growth, a declining quality of growth, and a reliance primarily on exports, with the FDI sector accounting for over 70% (equivalent to 60% of GRDP).
Many officials and civil servants afraid of taking responsibility, push work onto others, avoid challenges, and hesitate to innovate, negatively impacting the quality of public service implementation and adversely affecting socio-economic development.
The resources for economic development have not been effectively utilized. There is waste in land and mineral use; transportation infrastructure is still limited and does not match the province's development; and a large amount of capital is "frozen" in real estate.
According to him, the solutions to overcome these limitations include streamlining the organizational structure for effective operation; digital transformation; combating corruption and wastefulness; and enhancing personnel work.
Based on restructuring a more streamlined organization, there must be a reduction in personnel, emphasizing the selection of talented individuals while decisively removing those who fear making mistakes or taking responsibility. This restructuring will involve movement up and down the hierarchy, requiring a serious attitude and readiness for change.
Digital transformation is not merely about applying digital technology to socio-economic activities but also about establishing a new, advanced production method – “digital production methods." Thus, the province will propose to the Central Government to focus on developing a legal framework for digital development, creating a foundation for Dong Nai to seize opportunities from the Fourth Industrial Revolution.
The province aims to attract talents from both domestic and international sources to live and work in Dong Nai, developing a workforce with knowledge, skills, and innovative mindset to meet the demands of the digital economy and the Fourth Industrial Revolution.
Regarding anti-corruption and wastefulness, it is evident that "wastefulness, while not directly taking public assets, is still very harmful to the people and the State. Sometimes it can be more damaging than embezzlement." The province will strictly deal with individuals and collectives that cause loss and waste of public assets. It will decisively resolve long-standing issues related to key projects that are ineffective and cause significant losses and waste. A culture of preventing waste will be built, embedding frugality and waste prevention as part of daily life.
For officials and personnel work, there will be a focus on building a team of officials capable and qualified to meet the province's increasingly high development demands.
Officials Must Be Proactive and Creative
According to Chairman Vo Tan Duc, when evaluating officials, it must be based on substance, as finding the right person should rely on measurable specific outcomes. This approach will help in training, fostering, and properly assigning officials to the right roles.
A mechanism will be established to encourage and protect officials who think innovatively, dare to think, dare to do, dare to break through, and are willing to take responsibility for the common good. Regular screening will be conducted to remove those who lack the necessary qualities, capabilities, and credibility from their positions.
The provincial leader suggested that as the volume of work increases and requiring higher quality, leaders of departments, sectors, and localities must promote a proactive, creative mindset and self-reliance, without waiting for external support or being overly cautious to the point of inaction.
In 2025, heads of departments and leaders of the People's Committees of districts and cities will be assigned specific responsibilities for each project based on the allocated public investment capital.
The People's Committees of districts and cities will prioritize compensation and site clearance efforts; repay resettlement debts and construct new resettlement areas to serve site clearance for the period 2026-2030.
The province will resolutely reclaim projects that are not being implemented as planned and eliminate unnecessary projects.
Effective mechanisms will be developed to selectively attract foreign investment (especially high-tech projects and emerging sectors such as semiconductor chips, artificial intelligence, and energy transition).
All solutions to stimulate consumption demand will be implemented synchronously and effectively; efforts will be strengthened to attract international tourists to Dong Nai.
Trade promotion will be enhanced, and the province's export of goods will be boosted. Green and sustainable growth will be encouraged to create new growth momentum for Dong Nai.
Deputy Secretary of the Provincial Party Committee and Chairman Vo Tan Duc further noted that the province will soon deploy a concentrated information technology zone of 100 hectares in Long Duc Commune, Long Thanh District, to set up a digital database for the province.
The function of the province's high-tech biotechnology zone in Cam My District will be transformed to add research, training, and incubation functions for enterprises, creating a conducive environment for digital transformation and innovative development in the future.
Especially, the Dong Nai provincial planning has been approved by the Prime Minister, and sectors and localities must accelerate the progress of detailed planning at a scale of 1/2000, serving as a basis for attracting investment calls.
The tasks outlined above are substantial. In many provincial meetings and when working with units and localities, Central Party Member and Provincial Party Secretary Nguyen Hong Linh consistently emphasizes that officials and civil servants in the province must demonstrate to the people of Dong Nai that our team is truly committed to the best development goals for the province, in service of the people – there is no other goal. If not, this will raise doubts about the dedication and capacity of the officials towards this beloved land.
