(News Portal – Dong Nai) - The Provincial People's Council has recently issued a resolution establishing support mechanisms for investment in social housing construction in Dong Nai Province.
The resolution applies to investors of social housing projects, housing for armed forces personnel, and worker accommodations in industrial zones that are constructed without public investment funds and have been selected according to current regulations.
According to the resolution, projects eligible for support must ensure compliance with the timelines and schedules approved by the competent authority.
Regarding the funding for supporting the construction of technical infrastructure specified in Clause 4 of this article, support will be considered after the investment construction has been executed, completed, and verified by the competent state authority with confirmed values. This applies to projects for which investment decisions have been made after the resolution takes effect. In cases where a social housing construction project has received approval or investment decisions from the competent authority before the resolution takes effect, transitional provisions will apply according to Point c, Clause 2, Article 198 of the 2023 Housing Law.
The resolution also specifies that government support funds should not be included in the sale price, rent price, or lease-purchase price of social housing, housing for armed forces personnel, or rental prices for worker accommodations in industrial zones. If the project is implemented in phases, support will be considered according to each phase of the project (based on the principle of verifying the completion of each phase).
The resolution stipulates that the government will support 20% of the investment costs for constructing technical infrastructure (excluding internal technical systems within the building) for social housing, housing for armed forces personnel, and worker accommodations in industrial zones, provided that these projects are not funded by public investment sources in Dong Nai Province. The funding for this support will come from the provincial budget and other legal funding sources.
